SECTION B – SUPPLIES OR SERVICES AND PRICES/COSTS

B SCHEDULE OF ITEMS AND PRICES

B.1 CONTRACT TYPE AND PURPOSE

The Bureau of Engraving and Printing (BEP) has a requirement for a Single-Award Indefinite- Delivery Indefinite-Quantity (IDIQ) Firm-Fixed Price contract for currency paper and various security paper manufactured to meet U.S. Bureau and Engraving Printing (BEP) specifications. The paper to be procured under this effort includes but is not limited to: Distinctive Currency Paper, Non-Distinctive Banknote Paper, and Distinctive Currency Test Paper to support the BEP’s effort to manufacture U.S. Currency in accordance with following material specifications: [P: CDT1, P:

CDT4, P: CDT5, P: NDBT1, P: NDBT4, P: NDBT5.]

The anticipated period of performance is 10 years which consists of one (1) five-year base period and five (5), one-year option periods that may be exercised at the sole discretion of BEP. Any issued delivery orders will be firm, fixed price (FFP).

B.2 PRICING MATRIX

B.2.2 This contract uses two tiers for the pricing of certain Line Item Numbers (LINs) that are set forth in the chart below, with a tier break point of TBD sheets per ordering period. The break point of TBD sheets is calculated by summing all sheets ordered on the LINs for Distinctive Currency Paper (all Types) for a given Ordering Period, regardless of location. Once TBD sheets are ordered in an Ordering Period all future orders of the LINs set forth below in the "Tier 1 LINs" will be ordered under their corresponding LIN in the "Tier 2 LINs" column, as set forth below. In the event the break point occurs within a load of paper, as defined by Section 6.3.15 of Attachments A, B, and C, the break point shall begin with the next full load of paper.

B.2.2 Orders for Non-Distinctive Banknote Paper (all Types) and Test Paper (all types, sizes, and configurations) are excluded from the calculation to determine the pricing tier break points. The LINS for Non-Distinctive Banknote Paper (all Types) and Test Paper (all types, sizes, and configurations) only have one price tier per Ordering Period.

B.3 PRICING OF DELIVERY ORDERS

B.3.1 The unit prices for this contract are set forth in Schedule B per ordering period. Orders shall be placed at the unit price set forth in Section B for each twelve (12) month Ordering Period of the ten (10) year Contract. Delivery orders shall be placed at the unit price set forth in Tier 1 for each ordering period until the ending quantity established for Tier 1 is ordered. Any additional Delivery orders above the ending quantity of Tier 1 shall be placed at the unit price of the Tier 2.

B.3.2 In the event Delivery Orders quantities are modified after issuance of the Delivery Order by BEP prior to the manufacture of the materials ordered, the Tier price may be re-determined, as established in the Tiers, by mutual agreement of BEP and the Contractor for future Delivery Orders placed during the remainder of the Ordering Period.

RFP No. 2031ZA20R00003 | P a g e 3 of 82

B.3.3 In the event that the Distinctive Currency Paper ordered and received by BEP must be returned to the Contractor for replacement or credit, or in the event that the Distinctive Currency Paper ordered and received by BEP is recalled by the Contractor, the price used for the replacement or credit shall be the same Tier price established at the time the returned or credited Distinctive Currency Paper was originally ordered. The return of material ordered for replacement or credit shall not impact the calculation to establish a new Tier for the remainder of the Ordering Period.

B.3.4 At the end of each Ordering Period, a reconciliation report shall be prepared by the Contractor to establish the final price for the Distinctive Currency Paper ordered during the Ordering Period for each LIN impacted by the pricing Tiers. The Reconciliation Report shall include a summary by LIN of the quantities ordered, to include any quantity order reductions, increases, or cancellations, along with the unit prices of the orders, to establish the final quantity ordered and appropriate Tier pricing for all quantities ordered during the Ordering Period. The Reconciliation Report shall be provided to BEP within thirty (30) calendar days of the end of the Ordering Period for BEP review. Upon mutual agreement and approval of the Reconciliation Report, the Contractor shall issue an Invoice or Credit Memo as appropriate for any additional monies owed or overpaid as a result of the reconciliation.

B.4 CONTRACT MAXIMUM AND MINIMUMS--IDIQ

B.4.1 Contract Minimum: The minimum contract order quantity is the first Delivery Order (DO) including any profit/fee and is to be accomplished via the issuance of Delivery Order during Ordering Periods one (1) through then (10) of the Contract. Delivery Orders will be issued in accordance with Section B.3 above and H.3 below. This contract obligates funding for the minimum contract order quantity dollar amount as set forth above. However, the minimum contract order quantity dollar amount is not ordered at time of contract award. Funds will be obligated by the issuance of delivery orders citing applicable fiscal year and accounting data when issued.

B.4.2 Contract Maximum: It is anticipated that the maximum order quantity of this effort will not exceed 2,100,000,00 sheets over the life of the contract.

B.4.3 Ordering Period Minimum and Maximum Quantities: The minimum order quantity in sheets for each Ordering Period of the Contract is TBD.
