About this file
This is a Heat Protection Safety Requirement Guidance document for the Dinner Creek Stormwater Detention Basin - Phase 1 project managed by the Harris County Flood Control District in Texas, with an estimated budget of $35,656,303. The document establishes mandatory safety requirements that all prime contractors and vendors must incorporate into their project Safety Plans to protect workers from weather-related hazards. The guidance requires provisions for safeguarding workers against heat-related and cold-related illnesses throughout project execution, with specific protocols for extended adverse weather periods as deemed necessary by the Prime Contractor.
The document mandates implementation of a project-specific Heat Awareness Plan when temperatures reach 90 degrees Fahrenheit or higher (including heat index calculations), which must include provisions for worker acclimatization, water availability, rest periods, and shade. All vendors acknowledge their agreement to comply with this heat protection safety requirement upon signing the Competitive Sealed Proposal Acknowledgement at the time of bid submission. This requirement applies comprehensively to all weather-related safety considerations throughout the project duration.
