About this file
Addendum No. 1 for ITB No. 25-ITB-004-VW is issued by the Florida Department of Commerce, addressing questions and providing clarifications for the Caldwell Building Server Room UPS Replacement project. The addendum responds to six specific inquiries from potential bidders regarding technical specifications for a 60 kVA Uninterruptible Power Supply (UPS) system, including details about battery runtime, redundancy modules, bypass configurations, and installation requirements. The document clarifies that a 60-minute run time at full load is required, an integral bypass is acceptable (though wrap-around is preferred), and one redundant module is needed to ensure future capacity upgrades.
The addendum emphasizes key technical specifications, such as the UPS being a 60 kVA unit with a redundancy module, and confirms that an additional battery cabinet is required specifically for the redundancy module. Notably, the document reiterates that attendance at the mandatory pre-bid conference on 05/09/2025 is required, and any bid submitted by a vendor who did not attend will be automatically rejected as non-responsive. The procurement process allows for alternative UPS manufacturers, but requires that spec sheets be routed through the Department of Commerce's construction administration team for design team approvals, to be submitted along with the bid.

Pg. 7, B.9 Mandatory Pre- Bid Conference/Site Visit
Is there any way that we can still bid on this project if we were not at the Pre Bid?
Is there anyway to get a copy of the sign in sheet of the people that did attend, so that I could at least give them an equipment proposal?
Please see Section B.8 "Calendar of Events," item 2, specified a "Mandatory- Pre Bid Conference/Site Visit" scheduled for 05/09/2025 at 10:00 AM.
Section B.9 "Mandatory Pre-Bid Conference / Site Visit" states: "All Bidders intending to submit a bid to this ITB must attend this conference from beginning to end, or any bid submitted will be rejected as non-responsive."
Furthermore, Section B.14 "Solicitation Requirements," under
"MANDATORY
REQUIREMENTS FOR
EVALUATION," item 2, reiterates: "It is MANDATORY that the Bidder attends the Mandatory Pre-Bid Conference / Site Visit at the date and time specified in Section B.8, Calendar of Events."
Information regarding the procurement process, including documentation such as sign-in sheets from mandatory conferences, may become public record in accordance with Chapter 119, Florida Statutes.
If we are quoting an alternate to the three OEM’s listed, where do we submit spec sheets for approval by engineer.
When is the deadline for approval?
Please clarify if you will accept a maintenance bypass built into the frame of the UPS or do you require a external wrap around maintenance bypass The drawing says internal and the specification in section 2.9 .D says it needs to be wall or floor mounted.
Some units have the three bypass breakers built into the frame. Is this acceptable.
Is the 60kAV UPS specified two 30kVA modules for redundancy or is it two 60kVA modules for redundancy?
Route all documents through the Department of Commerce construction administration team to be distributed to the design team for approvals.
Submit proposed equipment along with the bid.
Integral bypass is acceptable. Wrap around is preferred.
60kVA unit with a redundancy module.
Drawing E0.1
Uninterruptible Power supply (UPS) Schedule calls out a 48 kW / 60kVA UPS.
This would indicate a .8 power factor rating on the machine.
Vertiv APM2 and EXM are unity power factor machines. kW will equal kVA.
60 kVA
UPS Schedule also calls out 60 minutes of run time at full load. The Specification section 263353-5 states “if batteries is sole source of energy supplying rated full load UPS current at 80 % power factor, duration of supply is 10 minutes”.
How much battery run time is required?
And at what kW (see question above) and at what % Load?
60-minute run time at full load.
60kVA unit.
UPS Schedule / Accessories note 5 refers to Redundancy Module. The Spec Section 263353- Calls for a capacity upgrade capability of 25 %. NO problem here. But for clarification Do they want the Capacity Upgrade ability AND an additional redundant power module included as well?
One redundant module.
The intent is to ensure a unit is not being installed maxed out, with no capacity for the future.
UPS Schedule / Accessories note 5 Refers to “Additional Battery Cabinet.”
Is an additional battery cabinet required? Answer based on the question above referring to Battery run time could cause issue with footprint and cost. Clarification is needed to price correctly.
Additional (to the main battery cabinet) battery cabinet for the redundancy module.
