About this file

This document is an amendment to Request for Proposal (RFP) No. 25-DCYF-EL-006 issued by the Washington State Department of Children, Youth, and Families (DCYF) for Comprehensive Technical Assistance Services - Child Care Grants. The RFP seeks a single contractor to provide technical assistance, support, and other assistance to child care providers across multiple counties in Washington state before, during, and after the grant application process for various ongoing grants and incentives. The RFP covers a contract period without specific details on the duration or renewal options.

The amendment provides DCYF's responses to clarifying questions from bidders, including the rationale for a single contractor, the potential for multiple community-specific organizations to collaborate, and the implications for the contractor or its owner applying for the same grants they are providing technical assistance on. DCYF also provided updated details on the expected number of grant openings during the contract period, which includes the Child Care Complex Needs Fund and the Early Childhood Equity Grant.

RFP 25-DCYF-EL-006 Amendment 3 Page 1 of 1

RFP NO. 25-DCYF-EL-006

Amendment 3

The purpose of this Request for Proposal (RFP) Amendment is to provide DCYF official responses to Bidders’ clarifying questions for Comprehensive Technical Assistance Services – Child Care Grants.

Below are the responses from DCYF to the questions received to the solicitation to date.

# Question received regarding solicitation Response from DCYF

1. Many highly qualified, culturally specific organizations in Washington specialize in serving one or two communities (e.g., Somali or Chinese). Could you please clarify the rationale behind awarding just one contract for the entire scope of work?

DCYF is committed to supporting the child care and early learning providers with the best possible experience while accessing supports. Continuity and consistency in receiving those supports was the logical basis for selecting one contractor rather than multiple to provide technical assistance.

2. In the future, would DCYF consider structuring the RFP to allow multiple community-specific organizations to collaboratively fulfill the language requirements?

DCYF puts the best interest of the provider at the forefront when making decisions on how to best support the child care and early learning community.

3. If we are awarded this RFP to provide technical assistance, could you confirm whether this would affect our eligibility to apply for and receive ELF funding, direct appropriations, or other DCYF grants? To be more specific the company owner of the applicant also owns licensed childcare centers in which they will be applying for the grants that this RFP includes technical assistance on.

If awarded the contract to provide technical assistance, the contractor or contractor’s owner should not also be the owner of a licensed child care business that would apply for the same grants included in the RFP. This would present a conflict of interest as the contractor would have a financial interest in their own facilities receiving competitive funding, which would call into question their ability to provide unbiased technical assistance to their competition.

However, it would be acceptable to have a contractor who employs individuals who are licensed child care providers. In this case, the contractor must ensure that there are no conflicts of interest and take appropriate measures to separate their employee’s professional roles where conflicts may arise.

4. During the pre-bid conference, it was mentioned that there would only be one round of the DCYF grants, and one round of ELF, so a total of three grants cover during the contractual period. Could DCYF provide updated details regarding the number of grants expected to be available over the course of the contract?

For this contract ELF TA will consist of language access support including but not limited to translation of ELF program documents and interpretation during webinars for potential applicants. ELF grants are expected to be open for application during Fall of 2025.

The DCYF grants each open once per year. During this contract period, the Child Care Complex Needs Fund should open in Fall 2024 and again in Fall 2025. The Early Childhood Equity Grant should open in Spring 2025 and Spring 2026.
