About this file

This is Addendum No. 5 to Request for Proposal HS 25-15 issued by the San Bernardino County Department of Aging and Adult Services for Older Americans Act Title III-B Senior Supportive Services. The addendum provides clarifications to ten questions submitted by proposers regarding RFP requirements. Key deadlines include a Letter of Intent deadline of January 29, 2026 at 4:00 p.m. and a proposal submission deadline of February 27, 2026 at 4:00 p.m., with submissions accepted either electronically through ePro or as hard copy submitted by mail or in person. The contract term runs from July 1, 2026 through June 30, 2027, with potential renewal options for three additional one-year periods based on fund availability and performance. A non-mandatory bidder's conference was held on January 13, 2026 via Microsoft Teams.

The funding source for this RFP is Title III-B Area Plan federal funding estimated at $600,000 for the fiscal year, subject to state allocation. The matching contribution requirement for Title III-B programs is 11.11 percent of total federal funding. Addendum No. 5 clarifies that canes and walkers are not covered under residential repairs/modifications; organizations do not need to be registered senior centers to provide senior center activities but must demonstrate service alignment with Title III-B requirements; counseling is not an allowable senior center activity; personal emergency response systems do not meet criteria for residential repairs/modifications; and margin requirements for proposals are one-half inch. The addendum also specifies that hard copy submissions must be double-sided and confirms that proposals may be submitted in lieu of electronic submission due to ePro submission challenges.

REQUEST FOR PROPOSAL FOR

Older Americans Act Title IIIB - Senior Supportive Services

RFP HS 25-15

ePro Bid # DAAS126-OAAGI-6099

ADDENDUM NO. 5

Answers to questions submitted by the January 29, 2026 deadline:

1. Question: Could we please have the word version for RFP HS 25-15?

Answer: Per Section I, Paragraph H, a Word version of the RFP can be requested at any time by submitting an email to HSASDContractsUnit@hss.sbcounty.gov and referencing the RFP number and the Request for Word Version in the Subject Line.

2. Question: Are devices like canes and walkers considered “purchases of equipment to meet safety, health issues, and code standards” ? (page 13 of 81)

Answer: Per California Department of Aging, canes and walkers are not covered under “purchases of equipment to meet safety, health issues, and code standards” within the category for Residential Repairs/ Modifications. Although there is another category within the OAA Title IIIB Support Service data dictionary, the specific category that may cover it is not included in this specific RFP.

3. Question: Do you have to be a registered Senior Center to apply to provide Senior Center Activities? (page 13 of 81)

Answer: You do not have to be a registered Senior Center to apply for Senior Center Activities.

Title IIIB funds may be used to support activities for eligible older adults that are consistent with the approved Area Plan and applicable federal and state requirements. There is no requirement in the Older Americans Act or the California Department of Aging (CDA) Program Guide that an organization be a formally designated or registered senior center in order to provide senior center–type activities.

Applicants proposing to deliver senior center activities must demonstrate that:

• Services will be provided to the defined eligible service population;

• Activities are consistent with Title IIIB Support Services and the approved Area Plan; and

• All applicable federal, state, and local requirements are met.

• The organization is registered with 2-1-1 San Bernardino County Inland Empire United Way within thirty (30) days of the contract effective date and maintain updated program information in the 2-1-1 database. (pg. 39 of the RFP) mailto:HSASDContractsUnit@hss.sbcounty.gov

4. Question: Can counseling be considered a Senior Center Activities under “development and provision of new volunteer opportunities and services, and creation of additional services and programs to remedy gaps and deficiencies in existing services”?

Answer: Counseling does not meet the definition of Senior Center Activities. The CDA Data Dictionary specifies that only “other supportive services not covered under other service categories” may be included. While this RFP does not fund mental health services, mental health is an established service category under the Older Americans Act, Title IIIB Supportive Services.

As a result, counseling expenses may not be charged under Senior Center Activities and would be deemed unallowable.

5. Question: Is the $600,000 funding available Title III Federal Area Plan (AP) funding or American Rescue Plan Act (ARPA) funding?

Answer: The funding for this Request for Proposal will be Title IIIB, Area Plan funding. The $600,000 in funding is an estimate for the fiscal year and is subject to our allocation received from the State. ARPA funding ended September 30, 2025, and is no longer available.

6. Question: Which matching contribution percentage should we use for Attachment E – Matching Funds, 11.11% or 25%?

Answer: The match for Title III B programs is 11.11%.

7. Question: Which matching contribution percentage should we use for Attachment E –Schedule of In-Kind and Cash Match, 11.11% or 25%?

Answer: The match for Title III B programs is 11.11%.

8. Question: Page 20 #B-1 - Calls for margins of "at least ¾ inches". Word format provided by DAAS-PG has margins of 1/2". Please clarify the acceptable margin.

Answer: ¾ inch margins. All submissions must follow the Proposal Format as listed on pages 19-20 of the RFP. Attachments utilized from the RFP can be left unchanged.

9. Question: Should hard copy submission be double sided as well as following the format described in this section?

Answer: Yes, hard copies must be double sided. All submissions must follow the Proposal Format as listed on pages 19-20 of the RFP.

10. Question: Please clarify. Can paper copy be submitted "in lieu of" OR Paper copy "must be submitted in addition to" electronic, by mail or in person submission.

Answer: Due to challenges vendors are experiencing with ePro electronic submissions, San Bernardino County has elected to accept proposals submitted either electronically or as paper hard copies as posted in Addendum No. 4.

11. Question: Are Personal Emergency Response systems included in the Residential Repairs/Modifications service category for RFP# HS 25-15 ?

Answer: Personal Emergency Response systems do not meet the criteria for allowable expenses under the Residential Repairs/ Modifications. Although there is another category within the OAA Title IIIB Support Service data dictionary, the category that may cover it is not included in this Request for Proposals.
