About this file
This document outlines security requirements for a passport card production facility. The contractor must provide a secure facility with 24/7 armed guards, intrusion alarms, automated access controls, and CCTV monitoring of interior and exterior areas including entry/exit points. Only approved visitors may enter manufacturing areas after showing ID and signing a log, and they must be escorted. Personal items are prohibited in production and storage areas. The contractor must submit a security plan detailing their compliance with these physical and procedural requirements.
The related federal contract opportunity seeks a qualified contractor to provide materials and support for producing passport cards, a credit card-sized travel document accepted at US land and sea ports of entry. The cards will be used in the ReadyLane and NEXUS/SENTRI/FAST trusted traveler programs. The Department of State and Department of Homeland Security developed the passport card program.

ATTACHMENT G: Security Requirements for Passport Card Production Facility
The Contractor shall provide a secure production facility for the fabrication, storage and transport of the offered U.S. Passport Card stock. The facility must meet the following minimum requirements that will be verified by preliminary and ongoing site inspections by the Bureau of Diplomatic Security (DS), U.S. Department of State (DoS). DS reserves the right to periodically inspect the contractor production and storage facilities by on-site visits—announced or unannounced.
General Physical and Access Control Requirements
1. The facility shall have uniformed guard(s) on duty, twenty-four (24) hours a day, seven (7) days a week.
2. The facility shall have duress alarms strategically placed throughout the facility, including the vault, along with passive infrared motion sensors providing intrusion detection capability. All doors and windows shall be alarmed with balanced magnetic switch contacts and monitored 24/7 by an internal security force or an accredited local alarm company.
3. The facility shall provide 24-hour automated access control to the design, production, storage, and shipping areas. An electronic, automated access control mechanism shall control and record access to secure areas by entry location and time periods. Procedures shall be in place so all access attempts are monitored, and rejected attempts are recorded and investigated to determine the reasons for unauthorized access attempts to a restricted area.
4. There shall be color closed circuit TV (CCTV) cameras located inside and outside the facility, recording on a continual 24/7 basis. Full perimeter CCTV coverage is required, to include entry/exit gates, and perimeter entry/exit doors and loading docks. All videotapes/hard drives must be retained for a minimum of three (3) months.
5. All visitors shall be required to provide picture identification and sign a visitor’s registry log prior to entry into the secure manufacturing area. Visitors must be escorted at all times by a company employee with a favorably adjudicated Moderate Risk Public Trust determination.
6. The Contractor shall ensure that visitors not associated with this contract will not be admitted to the secure production, storage, and shipping areas where the deliverables are being manufactured under the scope of this procurement without prior approval of the U.S. Department of State.
7. No personal items (purses, lunches, coats, cell phones, pagers, laptops, cameras, or recording devices of any kind, etc.) will be allowed in the secure production, storage, and shipping areas.
8. The Offeror is responsible for submitting a comprehensive security plan to DS detailing exactly how it will meet all physical, procedural and industrial security requirements listed in the RFP prior to contract award.
