SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

The responses to questions received for N6449821R4027 are as follows:

Q1) The existing steel is to be mechanically cleaned, primed and painted. Does this include the top of the steel where the existing chiller now sits, and also where the new chiller will be installed? If this area is included, it will require two crane mobilizations, one to remove the old chiller, and one to install the new chiller. If this steel does not need to be painted, only one crane mobilization will be required.

A1) At minimum, a recoatable base/primer coat shall be provided to the contact area between the new chiller unit and existing steel structure. This contact area generally includes the top surface of the beam flanges used to support the chiller unit. Use of a recoatable primer will allow coating of the aforementioned area with one crane mobilization as coating systems exist with a tack-free drying schedule of 30 minutes or less (primer only). All other areas of the steel structure shall require a primer, intermediate, and topcoat as specified in the solicitation. As an alternative coating material system, the contractor may utilize a primer coat meeting the following specifications and shall provide an intermediate and top coat as specified if this primer is selected:

STATEMENT OF WORK - DIVISION 09 - FINISHES

Paragraph 9.4.4 - Primer Coat: Recoatable epoxy system suitable for steel substrate with low VOC emissions.

Abrasion resistance complies with ASTM D4060 with a CS17 wheel, 1000 cycles, and a 1 kg load with a 200 mg loss or less. Corrosion weather complies with ASTM D5894 for 12 cycles and 4368 hours with a Rating 7 for rusting (per ASTM D610) and Rating 10 for blistering (per ASTM D714). Dry heat resistance complies with ASTM D2485, Method A Quench Test at 250 degrees Fahrenheit. Moisture Condensation Resistance complies with ASTM D4585 100 degrees Fahrenheit for 2000 hours with a Rating 10 for rusting (per ASTM D610) and Rating 10 for blistering (per ASTM D714). Apply in accordance with manufacturer’s instructions. In areas where the primer coating is the only coat, allow the primer to dry to a tack-free state before covering with equipment.

Paragraph 9.4.5 - Intermediate and Top Coat: Provide intermediate and topcoats as recommended by manufacturer of primer coat for hot-dipped galvanized steel. Intermediate and top coats are not required where new equipment shall be in contact with the existing steel support structure; intermediate and top coats are required in all other areas as detailed in Division 09 of the contract specifications.

All other terms and conditions for finish systems in the contract documents remain unchanged unless otherwise specified above.

Q2) Are there currently mechanical (flanged or victaulic) connections above the roof for the Chilled Water Supply and Return Piping, or will a weld joint be required at this location?

A2) The existing connections at the roof-top roof penetration are Victaulic-make grooved-connections.

Q3) Will there be the opportunity to invoice for materials before the project is completed?

A3) Progress payments based on percentage completed is authorized via clause 52.232-5. Materials installed may be invoiced in accordance with 52.232-5.

Q4) Is this project covered by any prevailing wage requirements?

A4) Yes, please see the updated wages as of 6 August 2021 provided below.

Q5) In reading the requirements for content and delivery of proposals, Page 10, Section 3.2 states that “Offerors shall submit signed Section K signed Representations, Certifications and Acknowledgements and System for Award Management (SAM).” Can you confirm that, in lieu of submitting full text, it is sufficient for offerors to identify a provision by paragraph and provide appropriate information as opposed to completing the RFP document in its entirety (as stated in previous paragraph on Page 10)?

A5) In accordance with provision 52.204-8, Offerors may elect to utilize the representations and certifications contained in its entity registration at SAM.gov in lieu of providing signed Section K representations. See 52.204-8 for full details.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.

SECTION 01 00 00 - GENERAL REQUIREMENTS

The following have been modified:

STATEMENT OF WORK

BLDG 4 ROOF-TOP CHILLER REPLACEMENT

STATEMENT OF WORK

1.0 DIVISION 01 – GENERAL REQUIREMENTS

Section 01 11 00 – Summary of Work

1.1 SYNOPSIS: Work detailed herein is located in Bldg 4 that is a 210,000 gross square foot, four-story

Government building located at the Philadelphia Naval Business Center (PNBC), Philadelphia, PA 19112.

The building uses three (3) chillers controlled by a local Direct Digital Control (DDC) system integrated into an Automated Logic Corporation (ALC) Building Automation System (BAS) to meet building chilled water requirements. Chiller-1 (CH-1) and Chiller-2 (CH-2), each providing up to 580 gallons per minute (GPM) of chilled water, are located on the fourth floor of the building in the mechanical room and act as the primary chillers for the building. Chiller-3 (CH-3) acts as a back-up chiller for CH-1 and CH-2 when one of the two chillers is undergoing maintenance. When commanded by the logic controller, CH-3 is activated and supplies up to 305 GPM of chilled water. Chiller-3, which is the subject of this contract, is located on the roof of the infill area of Bldg 4 and was installed circa 2002. The unit is nearing the end of its service life and requires replacement. The existing CH-3 unit is an air-cooled Carrier 30GXR 160-Ton, 460V/3PH/60Hz, 6-stage screw-type chiller using 134A refrigerant and is located on structural steel dunnage. The CH-3 chiller unit is supplied power from a 480V, 3-Phase, 4 wire substation which is fed from a 1500 kVA transformer. The overcurrent protection device for CH-3 is a 480V/3P/400A LA molded case circuit breaker with an adjustable magnetic setting that supplies power to 3-500MCM insulated copper conductors fed through a 3-1/2 inch conduit to a NEMA 3R service disconnect. This service disconnect provides power to CH-3. Mechanical, electrical, and civil-structural drawings of the existing chiller unit are provided in Attachment 1. Note that the drawings are final design drawings and do not fully reflect as-built conditions. The Contractor must verify the drawings to the extent that affects the work detailed herein prior to starting any work on this contract.

Photographs of existing conditions are provided in Attachment 2.

The scope of this contract includes the selective deconstruction, draining, and removal of Chiller-3 and replacement with an air-cooled 150-Ton (minimum nominal capacity), 480V/3PH/60Hz, rotary-screw or scroll-type chiller with open protocol BACnet control and communication capabilities. The Contractor shall provide a chiller unit with the salient physical, functional, and performance characteristics defined herein.

The Carrier 30RBX-150 Aquasnap Air-Cooled Scroll Chiller with 150-ton nominal capacity meets the specifications defined in the Statement of Work. Prior to installing the new chiller unit, the structural steel dunnage supporting the unit shall be prepared and coated with a rust-inhibitive coating system. Work subsequent to steel coating shall include, but is not limited to, the installation of the chiller unit, controller, electrical, and mechanical systems, DDC programming and graphics, and acceptance and performance testing new chiller system. All chilled water piping, fittings, and gages from the exterior surface of the roof penetration to the chiller shall be removed and replaced.

The Contractor must select chiller unit with a minimum nominal cooling capacity of 150 Tons meeting the specifications detailed herein and must also select a chiller unit with an operating weight of no more than 9100 pounds (lbs.) to avoid structural modifications to the existing steel dunnage and underlying structural substructure. The existing unit weighs approximately 9027 lbs. during operation. The new chiller unit must be dimensionally-sized to the existing steel dunnage to support the unit as required by the manufacturer.

Dimensions of the existing steel structure are provided in Attachment 1. The demolition and/or installation of the chiller unit may require relocation of the operator platform adjacent to the access panels and may require the temporary relocation of existing communication antennas adjacent to the equipment and other equipment (e.g., equipment disconnects and DDC equipment) shown in Attachment 2.

All work associated with termination of communication cabling into the main Automated Logic Building Automation System (BAS) DDC system, new system design and development of the associated shop drawings, and programming of the controllers tied into the Automated Logic BAS DDC system must be completed by personnel with training as detailed in SOW Paragraph 1.16.12.

Work generally shall be scheduled during normal business hours with the exception of crane lifts and any outages affecting building systems or equipment other than CH-3. Details on working hours are provided in Statement of Work (SOW) Paragraph 1.14.

1.2 DEFINABLE FEATURES OF WORK: Work required to support the replacement of Chiller-3 shall include, but not be limited to, the following definable features of work:
