About this file

This is Amendment 0001 to Solicitation 205AE9-26-Q-00053 for an IRS Audio-Visual (AV) and Video Teleconferencing (VTC) Enterprise Systems Integration, Support, and Maintenance Master IDIQ contract. The amendment, issued by the IRS Office of the Chief Procurement Officer/Information Technology Acquisition (Code 205024) in Washington D.C. on September 8, 2026, updates the RFP master document, corrects and optimizes workbook attachments, establishes an inverted inquiry gate, and extends submission deadlines. Key updates include: the number of existing devices/rooms is corrected from 409 to 410 to match the approved JOFOC baseline; the SLA monitoring window is standardized to 7:00 AM to 5:00 PM local time; sub-CLIN 0002A2 is officially removed; Attachment #1 (IDIQ Pricing Matrix Revision 1) is uploaded with decentralized out-year math formula links to permit multi-year escalations; and Attachment #3 (Phase 1 Proposal Labor Hour Allocation Workbook Revision 1) replaces the previous tracking form and establishes automated percentage checks based on Level of Effort (LOE) expressed as total estimated labor hours per RFO 52.419-14 tracking rules.

The procurement utilizes a multi-phase down-select framework with revised submission deadlines. Phase 1 submissions close on Wednesday, September 16, 2026, at 5:00 PM EST. Phase 2 electronic invitation notices will be dispatched to passing offerors on or before Wednesday, September 23, 2026, at 5:00 PM EST, with Phase 2 proposals due Tuesday, October 13, 2026, at 5:00 PM EST. A mandatory Phase-Gate Inquiry Isolation Rule is incorporated into Section L.1.2, requiring the Contracting Officer to respond exclusively to clarification requests that directly impact Phase 1 compliance; questions regarding Phase 2 qualitative technical narratives, blinded volume formatting, past performance questionnaires, or out-year contract hardware unit pricing will be permanently ignored, with a dedicated private Phase 2 Q&A window opening exclusively for invited primes on Monday, September 28, 2026. Official consolidated government responses to offeror inquiries are provided in Attachment #4. Contracting Officer Michelle McGibbon (michelle.m.mcgibbon@irs.gov) administers the solicitation.

AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT (SF-30)

1. AMENDMENT NUMBER: 0001

2. EFFECTIVE DATE: September 8, 2026

3. SOLICITATION NUMBER: 205AE9-26-Q-00053

4. PROJECT TITLE: IRS Audio-Visual (AV) and Video Teleconferencing (VTC) Enterprise Systems Integration, Support, and Maintenance Master IDIQ

6. CONTRACTING OFFICER: Michelle McGibbon (michelle.m.mcgibbon@irs.gov)

SECTION SF-30-A: OVERVIEW & PURPOSE OF AMENDMENT

The primary purpose of this formal solicitation amendment is to provide definitive Government responses to all offeror requests for clarification received to date; to upload corrected and optimized workbook attachments; to establish an inverted inquiry gate; and to execute an equitable extension of the submission ceilings to accommodate the corrected files.

The solicitation files are hereby amended as follows:

1. RFP Master Document Update: The number of existing devices/rooms is updated from "409" to "410" across all sections to match the approved JOFOC baseline. The SLA monitoring window is standardized to 7:00 AM to 5:00 PM local time, and "sub-CLIN 0002A2" is officially removed.

2. Attachment #1 (Revision 1) – IDIQ Pricing Matrix is uploaded to replace the legacy version. All out-year math formula links are decentralized to permit multi-year escalations.

3. Attachment #3 (Revision 1) – Phase 1 Proposal Labor Hour Allocation Workbook is uploaded to replace the non-compliant post-award "Attachment 4b" tracking form. This workbook completely strips out billing logs/PIV fields and establishes an automated percentage check based strictly on Level of Effort (LOE) expressed as total estimated labor hours to fulfill RFO 52.419-14 tracking rules.

SECTION SF-30-B: REVISED PHASE-GATE CALENDAR CASCADES

Bidders must align their submission trackers with this synchronized calendar matrix. Late arrivals will be locked out automatically without evaluation:

SECTION SF-30-C: MANDATORY SYSTEM INQUIRY RESTRICTION CLAUSE

The following language is officially incorporated into Section L.1.2 of the public solicitation package:

"L.1.2.1 Phase-Gate Inquiry Isolation Rule: Bidders are explicitly notified that because this procurement utilizes a multi-phase down-select framework under RFO 52.412-1, the Government must prioritize inquiries that impact immediate gate compliance.

"NOTICE TO ALL REQUISITION OFFERORS (PHASE-GATE INQUIRY ISOLATION

RULE):

This procurement leverages a highly structured Multi-Phase down-select framework pursuant to RFO 52.412-1. To ensure administrative efficiency and a transparent evaluation cycle, the Government must prioritize questions that impact immediate compliance gates.

Effective immediately with the issuance of Amendment 0001, the Contracting Officer will review, evaluate, and respond exclusively to clarification requests that apply directly to the Phase 1.

Offerors are explicitly warned that the Government will permanently ignore and refuse to answer any questions received regarding Phase 2 qualitative technical narratives, blinded volume formatting, past performance questionnaires, or out-year contract hardware unit pricing. A dedicated, private Phase 2 Q&A window will be opened exclusively for invited primes on Monday, September 28, 2026, following the release of the electronic invitation notices.
