About this file

This is a Detailed Scope of Work document for the Broward County Aviation Department's Airport Safety Assessment initiative at North Perry Airport (HWO) in Pembroke Pines, Florida. The vendor will conduct a comprehensive safety assessment addressing vulnerabilities in infrastructure, procedures, and human factors through data collection, stakeholder engagement, airfield review, and airspace analysis. The project encompasses five primary tasks: data collection and regulatory framework review; up to five stakeholder interviews and two public workshops; airfield physical and operational assessment; airspace procedures and operational pattern analysis; and development of a comprehensive safety assessment report with actionable recommendations. The vendor must complete the project within 365 calendar days from the first Notice to Proceed, structured across three phases with specific deliverable timelines: 30 days for project initiation and detailed scheduling; 180 days for data collection through airspace analysis; and 155 days for final report preparation and stakeholder review. Up to three on-site inspections are required, and the vendor must facilitate up to ten coordination meetings with Broward County Aviation Department staff and multiple community engagement events.

Deliverables include a Draft Safety Assessment Report progressing through preliminary, revised, and final versions incorporating feedback from county staff and stakeholders, along with comprehensive meeting materials, presentations, and documentation in English, Spanish, and Creole for at least 150 attendees per event. The vendor must provide logistics and facilitation for hybrid in-person and virtual meetings, including venue coordination, signage, handouts, and Q&A management. Specific attendance allocations include up to five structured stakeholder interviews with airport operators and service providers, two Community Advisory Committee meetings, and five tenant user meetings. All materials must be culturally sensitive and accessible, with presentations incorporating visuals, charts, infographics, and fact sheets. The assessment will benchmark HWO against comparable airports, analyze aircraft fleet mix and airfield capacity, review historical accident and incident data from NTSB records, and examine compatibility with surrounding residential communities that surround the airport on all four sides.

Appendix - Detailed Scope of Work Airport Safety Assessment - HWO

Airport Safety Assessment - North Perry Airport (HWO)

Background and Purpose The Broward County Aviation Department (BCAD) is launching an Airport Safety Assessment initiative at North Perry Airport (HWO). BCAD is undertaking this initiative as a proactive, community-centered effort to enhance the overall safety of airport operations, airspace management, and stakeholder interactions at HWO. Conducted in alignment with Federal Aviation Administration (FAA) guidelines and industry best practices, this assessment aims to proactively identify, analyze, and address potential risks associated with ground operations, flight activities, and other factors. By leveraging data-driven analyses, on-site evaluations, and collaborative stakeholder engagement, the assessment seeks to foster a culture of safety that may minimize accidents, incidents, and operational disruptions.

North Perry Airport (HWO) Overview Located in Pembroke Pines, Florida, HWO is a designated reliever airport and was the busiest general aviation airport in Florida in 2024, with over 330,000 aircraft operations. Unique among South Florida general aviation airports, HWO features two sets of parallel runways. The airport supports a diverse range of aviation activities, including four fixed base operators, eleven flight schools, over 400 based aircraft, and two banner towing operations. Aircraft operations are limited to a maximum takeoff weight of 12,500 pounds. In addition to aviation-related services, the airport also hosts several non-aviation facilities, such as Broward College, Broward County Mosquito Control, community recreation centers, and a City of Pembroke Pines Fire Station.

Objectives BCAD seeks to engage a qualified vendor to perform the HWO Airport Safety Assessment. The selection of the vendor will be based on specialized expertise, experience in regulatory compliance, and advanced data analysis to support the following objectives:

• Assessing current conditions to pinpoint vulnerabilities in infrastructure, procedures, and human factors.

• Benchmarking against comparable airports to adopt proven safety enhancements.

• Developing actionable recommendations for mitigation strategies, such as advanced technology integrations, procedural refinements, and training programs.

• Examine the current operational environment, airport and airspace capacity for compatibility with surrounding residential communities. HWO is surrounded by residential communities on all four sides of the airport.

• Promoting community and user involvement to build trust and shared responsibility for safety.

This initiative reflects BCAD’s commitment to ensure that operational concerns are addressed with rigor, accountability, and responsiveness.

A. TASKS

Task 1. Data Collection and Review

This phase involves gathering, reviewing, and synthesizing all relevant documentation, datasets, and regulatory materials to establish a comprehensive baseline for the safety assessment.
