About this file

Appendix B.doc is a government procurement document from the Washington Department of Fish and Wildlife (WDFW) soliciting bids for seedling cultivation. The document details a contract to sow and grow 85,000 Ponderosa Pine seedlings, with seeds previously collected by WDFW from specific locations where the seedlings will ultimately be planted. The solicitation (number 25-00001) was issued on March 20, 2025, with proposals due by May 5, 2025, representing a six-week procurement timeline. The project spans multiple Washington State counties, including Franklin, Grant, Grays Harbor, Chelan, and Yakima, and requires a specialized nursery contractor capable of maintaining the unique environmental and climate-specific characteristics of the seeds.

The procurement appears focused on environmental restoration or habitat reconstruction, with an emphasis on preserving the genetic integrity of the seedlings. While the exact budget is not specified, the volume of seedlings suggests a potentially significant contract value. The solicitation prioritizes qualitative factors beyond pricing, particularly the contractor's expertise in precision seed cultivation and understanding of regional ecological conditions. No explicit set-aside designations are detailed, but the specialized nature of the contract indicates a need for contractors with extensive botanical and agricultural knowledge, specifically in coniferous tree propagation. The seeds are considered non-replaceable, which implies stringent selection criteria for the successful bidder.
