About this file

This Justification and Approval (J&A) document from the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) details a sole-source procurement for IXI Technology branded NTDS circuit cards, splitter boards, and associated components. The Navy plans to award a firm-fixed price contract for specific part numbers including NTDS-A and NTDS-E Circuit Card Assemblies (CCAs), splitter board and cable, intended to support a simulation tool for testing and operations. The components are critical for military computer and peripheral interfaces, enabling users to compute, communicate, transfer data, and issue prelaunch and launch commands for weapons systems.

The document emphasizes that IXI Technology is the only approved manufacturer for these specific circuit cards and peripherals, with 120 HDC compatible peripheral equipment. The Navy conducted extensive due diligence including Supply Chain Risk Management, counterfeit avoidance, Functional Qualification Testing, and Environmental Qualification Testing to validate the IXI Technology parts. Market research was performed, including requests submitted through NASA SEWP from 03/07/2025 through 03/31/2025, and the contract specialist posted sources sought notices from 04/29/2025 to 05/08/2025, receiving responses from multiple sources. The contracting officer has determined the anticipated cost to be fair and reasonable, with plans to continue market research to potentially expand the vendor base in future acquisitions.
