About this file

This is a Justification and Approval (J&A) document for other than full and open competition issued by Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) for a firm-fixed price contract on a brand name basis.

NSWC PHD seeks to procure IXI Technology branded NTDS-A and NTDS-E Circuit Card Assemblies (CCAs), splitter boards, and NTDS-A to splitter board cables to support simulated data operations. The specific part numbers required are SE-02108-01, SE-02108-07-LC, NTDS-A Card, SE-04102-00, NTDS-E Card, AM-SP050-HDC-00, Splitter Board, and CA-P0303-HDC-072. These components provide essential electronic interfacing and signal transmission capabilities necessary for computing, communicating, and transferring data within weapons systems onboard U.S. Navy ships. The contract will also include hardware and software required for training and operations. The statutory authority cited is 10 U.S.C. 3204(a)(1), permitting procurement from a limited number of responsible sources when no other property or services will satisfy agency needs.

The J&A justifies single-source procurement to IXI Technology based on technical requirements and extensive testing history. IXI Technology is identified as the only approved manufacturer of these specific circuit cards and compatible peripheral equipment meeting industry and government standards, including counterfeit avoidance standards (SAE AS5553, AS6171, ARP6328) and NAVSO P-7000. The parts have passed Functional Qualification Testing (FQT) and Environmental Qualification Testing (EQT) per specification requirements and are the only authorized components for system configuration. Market research was conducted from March through May 2025 via NASA SEWP and SAM.gov, resulting in limited responses and confirming no competitive alternatives are available. The Contracting Officer determined the anticipated cost to be fair and reasonable. NSWC PHD Contracts Office will continue market research to assess potential future competition if alternative sources emerge.
