About this file
This is a Justification and Approval (J&A) document (NSWC-PHD-JA-25-085) for a sole-source procurement by the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD).
NSWC PHD seeks to award a firm-fixed-price contract on a brand-name basis for Samsung or Kingston branded 1 Terra Byte (TB) Solid State Drives (SSDs), specifically part numbers MZ-76P1T0E, MZ-77Q1T0B/AM (Samsung), or SKC600/1024G (Kingston). These SSDs are required to store boot sequence data and support booting operations via a router for thin clients. The contracting activity justified use of other than full and open competition under 10 U.S.C. 2304(c)(1), citing that the property is available from only one responsible source or limited sources and no other type of property will satisfy the agency's needs. The J&A explains that NSWC PHD conducted supply chain risk management and counterfeit avoidance due diligence on the specified SSD brands, which underwent Functional Qualification Testing (FQT) and Environmental Qualification Testing (EQT) in accordance with Navy requirements. The Navy determined that only Samsung and Kingston branded 1TB SSDs met all industry and government standards for use within the specified weapons system configuration, and that using a different brand would require substantial duplication of testing costs. NSWC PHD conducted market research through GSA Advantage, Internet searches, Mandatory Sources, and posted a sources sought notice from April 29 to May 8, 2025, on NASA SEWP and SAM.gov, receiving no responses from capable sources on NASA SEWP and four responses on SAM.gov. The contracting officer approved this procurement on June 5, 2025.
