About this file

This is a Procurement Plan memo from the Orange County Transportation Authority (OCTA) Contracts Administration and Materials Management (CAMM) department dated April 2, 2026, outlining the procurement approach for RFP 250257 for Towing and Recovery Services. The Authority is soliciting proposals from qualified contractors to provide on-an-as-needed towing and recovery services to support OCTA's operational needs. The contract will be awarded for an initial three-year term with a budget of $435,000. The procurement plan establishes an evaluation framework weighted toward contractor qualifications (30%), work plan (25%), cost (25%), and staffing/project organization (20%), prioritizing demonstrated experience, proper equipment, and reliable response procedures to minimize service disruption and operational risk.

The contract will be structured as a time and expense agreement with firm-fixed hourly rates for services rendered on an as-needed basis. Funding is designated from local Measure M sources, and the procurement is subject to prevailing wage requirements. An independent cost estimate has been received, and Requisition R001064 has been approved. The evaluation team includes Trevor Worthy (Senior Contract Administrator), Casey Gladding (Section Manager II, MRM), Kevin Levan (Section Manager II, Maintenance-Specialty Shops), and Jason Morris (Section Manager II, Facilities Maintenance-Santa Ana). The procurement plan requires concurrence from the Project Manager (Christine Herrera, Contracts Analyst, MRM) and the CAMM Department Manager (Georgia Martinez), with final approval noted on April 23, 2026.

A Request for Proposals (RFP) is issued as the nature of the procurement demands that evaluation criteria, in addition to price, be used to select a firm.

Evaluation Criteria:

PROPOSAL WEIGHT

Qualifications of the Firm 30% Staffing/Project Organization 20% Work Plan 25% Cost 25% Justification:

The criteria are structured to select a contractor that can safely and reliably support OCTA’s towing and recovery needs. Greater weight is placed on qualifications and work plan to ensure demonstrated experience, proper equipment, and effective response procedures. Staffing is weighted to evaluate coverage and operator capability. Cost is weighted at 25% in accordance with requirements; however, due to the safety-sensitive and operational nature of these services, experience and reliability are prioritized to reduce risk and service disruption.
