Summary of Addendum #1 to Randall Park Restroom Renovation Bid Documents

This document is Addendum No. 1, issued June 12, 2026, by Saratoga Associates on behalf of the City of Cortland for the Randall Park Restroom Renovation project (SA Project #2025-116.10). The addendum addresses seven submitted bidder questions and provides clarifications on project specifications and materials. Key clarifications include: the plumbing contractor is responsible for removal of existing exposed plumbing fixtures and piping during demolition; the general contractor handles sawcutting, compaction, and patching of underslab sanitary piping with plumbing contractor coordination; doors 1, 2, and 3 are fiberglass-reinforced plastic (FRP) doors with frames while doors 4, 5, and 6 are hollow metal doors with frames; gypsum wallboard must be mechanically fastened to one-by wood furring strips rather than directly adhered to concrete masonry unit walls to address moisture and temperature concerns in the uncontrolled space; the coiling counter door curtain material shall be finished with PowderGuard Premium powder coat; the bottom bar shall be galvanized steel; and the coiling counter door is manually operated rather than motor operated. The addendum includes updated drawings for sections A100, A600, A800, and A801, along with a complete specification section 081113 for Hollow Metal Doors and Frames referencing ANSI/SDI standards, performance requirements, installation procedures, and tolerances. Bid submission remains due June 26, 2026, at 11:00 a.m. with public opening at 11:10 a.m. the same day.

No pricing information, set-asides, incumbent contractor details, funding sources, or specific contract award amounts are disclosed in this addendum. The document functions solely as a technical clarification instrument to ensure bidders possess complete and accurate information regarding project specifications, material selections, and construction methodology prior to bid submission. Contract award is anticipated for July 2026.

Updated A100, A600, A800, A801 081113 – Hollow Metal Doors and Frames

The following notes, changes, additions, and replacements shall be incorporated into the Project Manual or drawings as applicable:

ITEM 1. Submitted Questions

A. During the demo portion of the project shall the existing piping, fixtures be demoed by the G.C.

or the plumber of note. Please advise.

• The PC is responsible for the removal of all existing exposed plumbing fixtures and piping.

B. It is indicated that the sawcut and patch for the new underslab sanitary piping is by the G.C.

Does this include the excavation, backfill and compaction also or does this fall under the plumbing scope?

• Sawcutting, compaction, and patching is to be done by the GC with coordination from the PC. PC to is to cap any utilities that are abandoned prior to patching.

C. This job has FRP Entrance Spec 081743, but the Door Schedule only has steel entrances. HDWR schedule set #001 has the Special-lite Door bottoms by door manufacturer. Are there FRP entrances on this job or are all openings painted steel?

• Doors 1, 2, & 3 are FRP doors and frames. Doors 4, 5, and 6 are HM doors and frames.

See provided specification 081113 – Hollow Metal Doors and Frames

D. Should a digital copy of the DOL certification be part of the bid as well? Typically submit a hard copy of the certificate with our bids, but we could provide a digital copy on a flash drive if required.

• No, a digital DOL certificate is not required at the bid submission.

E. Wall types B1 & B2 on drawing A801 shows 5/8” GWB directly applied/adhered to the 6” CMU walls. With this space not being temperature controlled, will moisture and/or temperature

Randall Park Restroom Renovation ADDENDUM #1 June 12, 2026 -- Page 2 of 2 changes require specialty adhesive? Or is this GWB to be mechanically fastened instead of adhered?

• See revised drawings. GWB to be attached to 1x wood furring strips attached to the interior face of the CMU walls. The GWB is to be mechanically fastened.

F. Shall the curtain material (for 083313 Coiling Counter Doors) be factory finished with PowderGuard Premium powder coat or PowderGuard textured powder coat?

• Provide PowderGuard Premium G. Bottom Bar Material – Shall the bottom bar be aluminum or galvanized steel?

• Provide galvanized steel H. The specification includes both manual operation and motor operation language. However, the electrical drawings do not appear to show power, controls, or a dedicated electrical connection for the coiling counter door. Please confirm whether the coiling counter door is indeed to be manually operated or motor operated.

• Door is to be manually operated.

ITEM 2. Additional Information
