About this file
This is a Justification and Approval (J&A) document for the use of other than full and open competition in a federal procurement action. The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) seeks to award a single firm-fixed-price contract on a brand name basis for FSP Technologies branded ATX Flex Power Supply (part number FSP500-50FBD). This power supply converts alternating current electricity into direct current and delivers up to 500 watts of continuous power, fitting within standard 1U server chassis configurations used in industrial or small space environments aboard U.S. Navy ships. The estimated contract value is redacted in the document.
The J&A justifies the sole-source procurement under 10 U.S.C. 2304(c)(1), citing that only the FSP Technologies branded power supply meets programmatic requirements after passing Functional Qualification Testing (FQT) and Environmental Qualification Testing (EQT), and is listed on approved NAVSEA drawings. The Navy conducted extensive counterfeiting and supply chain risk management assessments using industry standards including SAE AS5553 and SAE ARP6328. The government verified technical requirements and determined fair and reasonable pricing. Prior to the J&A, a contract specialist posted sources sought notices to NASA SEWP and SAM.gov from April 29, 2025 through May 8, 2025, receiving no responses from capable sources on NASA SEWP and four responses on SAM.gov. The Contracting Officer Brian Carpenter approved the justification on June 5, 2025, with commitment to conduct ongoing market research to assess future competition opportunities.

As stated above, the FSP Technologies branded ATX Flex Power Supply part number FSP500- 50FBD is the only ATX Flex Power Supply that has passed EQT and is listed on the approved NAVSEA drawing, and, therefore, FSP Technologies is the only brand of ATX Flex Power Supply authorized for use within the using the new motherboard. Since no other brand of power supplies is authorized to be used within the using the new motherboard, the use of another brand would require the new brand to pass a new EQT and a drafting of new approved drawings to account for the new brand of parts. This process would result in a substantial duplication of cost of approximately that is not expected to be recovered through competition
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
Based upon the statements above, no other brand meets programmatic requirements for this configuration. However, numerous sources were contacted to assess material requirement compatibility (i.e., does the material meet our requirements), obtain pricing information, and obtain product availability. We looked at product, price, and availability information for all required items from all Mandatory Sources first. Based on research through GSA Advantage, Internet searches and previous suppliers, several companies are capable of providing this brand.
Contract specialist posted a sources sought to NASA SEWP and SAM.gov from 04/29/2025 – 05/08/2025 and received no responses from capable sources on NASA SEWP, and four responses from capable sources on SAM.gov.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
