About this file

This is a Past Performance Volume template (Attachment 2) for solicitation HE125425QE016 for Track and Field Officiating Services in Okinawa, Japan. The document outlines requirements for offerors to submit past performance information demonstrating their experience in similar services.

Offerors must submit a minimum of one recent past performance reference for both the prime contractor and subcontractors/teaming partners, with recency defined as within three years of solicitation closing. References must demonstrate relevancy in three key areas: scope (sports officiating services), magnitude of effort (comparable dollar amount and personnel), and complexity (similar level of complication). The template requires detailed information for each reference, including contract number, type, period of performance, value, customer information, and descriptions of how the reference demonstrates relevancy in scope, magnitude, and complexity. Failure to submit past performance information will result in noncompliance, and offerors with no past performance must explicitly state this in their submission.

Past Performance Volume Instructions

Failure to submit a Past Performance Proposal (Attachment 3) will result in noncompliance. In the event the Offeror does not have any past performance record, the Offeror shall still submit a Past Performance proposal with a statement that past performance is unavailable.

The Offeror shall submit at a minimum of one (1) recent past performance for the prime and one (1) for the subcontractors/teaming contractor (performing as the Prime on that effort) to determine the recency, relevancy, and quality of the Offeror’s performance. To be recent, the effort much be on-going or must have been completed within the last three (3) years by the closing date/time of this solicitation. To be relevant, the Offeror must demonstrate that performance that performance involved similar scope and magnitude of effort and complexities this solicitation requires. The relevancy analysis will focus on if the Offeror has provided sports officiating services similar in scope, magnitude of effort and complexities as follows:

Scope: Refers to the type of work performed in the Offeror’s past performance reference when compared to the type of work required in this solicitation. The type of work required is for sports officiating services.

Magnitude of Effort: Refers to the size (e.g., currency/dollar amount, personnel) of an Offeror’s past performance reference. The Offeror’s past performance reference will be compared to the Government’s estimated amount to perform the work required in the PWS.

Complexity: Refers to the level of complication of an Offeror’s past performance reference. The level of complexity will be compared to the Government’s estimated complexity level.

The Contractor shall follow the format shown in the next page when submitting Volume II – Past Performance.
