About this file

This document is a detailed technical specification for the Nanofiltration System Upgrades project for the North County Regional Water Treatment Plant (NCRWTP) in Collier County, Florida. The specification outlines the requirements for replacing membrane elements in six existing nanofiltration membrane trains, including procuring, shipping, installing, and starting up 1,158 new membrane elements across the facility's first-stage vessels. The project involves providing replacement sample panels, valves, fittings, and connecting tubing for each of the six NF membrane trains. The membrane elements must be from approved manufacturers with a proven track record of municipal installations, and the installer must have experience with similar large-scale water treatment membrane system upgrades.

The specification provides extensive technical requirements for the membrane elements, including specific performance criteria, water quality standards, and testing protocols. The project requires membrane elements with 400 square feet of active membrane area, capable of operating at pressures up to 300 psig, and meeting precise water quality parameters outlined in a detailed table. The installer will be responsible for a comprehensive performance acceptance test, including a 48-hour operational test and bacteriological testing, with warranty provisions that include replacing non-conforming elements at no cost. The specification indicates that the new membrane system will operate as a hybrid configuration, with new elements in the first stage and existing elements in the second and third stages, designed to maintain a total permeate capacity of 2,000,000 gallons per day per train.

INSTALLER will conduct a membrane performance test to determine conformance with these specifications and will coordinate potential warranty claims with the SUPPLIER.

D. The INSTALLER shall have installed membrane elements at a minimum of five municipal locations in Florida with a minimum production capacity of 3.0 mgd within the past five years.

E. The INSTALLER shall have fabricated, assembled and commissioned complete NF or reverse osmosis (RO) membrane trains at a minimum of three municipal locations within the United States with a minimum production capacity of 3.0 mgd within the past five years.

F. The proposed membrane elements shall be operating in at least three municipal locations in the United States with a minimum production capacity of 3.0 mgd for a minimum of five years.

G. The INSTALLER shall furnish to the COUNTY all certifications and warranties as specified herein.

H. Patents:

1. The INSTALLER shall warrant that the use of the membrane furnished membrane elements to be installed in the existing NCRWTP NF process will not infringe on any

U.S. or foreign patent recognized by the U.S.

2. The INSTALLER shall grant to the COUNTY in perpetuity a paid-up license to use any inventions covered by patent or patents pending, owned or controlled by the

AUGUST 5, 2024 2

INSTALLER or SUPPLIER in the operation of the facility hereunder, without the right to grant sublicenses.

I. The membrane elements specified herein shall be the end product of one approved

SUPPLIER as called out in Section 2.03.A to achieve standardization of performance, operation, spare parts, maintenance and manufacturer’s service.

1.02 DESCRIPTION OF OVERALL TREATMENT PROCESS

A. The existing NCRWTP NF membrane system comprises six membrane trains. Each train contains 56 total pressure vessels with 32 pressure vessels in the first stage, 16 pressure vessels in the second stage, and 8 pressure vessels in the third stage. Each pressure vessel is capable of holding six (6) 8-inch diameter by 40-inch-long elements. A total of 192 first-stage membrane elements per train and 1,152 membrane elements total will be replaced under this specification.

B. The NF trains are located in the process room of the membrane building at the NCRWTP site. The existing membrane elements are Hydranautics ENSA1-LF2-LD membrane elements.

C. Groundwater from Tamiami Aquifer production wells is pumped to the NCRWTP. The well water from several wells is combined into a common supply line that receives pretreatment before entering the membrane trains.

D. Pretreatment processes include 5-micron cartridge filtration and chemical addition

(sulfuric acid and scale inhibitor). Pretreated water flows in a common pipeline to the membrane feed pumps.

E. Each membrane train has a dedicated membrane feed pump driven by a variable frequency drive (VFD), first-stage permeate throttling valve, and automatic concentrate control valve. Each train uses an interstage booster pump between the second and third stages driven by a VFD.

F. The trains are automatically controlled using a programmable logic controller (PLC) based control system. The individual stage permeate and concentrate flow rates (and thus, recovery) of each stage/train are controlled primarily by automatic adjustment of the first-stage permeate and concentrate flow control valves. The interstage booster pump VFD automatically adjusts to maintain third-stage permeate flow rate. The VFD on the membrane feed pump automatically adjusts to provide the flow and pressure necessary to maintain total permeate production requirements of the respective train.

G. Permeate from the NF trains is blended with permeate from four RO trains, degasified, chemically treated, stored, and pumped to distribution.

H. Concentrate from each membrane train is piped through a common line from the membrane building into a concentrate wet well under minimal pressure from which the concentrate is then pumped into an injection well.
