Prekindergarten Comprehensive Curriculum, Portfolio, and Assessment System

1. General Information and Scope of Work

1.1 Agency

1.1.1 For school year (SY) 2024-25, the Department of Defense Education Activity (DoDEA) will provide

PK-12 instruction in 161 schools to over 67,000 dependents of military and civilian employees. Student enrollment is based primarily on deployment of military troops worldwide. In the Americas, DoDEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 64 schools located in Germany, England, Netherlands, Belgium, Spain, Turkey, Bahrain, and Italy. In the Pacific, DoDEA operates 46 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA also operates a fully accredited virtual high school with teaching hubs in the Americas, Europe, and Pacific. DoDEA's curriculum, resources and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems.

1.1.2 Military-connected students experience high mobility rates across the nation and throughout the world. Consequently, DoDEA makes a concerted effort to establish a worldwide systemic education network, mitigating the transitional barriers to military-connected students’ success.

1.1.3 DoDEA has adopted College and Career Ready Standards (CCRS) in mathematics, literacy, the arts, social studies, and science, which are rigorous, research-based, and reflect the knowledge, skills and dispositions students need for success in college and/or careers and are aligned with the Common Core State Standards (CCSS), National Core Art Standards (NCAS), Next Generation Science Standards (NGSS), College, Career, Civic Life (C3) Framework for Social Studies State Standards, and Society for Health and Physical Education Standards (SHAPE AMERICA). DoDEA has also adopted the International Society for Technology in Education (ISTE) Standards for Students.

1.1.4 DoDEA seeks high-quality, research-based prekindergarten curricula aligned to DoDEA’s K-3 CCRS in mathematics, literacy, social studies, science, and which build resilience through development of interpersonal skills and executive functions, to provide the starting point on their College and Career Ready journey.

1.2 Background

1.2.1 As an agency, DoDEA serves students in grades PK-12 and has specifically defined early child as prekindergarten through grade 3 (PK-3). Based on research-based best practices, DoDEA emphasizes a whole child approach for prekindergarten children, who are given many opportunities to engage in hands-on learning so they can connect new understandings to related experiences while developing skills in mathematics, language/literacy, science/technology, social studies, and the arts. The learning environment is designed to nurture each child’s developmental growth and build resilience.

Growth/progress is measured via observations, anecdotal notes, and student work records, which are recorded in an online portfolio and assessment system.

1.2.2 In SY23-24 the Department of Defense (DoD) approved a universal prekindergarten rollout which added new prekindergarten classes at about 80 schools. In SY25-26, more schools will be added. The numbers should stabilize, except for an expected increase in Europe, beginning in SY28-29. See the projected enrollment and teacher numbers below:

1.3 Scope of Work

1.3.1 DoDEA requires commercial, off-the-shelf (COTS) comprehensive, fully integrated prekindergarten instructional and assessment resources that support intentional teaching and purposeful, learning based on developmentally appropriate, best practices and standards/objectives on a continuum/progression and vertically aligned to DoDEA’s K-3 CCRS in mathematics, literacy, social studies, and science, and which build resilience through development of interpersonal skills and executive functions. DoDEA requires an implementation plan and professional learning to support the standards, curriculum and assessment resources, and the portfolio and assessment system, all of which shall be seamlessly integrated and fully aligned. The implementation plan shall include resources to monitor implementation of the comprehensive prekindergarten system and strategies to support teachers.

1.3.2 DoDEA requires a commercial, off-the-shelf (COTS), fully aligned, digital, web-based portfolio and assessment system that can seamlessly receive student registration information directly from the DoDEA Student Information System (DSIS). By the end of the second year of the contract, the portfolio and assessment system shall place prekindergarten students into assigned classes and input family information into the family engagement portal of the portfolio and assessment system from DSIS without intervention of DoDEA personnel. It shall also archive student data when they transfer out of DoDEA schools without intervention of DoDEA personnel.

1.3.3 DoDEA expects to award one contract for this requirement, consisting of a 5-year base period.

2 Requirements

Prekindergarten System: The Contractor shall provide a comprehensive, fully aligned system that includes print, digital, manipulative, and consumable resources aligned to DoDEA’s K-3 CCRS in mathematics, literacy, social studies, and science, and which build resilience through development of interpersonal skills and executive functions. The comprehensive prekindergarten system shall include, at a minimum, instructional resources, digital planning tools, on demand professional learning, online assessment and student portfolios, family engagement resources, and data analysis and reports.

Supporting Tasks: The tasks below are to help the Contractor gain a better understanding of the requirements to successfully meet the objective. They are not all inclusive, so the Contractor is expected to develop the total solution to meet all the requirements in accordance with a performance-based approach.

2.1 Task 1, Standards Alignment Documentation: The Contractor shall provide a comprehensive document with live weblinks that addresses the (1) proposed curriculum’s inclusion of the following research-based domains of child growth and development and content: physical development (motor skills), language development, cognition, social-emotional (intra and interpersonal) development, literacy, mathematics, science and technology, social studies, the arts, and English language acquisition, (2) proposed program’s vertical alignment with DoDEA’s K-3 CCRS in mathematics, literacy, social studies, and science, (3) proposed portfolio and assessment system’s alignment to DoDEA’s K-3 CCRS in mathematics, literacy, social studies, and science,

(4) detailed descriptions of each standard/objective as a continuum or progression of children’s early childhood growth and development (from birth to age 8), for physical development (motor skills), language development, cognition, social-emotional (intra and interpersonal) skill development, literacy, and mathematics, at a minimum, (5) background research or information for each standard/objective to support educators’ understanding of children’s typical development along each continuum or progression, and (6) instructional https://www.dodea.edu/curriculum/mathematics/standards https://www.dodea.edu/curriculum/english-language-arts-ela/standards https://www.dodea.edu/curriculum/social-studies https://www.dodea.edu/curriculum/science/standards

suggestions for each standard/objective to support educators in planning next instructional steps for each child.

2.2 Task 2, Instructional Resources—The Contractor shall provide commercial off-the-shelf (COTS) print, digital, and manipulative (if required) instructional resources in classroom sets for 20 students that possess the following characteristics:

2.2.1 Support the development of social-emotional (intra and interpersonal) skills, such as conflict resolution, self-regulation, and working cooperatively with peers.

2.2.2 Emphasize child-led, open-ended experiences, and promotes exploration, creativity, and problem-solving.

2.2.3 Include project-based resources that contain comprehensive, detailed, multi-week instructional plans and developmentally appropriate best instructional practices, and strategies for including all learners (English and dual language learners and children with special needs).

2.2.4 Demonstrate inclusive and appropriate instructional practices, including bilingual and/or multilingual development.

2.2.5 Provide experiences that are relevant to prekindergarten children’s lives and opportunities to develop academic and disciplinary language. Lessons shall be integrated and include:

1) Hands-on, developmentally appropriate, play-based learning experiences that promote understanding/growth in the areas of language/literacy, science/technology, mathematics, social studies, and the arts.

2) Multi-week, extended investigative experiences, including inquiry-based learning with guiding questions.

3) Problem solving through exploration, play, observation, investigation, and engagement with the environment.

4) Development of process skills and foundational concepts.

2.2.6 Incorporate developmentally appropriate, curriculum-embedded performance assessments that measure the developmental domains, knowledge, and/or skills on a birth-grade 3 continuum or progression. Performance assessments must measure physical development (motor skills), language development, cognition, social-emotional (intra and interpersonal) development, literacy, mathematics, science and technology, social studies, the arts, and English language acquisition and be aligned to DoDEA’s K-3 CCRS.

2.3 Task 3, Teacher Resources—The Contractor shall provide COTS print and digital instructional resources which enable teachers to plan instruction. The proposed resources shall possess the following features, at a minimum:

2.3.1 Provide differentiated instructional resources and teaching strategies to (1) acknowledge/describe each child’s learning, (2) scaffold each child’s efforts, and (3) extend each child’s thinking through open-ended questions and intentional conversations based on each child’s individual student.

2.3.2 Provide curriculum-embedded assessments and authentic assessment strategies that enable teachers to quickly determine each child’s developmental progress and to use that information to differentiate instruction.

2.3.3 Provide a vendor-hosted, web-based, digital, online planning platform that shall incorporate access to all instructional resources.

2.3.4 Provide on-demand professional learning that enables use of the instructional resources and strategies to support and differentiate for students.

2.4 Task 4, Portfolio and Assessment System—The Contractor shall provide a COTS, vendor-hosted, web-based, portfolio and assessment system that shall incorporate daily instructional resources to allow teachers instant access to student data for scaffolding, individualized instruction, and in-the-moment assessment. The proposed system shall possess the following features:

2.4.1 Allow for mobile technology or handheld devices to assist with all digital-based assessment tasks.

2.4.2 Structure that mirrors DoDEA’s organization for administration and recordkeeping purposes, i.e., classroom, school, district, region, and system.

2.4.3 Individual digital student portfolios that allow teachers to document student progress via anecdotal observational data, photos, video, audio recordings and digital notes.

2.4.4 Assessment tools aligned to the proposed curriculum that measure student progress on a developmental continuum/progression. Assessment tools must assess student development and progress in the following development and content areas: physical, cognitive, language, social-emotional (intra and interpersonal skills), literacy, mathematics, science, social studies and the arts.

2.4.5 Student performance data that enable teachers to individualize and differentiate instruction.

2.5 Task 5, Recordkeeping and Parent/Sponsor Reports—The Contractor shall provide a COTS, vendor-hosted, cloud-based portfolio and assessment system.

2.5.1 Key Features—The portfolio and assessment system shall perform the following five functions:

1) Mirror DoDEA’s organization for administration and recordkeeping purposes, i.e., classroom, school, district, region, and system.

2) Provide individual digital student portfolios in which teachers can document student progress through anecdotal observational data, photos, video, audio recordings and notes.

3) Include measurements of student progress on a developmental continuum/progression.

Assessments must measure physical development (motor skills), language development, cognition, social-emotional (intra and interpersonal) development, literacy, mathematics, science and technology, social studies, the arts, and English language acquisition.

4) Include assessment tools aligned to DoDEA’s K-3 CCRS in mathematics, literacy, social studies, and science.

5) Present student performance data that provide teachers the information needed to individualize and differentiate instruction and that enable above-school-level leaders to make data-driven decisions regarding prekindergarten education.

2.5.2 Recordkeeping and Parent/Sponsor Reports—The proposed portfolio and assessment system shall:

• Provide comprehensive reports which shall be available at the class, school, district, region, and system levels, which include the developmental domains and content areas and are aligned to DoDEA’s K-3 CCRS in mathematics, literacy, social studies, and science.

Reports shall include data to measure (1) student progress and identify students who may require more instructional support/extension and (2) individual and class progress toward meeting the end-of-year goals and expectations.

• Provide digital reports for parents/sponsors that highlight their children’s strengths, next steps, secure sharing of observations/photos from classroom, and include recommendations for developmentally appropriate activities families can do with at home to increase student learning and achievement.

2.6 Task 6, Professional Learning (PL)—The Contractor shall:

2.6.1 Implementation Plan: Draft an implementation plan that includes a detailed outline for both the face-to-face and virtual professional learning, including content of presentations, the qualifications of the presenter, and readings for deeper understanding. Finalize the plan based on written feedback from the COR. Revise the plan annually using the same draft-finalize process. Include an implementation monitoring tool for use by school-level administrators and above-school-level educators.

* All of the boxes are checked because DoDEA may exercise them throughout the contract. That being said, it is highly unlikely that all of them will be required.

2.6.2 Face-to-Face Professional Learning:

2.6.2.1 Provide three days—a total of 18 contact hours—of face-to-face professional learning at each site. Provide hands-on opportunities to prepare each participating teacher to deliver instruction effectively and to use the portfolio and assessment (reporting) system proficiently. Present a dry run to the COR and finalize based on written feedback. Each training shall include 35-40 teachers and 2-5 above-school-level educators. Note: The exact dates and locations will be determined post-award by DoDEA in consultation with the Contractor and placed in the implementation plan.

2.6.2.2 Provide face-to-face professional learning in the Base Year 1 at Fort Campbell, Kentucky, and Ramstein AFB, Germany, on dates to be determined post-award.

2.6.2.3 Provide face-to-face professional learning in Base Years 2-5, dates and locations to be determined based on need, post-award. (The chart below is intended to provide example locations for face-to-face professional learning. Actual locations may vary.)

The COR, in consultation with the Contractor, will determine the dates and sites post-award.

2.6.3 Synchronous Teacher Interactive Webinars for Each District: Provide one Back-to-School and four quarterly full-day (5.5 contact hours each day) synchronous professional learning sessions for each of DoDEA’s nine districts each year—a total of 45 full-day sessions per year. Each module’s deliverables shall consist of (1) presentation, (2) facilitation guide/script, and (3) handouts/resources necessary for implementation. Present dry runs to the COR and finalize ten business days after receipt of on written feedback from the COR when all materials will be available for DoDEA use. Note: DoDEA will determine the topics and timelines in consultation with the Contractor post-award.

2.6.4 Asynchronous Teacher PL Modules: Provide six 5.5-hour asynchronous professional learning modules (33 total hours of content) for back-to-school and quarterly presentation to teachers.

Each module’s deliverables shall consist of (1) presentation, (2) facilitation guide/script, and

(3) handouts/resources necessary for implementation. Present dry runs to the COR and finalize ten business days after receipt of on written feedback from the COR when all materials will be available for DoDEA use. Note: DoDEA will determine the topics and timelines in consultation with the Contractor post-award.

2.6.5 School Administrator PL: Provide five 30-minute professional learning modules—a total of

2.5 total hours of content per year—to familiarize school-level administrators with the curriculum, instruction, and assessment of the proposed program, the use of the system, and the content of each teacher back-to-school and quarterly professional learning module. Each

module’s deliverables shall consist of (1) presentation, (2) facilitation guide/script, and (3) handouts/resources necessary for implementation. Present dry runs to the COR and finalize ten business days after receipt of on written feedback from the COR when all materials will be available for DoDEA use. Note: DoDEA will determine topics and timelines in consultation with the Contractor post-award.

2.6.6 Above-School Level Staff PL: four 3-hour professional learning modules—a total of 12 hours of content—for quarterly presentation to leaders. Each module’s deliverables shall consist of

(1) presentation, (2) facilitation guide/script, and (3) handouts/resources necessary for implementation. Present dry runs to the COR and finalize after receipt of on written feedback from the COR when all materials will be available for DoDEA use. Note: Topics and timelines will be determined by DoDEA in consultation with the Contractor post-award.

2.6.7 Requirements for Face-to-Face and the Professional Learning Modules

• Base year 1 requirements cover at a minimum, the following four topics: (1) overview and exploration of instructional resources, (2) use of resources to plan/facilitate investigations physical learning environment, (3) application of best practices, and (4) using the proposed program to gather student data, document progress, inform/differentiate instruction, and report progress. Note: DoDEA will determine the exact content of all PL in consultation with the Contractor post-award.

• Provide all handouts and resources digitally unless permission is granted in writing by the COR to provide print resources.

• Provide a draft evaluation form for participant feedback upon completion of a professional learning session. Note: DoDEA will finalize and administer the form.

• Post the modules and any supporting materials on DoDEA’s learning management system, (LMS, Schoology).

2.7 Task 7, Virtual Coaching: The Contractor shall provide virtual coaching, as required by DoDEA in writing, for district leadership and/or classroom teachers, an estimated total of 70 contact hours per year for the life of the contract. Sessions shall occur during the normal school hours of the DoDEA teacher and via MS Teams. Note: DoDEA prefers that the same person facilitate coaching sessions to the greatest extent possible to develop relationships and provide continuity.

2.8 General Requirements—The Contractor shall:

2.8.1 Technical Support: Provide industry-standard technical support for its digital resources for the life of the contract via telephone or email within one business day from the initial contact to include but not limited to assisting with service problems, product setup, upgrades, and troubleshooting.

2.8.2 Technical Requirements for Digital Resources—The Contractor shall:

• Provide digital resources designed to run in DoDEA’s learning management system (LMS, Schoology), which operates within our virtual learning environment (VLE).

• Deliver digital instructional resources in one of the following formats:

1) Integrated via DoDEA’s LMS to the digital resources hosted by the Contractor.

2) Hosted externally by the Contractor but accessible via DoDEA’s LMS to the digital assignments and assessments imported, hosted, and maintained in the LMS.

• Ensure the course content meets the following specifications:

1) Conforms to IMS Learning Global Consortium (IMS) content packaging specifications.

2) Uses imported content, if required, conforming to IMS content packaging specifications.

3) Uses code that does not disable LMS features when digital resources are accessed.

4) Requires single—not multiple—authentications to access content via DoDEA’s LMS.

5) Incorporates, where applicable, assessments that are IMS Test and Question Interoperability

(QTI)-conformant.

6) Uses content-hosted externally that conforms to any of the existing versions of IMS

Learning Tools Interoperability (LTI), per www.imsglobal.org.

• Provide teacher and student access to the Contractor’s digital resources through a single sign-on platform that uses one username and password to access what is needed, specifically, via DoDEA’s identity, rostering, and management platform (currently, ClassLink).

2.8.3 Third-Party Programs, Software, and Applications: Ensure its own and its subcontractors’ (third-party) programs, software, and applications meet—at a minimum—the same technical requirements as the Contractor must meet, such as single sign on (SSO) and Federal Risk and Authorization Management Program (FedRAMP) Level 2, etc. On a case-by-case basis, DoDEA may honor requests to waive the FedRAMP Level 2 requirement. For more information, see Technical Exhibit #1, 1.1.7.

2.8.4 Delivery of Print and Digital Resources—The Contractor shall:

• Deliver digital materials with instructions detailing how the resources can be accessed by teachers, students, and above-school-level educators.

• Ship all print/physical materials to the Americas by commercial carrier or USPS and to

Europe and the Pacific only by commercial carrier. Delivery orders use door-to-door addresses.

Provide, upon shipment of materials, a digital shipment notification that includes the following:

Contract number and delivery order number Contract line item number (CLIN) indicating materials and quantities being shipped Destination and date of shipment Shipping carrier name and the tracking number of each shipment Estimated date of arrival of shipment and, if applicable, shipping slip

2.8.5 Meetings: Attend virtual meetings at no additional cost to the Government and provide the medium through which each meeting occurs (e.g., TEAMS), record each meeting’s minutes.

Submit the draft minutes to the COR within two business days of the event and finalize the minutes two business days after receipt of written feedback from the COR. Note: Costs associated with attending any face-to-face meetings shall be handled/paid for as stated in the contract.

2.9 Performance Standards and Acceptable Quality Levels

2.9.1 Performance Standard: Tasks shall be completed by the required completion date.

3 Constraints

3.1 Place of Performance: Work shall be performed at the Contractor’s facilities.

3.2 Privacy—The Contractor shall:

3.2.1 User Accounts: Require, wherever applicable, that individual accounts possess unique usernames and passwords that do not require personally identifiable information (PII) to access online content, i.e., first & last name and any other unique personal information.

3.2.2 Contractor Personnel

Ensure personnel assigned to this contract take proper precautions to protect information from disclosure. Collect and/or store all agency-owned or agency-controlled PII in accordance with the relevant requirements of the Privacy Act, 5 U.S.C, which may be found at the following URL:

http://www.archives.gov/about/laws/privacy-act-1974.html.

All Contractor personnel that have access or may potentially have access to DoDEA data in any form shall be US citizens, including any third-party penetration (PEN)/security testers.

3.2.3 Privacy Training: Ensure Contractor staff who have access to DoDEA’s student, teacher and/or staff personally identifiable information successfully complete the DoD Privacy Act/Personally Identifiable Information (PA/PII) training before gaining access to the data and yearly thereafter. Provide copies of the certificates of completion to the COR which can be audited at any time by the Chief Information Security Officer (CISO) or his/her designee.

3.2.4 Privacy Verification: Provide the COR written verification of compliance to the Privacy requirements (listed above) 120 calendar days prior to the expiration of each year’s contract option period or annually, as required. Note: After reviewing the Contractor’s verification, DoDEA reserves the right to ask for further verification data in order for DoDEA to comply with DoD’s evolving privacy mandates.

3.3 Key Functions—The Contractor shall provide the following: Project Manager/Alternate Project Manager and Facilitators/Coaches. They shall be available, from 9AM to 3PM EST, Monday - Friday, except for Federal holidays or when the Government facility is closed for administrative reasons.

3.3.1 Program Manager/Alternate: Provide a person to be responsible for the performance of work. The name of this program manager and an alternate who shall act for the Contractor when the program manager is absent shall be designated in writing to the Contracting Officer. The program manager or alternate shall have full authority to act for the Contractor on all contract matters relating to the daily operation of this contract. Provide a program manager with an advanced degree in a relevant area and at least three years of experience in a similar role. Provide an alternate that will be able to speak for the program manager regarding contractual matters.

3.3.2 Face-to-Face PL Facilitators and Coaches: Both the facilitators and the coaches shall have at least eight years of prekindergarten teaching experience and at least two years working with the proposed curriculum, portfolio, and assessment system.

3.3.3 Changes: Personnel provided as replacements to key functions after contract award shall meet or exceed the qualifications and experience of those provided upon award of the contract. Notify the COR in writing regarding all personnel changes ten business days in advance of the change.

3.4 Holidays and Hours of Operation

3.4.1 The liaison or alternate liaison shall be available during the hours of 9AM to 3PM Eastern Standard

Time (EST), except for Federal holidays and Federal government closures/shutdowns. The following list shows recognized Federal holidays: New Year’s Day, Martin Luther King Jr.’s Birthday, Presidents Day, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.

3.4.2 Although there are different time zones within Europe and the Pacific and different hours for specific schools throughout DoDEA, the normal business hours for the regions roughly correspond to the following: Americas, 0700-1500 EST; Europe, 1300-2100 EST; and Pacific, 2000-0400 EST. There

3.5 Availability: The Contractor shall make all resources available for the life of the contract.

3.6 Copyright Dates

3.6.1 The Contractor shall provide the most recent copyright dated materials, but not earlier than 2020.

The copyright preference applies only to student and teacher materials (e.g., the student textbook, teacher’s editions, etc.). The copyright preference does not apply to material included as part of the Contractor’s collection (that is, articles, leveled readers, big books, assessments, pictures, problems included in a textbook or supplemental to the teacher or student text) but which was created by others prior to 2020.

3.6.2 The Contractor shall keep content/courseware current and updated regularly throughout the period of performance, as demonstrated by maintenance of an updated content copyright not to exceed one school year from its current date. For example, an eBook published in January 2023 would be acceptable for the 2022-23 school year and also the 2023-24 school year. It would not, however, be considered current for the 2024-25 school year.

3.7 Anti-Bias, Diversity, and Inclusion—The Contractor shall provide resources free of age, racial, color, national origin, disabling conditions, sexual, gender, religious, and ethnic bias and present balanced coverage of multi-cultural contributions and representation, where appropriate.

3.8 Section 508 Compliance—The Contractor shall:

3.8.1 Background: Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L. 105-220) requires Federal agencies that develop, procure, maintain, or use information and communication technology (ICT) to endure they are accessible to people with disabilities.

Federal employees and members of the public who have disabilities must have access to and use of information/data that is comparable to people without disabilities.

3.8.2 Requirement: Ensure that products, platforms, and services delivered as part of this work statement that are ICT or contain ICT conform to the Revised 508 Standards, 36 C.F.R. § 1194.1 & Apps.

3.8.3 ARS: See the attached ICT Accessibility Requirements Statement (ARS). All functional performance criteria apply when using an alternative design or technology that achieves substantially equivalent or greater accessibility and usability by individuals with disabilities, than would be provided by conformance to one or more of the requirements in Chapters 4-6 of the Revised 508 Standards or when Chapters 4-6 do not address one or more functions of ICT. Note the guidance in the table below:

3.10 Sharable Content Object Reference Model® (SCORM®) Compliance: Provide digital modules, if included among the proposed/required resources, that are SCORM®-compliant. Note: The Department of Defense Instruction (DoDI) 1322.26 mandates that modules comply with the latest possible version of SCORM®, per https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/dodi/132226_dodi_2017.pdf?ver=2017- 10-05-073235-400.

3.11 Data & Data Rights: All data developed from any work awarded under this contract is and shall remain the property of the Government. The Contractor shall ensure that digital rights to all visual materials embedded in the resources will be given so that DoDEA for DoDEA’s internal use only may use resources without incurring copyright costs or infringing on copyright laws. All data developed from any work awarded under this contract is and shall remain the property of the Government.

3.12 Organizational Conflict of Interest (OCI): The Contractor (including any subcontractor) personnel performing work under this contract may receive, have access to, or participate in the development of, proprietary or Privacy Act information (e.g., personal information, education, etc.) may create a current or subsequent OCI as defined in FAR Subpart 9.5. Whenever the Contractor becomes aware that such access or participation may result in actual or potential OCI, the Contractor shall (1) immediately notify the Contracting Officer (KO) in writing and (2) promptly submit a plan to the KO to avoid or mitigate any such OCI. Note: The KO will unilaterally determine if the Contractor’s plan is acceptable. If the KO determines the plan cannot satisfactorily avoid or mitigate an OCI, s/he may implement other remedies to include prohibiting the Contractor’s further participation in contracted requirements.

3.13 Travel Travel may be required for objectives in this PWS on an as needed basis. Travel will be purchased and billed in accordance with the Contract Line Item Number (CLIN) and Sub-Contract Line Item Number (SubCLIN) structure:

3.13.1 Airfare/Car Rental/Privately Owned Vehicle (POV) Mileage: The contractor will be asked to propose the airfare/car rental price, including gasoline, for each travel event. The Government will then use independent market research to determine the reasonableness of the price. The Government will only pay the contractor for the agreed upon airfare/rental car price determined prior to travel. Airfare shall only be purchased at economy/coach class levels unless the contractor can present evidence, which the Government can confirm, of the unavailability of economy/coach class seating options for a specific trip. Car rental class shall be no higher than an economy size. Rental above economy size shall be justified and approved by the contracting officer prior to travel. If traveling by POV, the rates cannot be more than the established GSA mileage rates.

3.13.2 Per Diem: Any rates paid for per diem must be fair and reasonable. For travel within the United States, the Government will use the rates published by the General Services Administration (GSA) found at https://www.gsa.gov/perdiem in determining the reasonableness of any proposed per diem rates. For foreign travel, the Government will use the rates published by the Department of State found at https://aoprals.state.gov/web920/per_diem.asp in determining reasonableness of proposed rates. For example, if an approved trip to Los Angeles, CA has a current GSA Per Diem rate of $158 during the dates of travel, the Government will use $158 as the point of comparison for determining reasonableness.

3.13.3 Travel Plans: Each travel plan shall be approved by the Government before commencing travel. The contractor shall provide a detailed travel plan in support of the objective(s) to the Contracting Officer’s Representative (COR) no less than ten (10) business days prior to travel unless the travel is in response to an emergency as determined by the Government. The travel plan shall include the name of the traveler(s), location, purpose, and dates of travel; and a proposal for travel prices under the two travel SubCLINs (Airfare/Car rental and Per Diem/Lodging). Travel within 50 miles is considered local travel, and the Government will not pay for it separately.

Security Requirements: Contractor personnel performing work under this contract shall follow each military base’s or installation’s rules and regulations for contracted services.

• All personnel providing services under this PWS (to include subcontractors) may be denied access to the installation during increased force protection conditions (FPCON).

• FPCON is a counter-terrorist threat system based on a DoD directive that describes the number of measures to be taken by security agencies in response to various levels of terrorist threats against military facilities.

Technical Exhibit #1 - TECHNICAL REQUIREMENTS

The Contractor shall comply with the applicable technical requirements detailed below.

1.1 Software and Cloud Security Requirements—The Contractor shall:

1.1.1 Ensure all online resources, cloud-based services and instructional software meet Department of Defense

(DoD) and DoDEA cybersecurity requirements as defined below. Note: Software, cloud services and associated websites are rigorously tested to ensure no security risks are posed to DoDEA infrastructure and its users.

1.1.2 Complete the Cloud Services questionnaire that was submitted as part of the proposal submission and provide copies of and/or access to any software listed in the proposed solution.

1.1.3 Ensure on-premises software support post-installation integration of the necessary Security Technical Implementation Guides (STIG) for applicable systems and applications, including Microsoft Windows 10, Microsoft Windows Server 2016, Windows Server 2019, Microsoft Windows IIS, Apache, Oracle databases, and Microsoft SQL Server databases. Note: The application to obtain the STIG Viewer is found at https://public.cyber.mil/stigs/srg-stig-tools/, and the STIGs themselves may be downloaded from https://public.cyber.mil/stigs/downloads/.

1.1.4 Ensure its content accessible from the web is compatible with the following browser platforms: Google Chrome, and Edge. Ensure that any applicable STIGs are implemented.

1.1.5 Ensure on-premises software, which is subject to static and dynamic analysis testing, imposes no risk to DoDEA systems, users and/or data.
