About this file

This document is an amendment to a Request for Proposal (RFP) issued by the Washington Department of Children, Youth, and Families (DCYF) for Crisis Respite services. The amendment provides responses to clarifying questions from bidders regarding key personnel changes, subcontractor advertising requirements, travel expense reimbursement, data sharing agreements, technical assistance supports, reporting requirements, and printed material reimbursement. DCYF is seeking comprehensive technical assistance, support, and assistance to child care providers before, during, and after the grant application process for multiple ongoing grants and incentives across various counties and cities in the state of Washington.

Regarding pricing and funding, DCYF will reimburse the contractor for approved travel expenses at current state rates. The contractor will also be responsible for translating DCYF-provided or approved documents pertaining to the grant application process upon request. DCYF does not have specific requirements around the structure of technical assistance notes or a preferred portal for data capture, but will require an annual report analyzing the efficacy of the technical assistance provided.

RFP NO. 25-DCYF-EL-006

Amendment 4

The purpose of this Request for Proposal (RFP) Amendment is to provide DCYF official responses to Bidders’ clarifying questions for Crisis Respite.

Below are the responses from DCYF to the questions received to the solicitation to date.

# Question received regarding solicitation Response from DCYF

1. What is the process for replacing key personnel during the contract term, if requested or approved by DCYF?

The contractor sends the DCYF contract manager an email requesting the change to key personnel. The email includes a resume for the new personnel. DCYF reviews the request and notifies the contractor if they are in agreement with the change.

2. Are there specific requirements for advertising subcontractor positions?

No, DCYF does not have any specific requirements around advertising subcontractor positions.

The bidder should include the name of the subcontractor in their proposal. Then any changes to subcontractors during the term of the contract would follow the change to key personnel procedure.

3. As a statewide contract, will travel expenses such as mileage, lodging, and meals be reimbursed?

If travel is necessary and approved, the Contractor will be reimbursed travel expenses. The bidder should include the purpose of travel and estimated travel expenses as part of their Cost Proposal (Attachment C3).

The Contractor shall receive compensation for travel expenses at current state travel reimbursement rates and in accordance with the State of Washington Office of Financial Management Travel Regulations. Current rates for travel can be accessed at:

http://www.ofm.wa.gov/policy/10.90.htm#10.90.10.

4. Will the selected contractor have access to a list of licensed Child Care Providers, licensed exempt Family, Friend, and Neighbor Child Care Providers? Or will DCYF facilitate the connection between providers and the contractor?

Yes, DCYF will enter into a data share agreement to provide this information to the contractor as a part of the contract.

5. Are there existing DCYF tools or templates for technical assistance on grants, and will the contractor be responsible for translation?

DCYF creates several supports for grant opportunities, including a manual, a step-by-step application guide, FAQs, and more. The contractor will be responsible for translating DCYF-provided or approved documents pertaining to the Grant application, upon request.

6. In addition to monthly data submissions, will there be other reporting requirements such as quarterly or annual reports?

Yes, DCYF will require an annual report that outlines successes/challenges and provides an analysis of data that is collected on the efficacy of different types of technical assistance.

7. Is there an established portal to capture the data and document interactions with providers?

No.

8. Does DCYF have specific requirements for the structure of notes taken during TA sessions, such as a preference for verbatim records or summaries?

DCYF does not have specific requirements for the structure of notes – this is up to the Contractor. The successful bidder will be required to submit a monthly technical assistance report as outlined in Exhibit A-Statement of Work (8. Reports & Deliverables) and Exhibit E-Technical Assistance Manual.

9. Will large quantities of printed materials for providers be reimbursed by DCYF?

If the contractor intends to print and utilize or disseminate printed materials, they will need to include the purpose, benefit, and cost as part of their Cost Proposal (Attachment C3). If printed materials are necessary and approved, the Contractor may be reimbursed.

10. What is the expected scope of outreach to childcare providers (e.g., community events, direct communication)?

DCYF is looking for bidders to propose what types and scope of community outreach they are able to and intend to provide based on their understanding of the needs of early learning communities across the state.

11. Will the contractor have access to the State Language Line portal, and if so, what is the associated cost?

No
