About this file
This procurement plan memo, dated April 2, 2026, is prepared by the Contracts Administration and Materials Management (CAMM) section for the Orange County Transportation Authority (OCTA) regarding RFP 250257 for towing and recovery services. The RFP seeks qualified contractors to provide towing and recovery services on an as-needed basis to support OCTA's operational requirements. The contract term is three (3) years, with an initial term budget of $435,000. The procurement plan does not specify explicit response dates, due dates, site visits, or bidder's conference information within the provided document.
The contract will be structured as a time and expense agreement with firm-fixed hourly rates, appropriate for the as-needed nature of these services. Evaluation criteria are weighted as follows: Qualifications of the Firm (30%), Work Plan (25%), Cost (25%), and Staffing/Project Organization (20%), with emphasis placed on demonstrated experience, equipment capability, and reliable response procedures to minimize safety risks and service disruption. The funding source is Local Measure M, and an independent cost estimate has been received. Prevailing wage requirements apply to this procurement. The internal evaluation team consists of Trevor Worthy, Casey Gladding, Kevin Levan, and Jason Morris. No Disadvantaged Business Enterprise (DBE) goal is noted in the plan.
