Past Performance Volume Instructions

In the event the Offeror does not have any past performance record, the Offeror shall still submit a Past Performance proposal with a statement that past performance is unavailable.

The Offeror shall submit at a minimum of one (1) recent past performance for the prime and one (1) for the subcontractors/teaming contractor (performing as the Prime on that effort) to determine the recency, relevancy, and quality of the Offeror’s performance. To be recent, the effort much be on-going or must have been completed within the last three (3) years by the closing date/time of this solicitation. To be relevant, the Offeror must demonstrate that performance that performance involved similar scope and magnitude of effort and complexities this solicitation requires. The relevancy analysis will focus on if the Offeror has provided bus transportation services similar in scope, magnitude of effort and complexities as follows:

Scope: Refers to the type of work performed in the Offeror’s past performance reference when compared to the type of work required in this solicitation. The type of work required is for student transportation services.

Magnitude of Effort: Refers to the size (e.g., currency/dollar amount, personnel, training sessions) of an Offeror’s past performance reference. The Offeror’s past performance reference will be compared to the Government’s estimated amount to perform the work required in the PWS.

Complexity: Refers to the level of complication of an Offeror’s past performance reference. The level of complexity will be compared to the Government’s estimated complexity level. The following factors will be considered for each past performance reference to determine whether each reference is similar in complexity.

1. Appropriately managing personnel.

1. Providing, tracking, and reporting required training.

1. Providing timely and accurate reports and other contract deliverables.

1. Effectively communicating with all stakeholders. Communicating issues as necessary to ensure all stakeholders were informed.

The Contractor shall follow the format shown in the next page when submitting Volume II – Past Performance.
