About this file

This document is a Justification and Approval (J&A) for a non-competitive contract issued by the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD). The contract is for a firm-fixed price procurement of Vector Electronics branded compact payment card industry (cPCI) power supply, specifically part numbers 92100142 and 92100142H, which converts alternating current to direct current and delivers up to 500 watts of continuous power. The procurement is critical to a mission component and was determined to be the only authorized power supply meeting specific technical and environmental qualification testing requirements.

The document details extensive market research and due diligence, including Supply Chain Risk Management efforts to avoid counterfeit materials. A sources sought notice was posted on NASA SEWP and SAM.gov from 04/29/2025 to 05/08/2025, which yielded no responses from NASA SEWP and four responses from capable sources on SAM.gov. The Contracting Officer determined the anticipated cost to be fair and reasonable, and NSWC PHD Contracts Office will continue conducting market research to potentially expand the vendor base for future competitions. The justification was approved by the Contracting Officer on 06/05/2025, using the authority of 10 U.S.C. 3204(a)(1) for other than full and open competition.
