About this file

This is a Justification and Approval (J&A) document (NSWC-PHD-JA-25-086) from the Naval Surface Warfare Center, Port Hueneme Division authorizing procurement using other than full and open competition. The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) plans to award a firm-fixed price contract on a brand-name basis to Vector Electronics for a compact payment card industry (ePCI) power supply (part numbers 92100142 or 92100142H). The power supply converts alternating current (AC) electricity into direct current (DC) electricity and delivers up to 500 watts of continuous power within specified configurations. The estimated dollar value of the procurement is redacted in the document.

The justification for sole-source procurement is based on 10 U.S.C. 2304(c)(1), establishing that the Vector Electronics ePCI power supply is the only source meeting programmatic requirements. The Navy conducted extensive due diligence including counterfeiting avoidance assessments, functional qualification testing (FQT), and environmental qualification testing (EQT) on the Vector branded product to ensure compliance with industry and government standards (SAE AS5553, SAE AS6171, SAE ARP6328, and NAVSO P-7000). The Vector ePCI power supply passed all testing and is the only brand listed on the approved NAVSEA drawing. The contracting officer determined the anticipated cost is fair and reasonable. A sources sought notice was posted to NASA SEWP and SAM.gov from April 29, 2025 to May 8, 2025, yielding no responses from capable sources on NASA SEWP and four responses on SAM.gov. The J&A was approved by Contracting Officer Brian Carpenter on June 5, 2025.

Navy Marine Corps Acquisition Regulation Supplement APRIL 2018 (Change 18-24) has been authorized for use within the , the use of another brand would require the to undergo additional testing using the new brand and a drafting of new approved drawings to account for this new brand of cPCI. 6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

Based upon the statements above no other brand meets programmatic requirements for this configuration. However, numerous sources were contacted to assess material requirement compatibility (i.e., does the material meet our requirements), obtain pricing information, and obtain product availability. We looked at product, price, and availability information for all required items from all Mandatory Sources first. Based on research through GSA Advantage, Internet searches and previous suppliers, several companies are capable of providing this brand.

Contract specialist posted a sources sought to NASA SEWP and SAM.gov from 04/29/2025 – 05/08/2025 and received no responses from capable sources on NASA SEWP, and four responses from capable sources on SAM.gov.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
