About this file

This document is Exhibit B - Scored Non-Cost Factors for a competitive solicitation (24-0011) issued by Washington State Enterprise Services for Continuous Data Stock Forms. The procurement seeks qualified bidders to print and furnish continuous data stock forms, with bidders required to demonstrate company experience through at least three similar projects completed in the last three years. Bidders must provide detailed project information including customer organization type, scope of services, and project cost, with the evaluation focusing on added value beyond minimum acceptable standards.

The scoring methodology is structured with point allocations based on the quality of the bidder's response, ranging from 0% (Does Not Meet) to 100% (Excellent added value). Bidders will be evaluated on their written responses, with points awarded for demonstrating substantial industry knowledge, technical efficiencies, and business advantages. The document emphasizes that if awarded, the bidder's commitments will be incorporated into the contract, and failure to meet these commitments could result in contract termination. Responses must be submitted as a Microsoft Word document to the designated procurement coordinator, with a clear warning that non-compliant or incomplete submissions may be deemed non-responsive and rejected.
