About this file

This is a Justification and Approval (J&A) document for use of other than full and open competition issued by the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) under document number NSWC-PHD-JA-25-087, dated June 5, 2025. NSWC PHD plans to award a firm-fixed price contract on a brand name basis to Sealevel Systems for Synchronous and Asynchronous serial interface cards (part numbers 5102ES and 7106ES) required for critical weapons system applications. The government's minimum needs have been verified by certifying technical and requirements personnel.

The justification establishes that only Sealevel Systems branded serial interface cards meet the government's programmatic requirements because these specific parts have undergone and passed Functional Qualification Testing (FQT) and Environmental Qualification Testing (EQT) in accordance with applicable regulations. The parts were qualified to meet industry and government standards for counterfeit avoidance, including SAE AS5553, AS6171, ARP6328, and NAVSO P-7000 standards. Using an alternative brand would require substantial additional testing and new approved NAVSEA drawings, resulting in significant cost duplication estimated at an unspecified amount not expected to be recovered through competition. The contracting officer has determined the anticipated cost to be fair and reasonable. Prior to issuing this justification, the contract specialist posted a sources sought notice to NASA SEWP and SAM.gov from April 29, 2025 to May 8, 2025, receiving no responses from capable sources on NASA SEWP and four responses from capable sources on SAM.gov. NSWC PHD commits to conducting continued market research to provide a broader vendor base for future requirements if alternative sources emerge.

Navy Marine Corps Acquisition Regulation Supplement APRIL 2018 (Change 18-24)

7106es and are therefore listed on the approved NAVSEA drawings . The use of another brand would require the to undergo additional testing and a drafting of new approved drawings to account for the new brand of serial interface cards. This process would result in a substantial duplication of cost of approximately that is not expected to be recovered through competition.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

Based upon the statements above no other brand meets programmatic requirements for this configuration. However, numerous sources were contacted to assess material requirement compatibility (i.e., does the material meet our requirements), obtain pricing information, and obtain product availability. We looked at product, price, and availability information for all required items from all Mandatory Sources first. Based on research through GSA Advantage, Internet searches and previous suppliers, several companies are capable of providing this brand.

Contract specialist posted a sources sought to NASA SEWP and SAM.gov from 04/29/2025 – 05/08/2025 and received no responses from capable sources on NASA SEWP, and four responses from capable sources on SAM.gov.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
