About this file

This document is a Justification and Approval (J&A) for a sole-source contract from the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD). The Navy plans to award a firm-fixed price contract to Sealevel Systems for Synchronous and Asynchronous serial interface cards (part numbers 5102ES and 7106ES) to support communication with various external interfaces. The procurement is being conducted under 10 U.S.C. 2304(c)(1) as the required components are only available from one responsible source.

The Navy conducted extensive due diligence, including Supply Chain Risk Management, counterfeit avoidance assessments, Functional Qualification Testing (FQT), and Environmental Qualification Testing (EQT) to validate the Sealevel branded cards. A sources sought was posted on NASA SEWP and SAM.gov from 04/29/2025 to 05/08/2025, which yielded no responses on NASA SEWP and four responses on SAM.gov. The contract specialist determined that using another brand would require additional testing and new drawing approvals, resulting in substantial duplicate costs. The Contracting Officer has certified the cost as fair and reasonable and will continue market research to potentially expand vendor options in future procurements.

Based upon the statements above no other brand meets programmatic requirements for this configuration. However, numerous sources were contacted to assess material requirement compatibility (i.e., does the material meet our requirements), obtain pricing information, and obtain product availability. Based on research through GSA Advantage, Internet searches and previous suppliers, several companies are capable of providing this brand.

Contract specialist posted a sources sought to NASA SEWP and SAM.gov from 04/29/2025 – 05/08/2025 and received no responses from capable sources on NASA SEWP, and four responses from capable sources on SAM.gov.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
