About this file
This document is an Invitation for Bid (IFB) issued by the California Commission on Peace Officer Standards and Training (POST) for POST Certified Transcriber services. The scope of work requires the contractor to provide Certified Electronic Reporter and Transcriber (CERT) services for POST Advisory, Finance, Commission Closed Session, and Commission meetings, as well as Peace Officer Standards and Accountability Board (POSAAB) meetings, for a 12-month period from July 2024 to June 2025. The IFB outlines the administrative, mandatory qualification, and cost worksheet requirements for bidders. It also includes details on the Small Business Preference Program, award and protest procedures, and provides attachments such as a sample contract, required state documents, and a cost worksheet template. Pricing for the services will be evaluated, and the contract will be awarded to the lowest responsible bidder. Certified small businesses and microbusinesses are eligible for a 5% preference, and non-small businesses can receive the same preference by committing to subcontract at least 25% of the net bid price to small businesses or microbusinesses.
