About this file

This document is a road plan for the Observatory Forest Health project, a timber sale contract between the Washington Department of Fish and Wildlife (WDFW) and a selected harvester/contractor. The project involves required and optional road maintenance, reconstruction, and abandonment work on various roads within the Wenas Wildlife Area in Kittitas County, Washington. The work includes clearing, grubbing, excavation, drainage, and rock application requirements. The contractor must complete pre-haul road work before timber hauling can commence, which is tentatively planned for May/June 2025. Roads must be maintained during operations and closed/abandoned after use per the contract specifications.

The contract provides estimated rock quantities and application details for the required road work. The contractor must obtain the necessary rock from commercial sources at their own expense. Payment for the road work will be based on the fixed unit prices in the contract. The contract does not mention any set-asides, incumbents, or funding sources, but indicates the WDFW is the contracting agency for this timber sale project in Kittitas County, Washington.

· Lower Observatory road’s onset for abandonment will be at both ends.

· Remove road shoulder berms except as directed by Contract Administrator.

· Construct drivable water bars according to the attached DRIVABLE WATERBAR DETAIL at a maximum spacing that will produce a vertical drop of no more than 6 inches between water bars or between natural drainage paths and with a maximum spacing of 500 feet, or as directed by the Contract Administrator.

· Construct non-drivable water bars in accordance with the attached NON-DRIVABLE WATERBAR DETAIL at a maximum spacing that will produce a vertical drop of no more than 10 feet between water bars or between natural drainage paths at the onset of each road to be abandoned and one additional within 300’ interior or as directed by the contract administrator.

· Skew water bars at least 30 degrees from perpendicular to the road centerline on roads in excess of 3 percent grade.

· Key water bars into the cut-slope to intercept the ditch. Water bars must be out sloped to provide positive drainage. Outlets must be on stable locations.

· Earthen/debris berms shall be installed at the onset of each road to be abandoned in accordance with the attached EARTH BARRICADE DETAIL and again within 300’ interior or as directed by the contract administrator.

· Slope all trench walls and approach embankments no steeper than 2:1
