About this file
This document is a Request for Clarifications (Questions & Answers) for RFQ 2031ZA26Q00131, a Blanket Purchase Agreement (BPA) for Laundry & Dry-Cleaning Services to be provided to the Bureau of Engraving and Printing (BEP), a component of the Department of the Treasury. The RFQ addresses 16 questions posed by prospective offerors, with corresponding government responses that clarify key requirements and terms.
The solicitation is a five-year BPA consisting of a Base Year plus four Ordering Periods (I–IV), with pricing required across all five periods in the pricing schedule labeled as "Base Year" and "Option Years 1–4." Service delivery occurs on Mondays and Thursdays between 8:00 a.m. and 10:00 a.m., with a two-day turnaround cycle: items collected Monday are returned Thursday, and items collected Thursday are returned the following Monday. Both pickup of soiled garments and delivery of completed garments occur during a single visit. The government will provide escort and loading-dock access to contractor personnel during performance pending completion of background investigations and issuance of facility-access badges. No formal federal security clearance is required; only a BEP suitability/background investigation for facility access is necessary, and background check forms are not required to be submitted with proposals. The solicitation is a 100% Small Business Set-aside (not women-owned small business). Past performance references must be recent within three years of RFQ issuance. The Quality Control Plan is due within 30 days after award. The incumbent contractor is Almar Valet Inc. Proposal submission deadline was August 31.

RFQ 2031ZA26Q00131 - Laundry & Dry-Cleaning Services Request for Clarifications (Questions & Answers) Questions Government Responses
1. PWS Section 1.4.7 states that Contractor and subcontractor personnel must have “[Insert the level of security required, if applicable]” at the time of proposal submission. Please clarify whether a formal personnel security clearance is required for this requirement. If so, please identify the required clearance level and whether the requirement applies to all Contractor/subcontractor personnel or only personnel entering the BEP facility. no personal security clearance is necessary.
2. PWS Sections 1.4.7.1 and 6.1 appear to reference both BEP background investigations and facility-access clearance.
Please confirm whether the security requirement consists solely of a BEP suitability/background investigation for facility access, rather than an active Federal security clearance such as Confidential, Secret, or Top Secret. Please see updated PWS Sections 1.4.7.1 & 6.1.
3. Section 1.4.7.1 states that each Contractor employee must successfully complete the Government-required background check form “at time of proposal submission.”
Please clarify whether individual employee background-check forms must actually be submitted with the August 31 proposal. If yes, please identify/provide the required form and specify which proposed personnel must complete it. There does not appear to be a background-investigation form identified in the Section J attachment list, which lists only the Price Schedule, Wage Determination, and Past Performance Questionnaire.
Background check forms are not required. Please see updated PWS Section 1.4.7.1.
4. PWS Section 6.1 states that the Government will initially provide escorts for Contractor personnel conducting pickup/drop-off until clearance approval and issuance of an access badge.
Please confirm that Contractor personnel may begin performance using Government escort/loading-dock access while BEP background investigations or access approvals are pending.
Contractor personnel may begin performance using Government escort/loading-dock access. Please see updated PWS Section 6.1.
5. PWS Section 5.2 identifies Monday and Thursday between 8:00 a.m. and 10:00 a.m. for drop-off and pickup but does not clearly state the required processing turnaround.
Please confirm the required service cycle—for example, whether items collected Monday are returned Thursday and items collected Thursday are returned the following Monday, or whether same-day return is required.
Monday are returned Thursday and items collected Thursday are returned the following Monday. Please see updated PWS Section 5.2.
6. Please confirm whether both delivery of completed garments and collection of soiled garments are to occur during a single visit between 8:00 a.m. and 10:00 a.m. each Monday and Thursday, or whether separate pickup and delivery times will be established.
Both delivery of completed garments and collection of soiled garments are to occur during a single visit between 8:00 a.m. and 10:00 a.m.
each Monday and Thursday.
7. The Past Performance Questionnaire specifically asks assessors about the vendor's “Time required … to respond to emergencies and service requests,” yet the PWS does not establish an emergency turnaround requirement.
Does the Dept. of The Treasury/BEP anticipate emergency, expedited, or unscheduled dry-cleaning requirements outside the regular Monday/Thursday service schedule? If so, please identify the expected response/turnaround standard and how such services should be priced.
As of now the BEP has no anticipated emergency schedule. Please contine to use the PPQ.
8. Quality Control Plan — proposal or post-award:
•PWS §1.4.1 says the QCP is due within 30 days after award.
•Technical Exhibit 2 says the QCP shall be submitted “with the proposal.”
•Another PWS deliverable provision refers to deliverables within 30 days after award.
QCP is due within 30 days after award. Please see updated PWS Section 1.4 and technical exibit 2
9. Section L defines “recent” past performance as within five years, while Attachment C defines “recent” as within three years of RFQ issuance.
Please confirm which recency period governs both the references included in Volume II and the three Past Performance Questionnaires. The correct recency is three (3) years. Please see updated Section L.
10. The BPA pricing schedule requires pricing across the Base Year plus Ordering Periods I–IV, and Section B describes a five-year BPA. However, PWS §1.3 states a period of performance of September 28, 2026 through September 27, 2027.
Please confirm that the anticipated BPA ordering period is five years as stated in Section B and that the September 28, 2026–September 27, 2027 period in PWS Section 1.3 represents only the initial/base ordering period.
The anticipated BPA ordering period is five years. Please see updated PWS section 1.3.

12. Set-aside designation. SF1449 Block 10 indicates this acquisition is 100% set aside for Women-Owned Small Business (WOSB/EDWOSB), while Section L, paragraph 1.1 (p. 35) states the procurement is a total small business set-aside, and FAR 52.219-6, Notice of Total Small Business Set-Aside, is checked in 52.212-5 (p. 27). Please confirm which set-aside designation governs eligibility.

13. Quality Control Plan due date. PWS paragraph 1.4.1 (p. 9) requires the QCP to be delivered within 30 days after contract award, while the Technical Exhibit 2 Deliverables table (p. 17) states the QCP is to be submitted with the proposal. Please see response to question #1.
16. Pricing structure terminology. Attachment A labels the five pricing blocks “Base Year” and “Option Years 1–4,” while Section B (pp. 4–6) and Section M describe a five-year ordering period (Base plus Ordering Periods I–IV) with no options (Section M, “Options: N/A”). Please confirm the five blocks in Attachment A correspond to the five ordering periods and that no option CLINs apply. Please see response to question #10.
