About this file

This is an Addendum to an Invitation for Bid (IFB) issued by the Illinois State Toll Highway Authority (ISTHA) for overhead crane inspections and repairs under solicitation 24-0144RR. The addendum clarifies vendor registration requirements, provides answers to five key bidder questions, and reschedules the electronic bid opening through Microsoft Teams. The solicitation encompasses annual inspections and repairs for 14 overhead cranes and jib cranes across multiple ISTHA facilities system-wide, including sign shops and maintenance facilities in Naperville, Alsip, Arlington Heights, Hampshire, Rockford, Aurora, Bensenville, a CSG facility in Downers Grove, and a pumping station in Deerfield. Equipment manufactured by Shepard-Niles, Acco, Yale, Coffing, and Demag will require inspections covering safety equipment, brakes, wire rope stops, hooks, sheaves, locks, and electrical components. Bridge cranes are located 27 feet off the deck and jib cranes 20 feet off the deck; bidders must provide their own lift equipment for inspections. Emergency service calls, estimated at five annually, require response within three hours. The initial contract term is two years with renewal options extending to a maximum of ten years.

Bidders must meet specific registration requirements prior to submission, including registration with the Illinois Board of Elections for bids totaling over $50,000, registration with the Illinois Secretary of State prior to contract execution, and an IDHR number if the firm has 15 or more employees. The solicitation requires completion of both a Business Enterprise Program (BEP) Utilization Plan with a 5% participation goal and a Veteran-Owned Small Business (VET) Utilization Plan with a 1% participation goal. Pricing follows a time-and-materials structure with separate line items for inspection costs, hourly rates for different work periods (Monday-Friday 8:00 a.m. to 5:00 p.m., after-hours, Saturday, and Sunday/holiday), and catalog percent discounts or markups from four manufacturers. Repairs exceeding $500 require itemized quotes and pre-authorization. The contractor must maintain General Commercial Liability insurance of $1 million per occurrence and $2 million annual aggregate, Auto Liability of $1 million per occurrence, and statutory Worker's Compensation Insurance. No bid or performance bond is required, and the State reserves the right to terminate for convenience with thirty days' notice or for cause immediately.
