About this file

This is a Past Performance Questionnaire for the Bureau of Engraving and Printing (BEP) solicitation 2031ZA26Q00131 for Laundry & Dry-Cleaning Services for BEP Police uniforms in Washington, DC. The questionnaire requires offerors to submit past performance information from at least three relevant assessors for work performed within three years of the RFQ issuance date. Assessors must validate contractor information and complete evaluation sections covering customer satisfaction, schedule performance, management performance, quality, and cost. The completed questionnaire must be submitted directly by the assessor to marico.sellers@treasury.gov no later than 12:00 PM Eastern on Monday, 31 August 2026.

The completed questionnaire example references Caroline Cleaners (Contract No. 2031ZA21A00012), which performed dry cleaning services under a Blanket Purchase Agreement (BPA) valued at $140,000 from September 2021 through August 2026. The Contracting Officer's Representative (COR) evaluation, dated from November 2025 onward, rated the contractor's performance as "Satisfactory" across all evaluation categories. However, the assessor indicated they would not award another contract to this vendor, citing significant concerns including repeated invoice delays (with outstanding invoices from February through July 2026) and erratic Monday pickup and drop-off schedules that negatively impacted operational planning and payment processing.

General Comments:

I wanted to bring up a couple of concerns related to the laundry and dry-cleaning services for police operations. There have been repeated delays with the invoices, and at this point, I am still waiting for the invoices covering February 2026 through July 2026. This has made tracking and processing payments increasingly challenging.Additionally, the pickup and drop-off schedule on Mondays has been quite erratic. The lack of consistency has affected our operations and made it difficult to plan accordingly.
