Responses for Clarifications ‐ U.S. Bureau of Engraving and Printing (BEP)
BEP‐RFP‐2031ZA20R00003
27 January 2020
Item Solicitation Section
Comment/Question Response
General 1 B.4.1
Contract Minimum: The FAR requires a stated minimum value to effect the award of an IDIQ contract (FAR 16.503-1).
That minimum may be stated as a single quantity or a single dollar amount for the entire contract, or it may be stated as an annual quantity or an annual dollar amount. Our organization feels that stating the minimum order quantity as “the first Delivery Order (DO)” does not adequately express the required values.
What is the minimum value for this contract?
This procurement is an Indefinite-quantity contract under FAR 16.504. As stated in Section B.4.1. page 3 of the Solicitation, the minimum value is the first delivery order.
Furthermore, as also stated under section B.4.3, the maximum quantity stated over the life of the contract is 2,100,000 sheets.
2 B.4.3
Ordering Period Minimum – Annual Order Period Minimums and Maximums are stated as “TBD”. What are the intended minimum and maximum volumes per Ordering Period?
The minimum and maximum volumes per order against a future Indefinite-quantity contract cannot be provided at this time.
Annual orders depends on Yearly Currency Order (YCO).
3 B.5.3
Paragraph three (3) of this section states “The Contractor shall provide a breakdown of all related cost, not limited to, quantity amount, materials, services….”
Given that this is a Firm Fixed Price contract, what does this breakdown of cost refer to?
Contractor shall provide pricing information in accordance with the pricing instructions stated in Volume IV, Factor 5, Cost/Price Preparation Instructions
4 H.9
Paragraph (b) – Non-BEP Personnel Site Visits.
Non-BEP Personnel Site Visits
The written consent of the Contracting Officer shall be required prior to authorizing any visitor to a Contractor manufacturing facilities who have not received a BEP favorably adjudicated background investigation or be exposed to, U.S.
27 January 2020
Which non-BEP personnel does the government propose will visit the facility?
securities as defined in Section H.14 and 15 or the BEP proprietary, non-public information defined in Section H.6.
Examples of visitors to the Contractor facility could include consultants or suppliers to the Contractor, third party auditors of the Contractor operations and programs engaged by the Contractor, other Contractor employees not in the possession of a BEP favorably adjudicated background investigation, or local public officials.
5 H.31
Paragraphs (a - c); Is the “paper for testing and evaluation” specified in H.31 the same as the Distinctive Currency Test Samples outlined in LIN No. 0015 to 0027 of the Schedule B pricing attachment?
The paper for testing and evaluation specified in H.31 and the LINs 0015 through 0027 of Schedule B pricing attachment are the same. However, BEP may also utilize the LINs 0015 through 0027 to support other testing or evaluation needs of the BEP, such as testing new equipment or processes.
6 H.34
Paragraph H.2; There appears to be a formatting issue here.
Should “H.2” be renumbered as H.34 (e)?
Yes, this is an error in the paragraph numbering within Section H.34. H2 should read, H.34 (e) followed by H.34 (f) and H.34 (g).

03 Schedule B – Attachment
Schedule B Pricing Schedule
“Location” column
The Pricing Schedule indicates a delivery location of BEP’s District of Columbia Currency Facility (DCF) only. Does the BEP intend to receive pricing separately for DCF and Western Currency Facility (WCF), or should pricing include delivery to either location?
It is the intent of the BEP to place orders against the Contract for receipt at either the DCF or the WCF facility for all LINs as indicated in Section F.3 of the Solicitation.
In reference to pricing each facility delivery location separately, as indicated in Section L.9 of the Solicitation, the Offeror’s cost/price shall clearly delineate proposed prices, rates and explain its pricing strategy.
The cost/price shall include supporting rationale and assumptions in terms of its advantage(s) to the Government. The cost/price proposal must contain sufficient information to allow the government to perform an analysis of the proposed cost/price. The Offeror shall complete
27 January 2020 schedule provided in Section B, Supplies or Services and Prices/Costs.

Subcontracting Plan - Attachment S
Contract years listed as 1 year base with 4 option years. This does not match the contract years in the RFP, 5 year base with 5 option years. Should the Subcontracting Plan contract years match the RFP?
At this time, if subcontracting plan is contemplated, we are requesting a Master subcontracting plan for the entire period of the proposed contract. This is a Standard Form (SF), in the event, any individual subcontracting plan is contemplated per period, the Contractor (and applicable subcontractor(s)) is required to submit a Small Business Subcontracting Plan Report pursuant to FAR 19.704 (a)(10) if any subcontracting is contemplated. See FAR
19.704 (a)(10) for specific details for submission of the required report. If subcontracting is applicable, the report should submitted following the delivery schedule at FAR 19.704 (a)(10)(iii)(A) and should be formatted/amended for each period accordingly.
