About this file
This is an Evaluation Criteria document for a Request for Proposal issued by Broward County Aviation Department for a Safety Assessment of North Perry Airport (HWO) in Florida. The County is seeking a qualified vendor to conduct a comprehensive safety assessment focusing on identifying vulnerabilities in airport infrastructure, operational procedures, and human factors. The assessment will include benchmarking against similar general aviation airports, stakeholder engagement with airport users and surrounding residential communities, and the development of actionable recommendations for integrating advanced technologies, refining procedures, and enhancing training programs. The project will require vendors to demonstrate experience with Federal Aviation Administration (FAA) regulations, Safety Management Systems (SMS) principles, and community compatibility considerations including noise, land use, and environmental impacts.
The evaluation will be scored on a 100-point scale distributed across five criteria: Ability of Professional Personnel (25 points), Project Approach (20 points), Past Performance (30 points), Location (5 points), and Pricing (20 points). Vendors must submit resumes for all project team members, including the Project Manager and any Subconsultants/Subcontractors, along with an organizational chart showing roles and lines of authority. Past performance evaluation requires a minimum of three project references from the past five years, with preference for non-Broward County contracts; County contracts will be reviewed from the County's performance evaluations database. Pricing will be scored using a competitive formula where the lowest proposed price receives the maximum 20 points, with other proposers' scores calculated proportionally. Vendors must also complete a Location Certification Form to qualify for 0 to 5 location-based points depending on their business location and joint venture composition.
