About this file

This document is a draft State Term Contract for Ocean Marine Hull and Open Cargo Insurance between the Florida Department of Management Services and an unnamed contractor. The contract will be effective for one year, beginning July 2, 2025, and ending July 2, 2026, with potential options for additional policy periods. The solicitation (No. 25-64121511-ITB) seeks comprehensive insurance coverage for multiple state agencies and universities, including Florida Atlantic University, Florida International University, Florida State University, University of Central Florida, University of Florida, and the Florida Fish and Wildlife Commission, covering 81 vessels across research, patrol, and specialized categories.

The contract includes worldwide navigation limits, hull insurance, protection and indemnity coverage, and open cargo insurance for specialized research equipment and marine vessels. The existing contract, currently underwritten by Great American Insurance Company of New York, had an average annual premium of $299,287 for Ocean Marine Hull and Protection and Indemnity, and a four-year average of $12,833 for Open Cargo insurance. The state intends to make a single award to the responsive and responsible bidder submitting the lowest calculated premium, with bidders required to have 10 years of insurance placement experience, a valid certificate of authority to transact insurance, and complete various vendor certification forms. Premiums will be calculated using a discounted approach based on the most recent ten-year inflation rate, with the state reserving the right to make no award if determined to be in its best interest.
