About this file

This is an Invitation for Bid (IFB) form submission for the Illinois State Toll Highway Authority (ISTHA) seeking a vendor to provide overhead crane inspections and repairs services. The solicitation requires a two-year contract term with services to be performed as detailed in the attached IFB documentation. All inquiries regarding this solicitation must be submitted via email to the designated Information Contact no later than 2:00 PM on June 5th, 2026. The ISTHA is requiring electronic submissions only in accordance with CPO Notice 2023.12, which mandates that state agencies accept only electronic bids for competitive solicitations.

The bid form included provisions for bidders to claim applicable preferences under the Illinois Procurement Code, including domestic product preferences, which must be clearly designated in line item descriptions. Bidders are required to acknowledge the Standard Terms and Conditions available through the state's procurement website and may submit redline exceptions to these terms for state consideration. The form requests that bidders confirm compliance with all solicitation requirements and authorize an authorized representative to execute the bid submission, with failure to meet stated requirements resulting in automatic disqualification.
