About this file

This document is a Questions and Answers (Q&A) and Addendum No. 1 for the Florida Department of Management Services' Invitation to Bid (ITB) No. 25-64121511 for Ocean Marine Hull and Open Cargo Insurance. The solicitation seeks comprehensive marine insurance coverage for multiple state agencies and universities, including Florida Atlantic University, Florida International University, Florida State University, University of Central Florida, University of Florida, and the Florida Fish and Wildlife Commission. The ITB covers a multi-year State Term Contract providing worldwide navigation limits, hull insurance, protection and indemnity coverage, and open cargo insurance for specialized research equipment and marine vessels, with an anticipated contract start date of July 2, 2025, and a contract period spanning from July 2, 2025, to July 2, 2030.

The addendum provides clarifications on several key aspects of the insurance coverage, including definitions of personnel capacity, open cargo coverage details, and responses to underwriter questions about cargo ownership, trip characteristics, and vessel operations. The existing contract, currently underwritten by Great American Insurance Company of New York, had an average annual premium of $299,287 for Ocean Marine Hull and Protection and Indemnity, and a four-year average of $12,833 for Open Cargo insurance. The state intends to make a single award to the responsive and responsible bidder submitting the lowest calculated premium, with bidders required to have 10 years of insurance placement experience, a valid certificate of authority, and an AM Best Rating of at least A. The solicitation covers 81 vessels across research, patrol, and specialized categories, with premiums to be calculated using a discounted approach based on the most recent ten-year inflation rate.

Revisions to Attachment A, Scope of Work

Questions and Answers

The Department has received the following questions through the Business Network, and the Department’s answers are provided in the table listed below:

No. Question Answer

1. With the Open Cargo policy - our underwriters are asking for more info:

Who does the cargo belong to?

Refer to ITB Attachment A, Scope of Work, section 3. Definitions for Open Cargo.

2. With the Open Cargo policy - our underwriters are asking for more info:

Is it cargo that is shipped once and that’s it or is it an ongoing operation? For example, there is a clock on one of the docs – that seems like it would be a “one and done” trip, not something that they are just hauling a clock around on a boat once a month…?

Refer to Addendum 1 to the ITB, Attachment A, Scope of Work, section 4.5 Open Cargo Coverage, attached hereto.

3. With the Open Cargo policy - our underwriters are asking for more info:

If it (sic) these items are one trip only, are the items listed in the information from past trips that have already concluded or are they still in need of cargo insurance? If they are done, is there a current list of items that need to be scheduled?

See answer to question #2.

4. A detailed narrative of operations- how they do/what they do with each vessel. The SOV lists the vessels but not what their intended use is

Refer to ITB Attachment C, Price Sheet for vessel use (research, patrol, workboat).

5. Locations for storage of Boats for each entity and dates they are layed (sic) up (like if they only are used seasonally)

The Department does not have this information.

6. Navigation requirements for the boats for each entity, they are listed on the SOV but we need to verify they have not changed.

Refer to ITB Attachment C, Price Sheet.

7. Explanation of personnel capacity- some of these seem to be quite high – i.e. 50, 44, 25, 19, 24 etc. We just have to explain to the underwriter who is included in “personnel” so they don’t question personnel vs passengers.

Refer to Addendum 1 to the ITB, Attachment A, Scope of Work, section 3. Definitions, attached hereto.

8. Are those considered “Personnel” covered elsewhere by the State or does the Great American Policy include them for an additional charge under the P&I or Maritime Employers Liability?

Refer to ITB Attachment A, Scope of Work, section 3. Definitions for Protection and Indemnity (P&I) Insurance.

Additionally, refer to ITB Attachment A, Scope of Work, section 4.4. and Attachment L, Expiring Ocean Marine Hull policy.

9. Current Named Storm Deductibles. The SOV only has a single deductible listed for the hull and usually florida (sic) policies have a separate named storm deductible.

Refer to ITB Attachment L, Expiring Ocean Marine Hull policy.

10. Inspection contacts for each vessel (or if there is one POC for each state entity we can list that).

The Department does not have this information.
