About this file

This is Addendum 1 to RFP No. 2026-14 issued by the Town of Farragut, Tennessee Parks & Recreation Department for Wayfinding Sign Fabrication and Installation. The project requires an experienced contractor to fabricate, deliver, and install wayfinding signage across the Town to enhance aesthetic qualities, attract visitors, support business owners, and increase connectivity. A non-mandatory pre-bid meeting was held on September 29, 2025, with bid submissions due by October 21, 2025 at 2:00 PM. The intent to award is scheduled for October 22, 2025, with presentation to the Board of Mayor and Alderman on October 13, 2025. Proposers must acknowledge receipt of all issued addenda or risk bid rejection. The Town will remove existing signage upon the contractor's request with at least one week lead time. All deviation requests from ITB requirements must be submitted by October 13, 2025 at 2:00 PM via email to Anissa Pratte (apratte@townoffarragut.org), with approvals issued via addendum by October 15, 2025. Questions must be submitted by October 14, 2025.

Key project specifications and clarifications include: aluminum flag-style sign panels may be fabricated with 0.25-inch aluminum instead of 3/8-inch; all concrete work including monument footers requires inspection; decorative poles are not from a specific pre-existing manufacturer; and brick selection is specified as Belden Brick Company Burgundy Blend with Mac color finish. The awarded vendor is responsible for submitting permits through the Town of Farragut (with waived fees), all State permits and associated State fees, and One-Call locates. Performance and payment bonds are required following contract award. Anissa Pratte, Staff Accountant, serves as the sole point of contact for all RFP communications, and bidder contact with other Town personnel is prohibited and may result in disqualification.

Anissa Pratte 0:11

Hello everybody.

Good afternoon.

Sherry Brower 0:13

Hello.

Anissa Pratte 0:15

Hey, Sherry, how are you doing?

Sherry Brower 0:17

I'm good.

Anissa Pratte 0:19

Good. So I'm just gonna briefly kind of open it up and kind of discuss.

We are here for invitation to bed 20/26/14 for wayfinding, sign fabrication and installation.

The bid submissions are due by October 21st at 2:00 PM to town hall.

I highly recommend everybody also putting on their second floor, so we've already seen some things where they will literally deliver them down to the Knox County offices on our first floor.

So make sure you get that second floor in there for the address.

Sherry Brower 0:49

Good to know.

Anissa Pratte 0:50

Ask. Yeah. So today's our pre bid our non mandatory pre bid meeting. The deadline for questions for me to answer them is October 14th.

And I'm your contact for all of those.

Again, the due date to 21st, the intent to award hopefully will get out the very next day on the 22nd and then we hope to have this in front of our board of Mayor and

Alderman for approval on the 13th.

There is a big bond that is due for this and also performance and payment bonds.

That will be due after for the awarded vendor.

And at this time, I see some people are still getting on.

Bid submittal.

I cannot stress enough to please make sure you get look at section 1.9 and everything that's due for this.

Of course, we I put a civil checklist in there for everybody to kind of check off and make sure you've got the right documents and everything signed.

And then I think that's kind of all I got to open it up, if you want to go ahead and start with questions.

Sherry Brower 1:43

OK, I see that.

Anissa Pratte 1:50

Ends Cherry or Chris, you got any questions?

Sherry Brower 1:54

Well, I know that and I did read it here.

That, you know, we're responsible for the permit and zoning.

Of the signage, do you have any idea if that's going to be a per permit fee and a per zoning fee, like per entrance, per sign, and what that potential dollar amount is?

Anissa Pratte 2:11

Just one, so I know the town of Farragut. It will be 1 fee for T dot, though in those right of ways. I'm not 100% sure.

Sherry Brower 2:21

OK.

Yeah, 'cause typically I know at least working with the D dot before.

That there's not a fee.

It's just basically you got to go through the encroachment application. But what I didn't know was that is there, like a zoning fee?

Anissa Pratte 2:31

Sherry Brower 2:35

You know, so in essence, I got to pay $500 per sign for each permit or something like that.

Anissa Pratte 2:41

I feel confident that I know in the town of Fargo you do not.

Sherry Brower 2:45

Anissa Pratte 2:46

Tdot, though, like I said, I'm not 100% certain.

I do know that we I'm working on this right now.

I do kind of have an intergovernmental agreement with them to do work in rightaways.

I will double check that that covers it and I'll kind of put it out in the in an addendum, letting you guys know when I find out.

Sherry Brower 3:01

So is T dot already aware of this project?

Anissa Pratte 3:07

I don't believe so, but I will make sure they do.

Sherry Brower 3:09

Well, I mean, I guess part of it, obviously your entrance monuments would have to be out of the right away, but it only looks like maybe, you know, your street signs.

I don't see a lot of you don't have Wi-Fi on. It doesn't look like in the right of way.

Anissa Pratte 3:27

I don't believe so, no.

But I just wanna. I'll double check with them.

I'll send them copies of everything and let them let me know what they need and what they want.

Sherry Brower 3:34

Anissa Pratte 3:35

And then I'll just let you guys know probably probably give me till like Monday of next week to get all these answers and I'll put it all out in an addendum for everybody.

Sherry Brower 3:43

And actually, I haven't even.

Anissa Pratte 3:45

No, no. Points are new.

Sherry Brower 3:47

Go ahead. Sorry.

Anissa Pratte 3:47

In the.

None of these signs are all of these locations are existing. They're just new signs.

But the Brick Ave. right the brickwork.

Sherry Brower 3:58

Awesome.

Anissa Pratte 4:02

The locations are the same.

The signs will be new, yeah.

Sherry Brower 4:07

But are we removing the existing signage?

Anissa Pratte 4:10

Correct, yes.

Yeah, I do have it in there that you'll remove the existing signage and it will be given to our parks and Recs department.

Sherry Brower 4:17

OK.

That's good to know.

So predict everything you've already installed is probably out of the right away anyway.

Anissa Pratte 4:27

I think there's some that's in cause Barton were telling me there was some of the yeah, there's a few in the right away, but it's nothing new. That tdot's gonna be like, oh, you can't put it there. Kev, would you agree with that?

You're on mute, Kevin.

Sherry Brower 4:44

I don't.

I don't know.

I know I've seen in the past when you work, when you have to file a new encroachment application, even if there was an existing sign in that plate, they've gotten a lot more stringent about breakaway rules.

Kevin 4:57

Say, say that again? Yeah, usually.

You still have to pull, pull the permit.

Anissa Pratte 5:04

I, like I said, I'll find out whether it's you or it's me and I will put it out there and addendum.

Sherry Brower 5:04

But I know they've gotten.

Perfect. OK.

And then if we need to submit questions because I have not had a chance honestly to thoroughly go through all these plans.

I did see that we need to submit questions.

We need to send it to the.

Anissa Pratt, is that correct?

Anissa Pratte 5:27

Yeah, that's me.

Yep, you did it right. You did good.

Sherry Brower 5:29

OK, OK.

Thank you. Thank you.

So I will submit all questions to you.

Anissa Pratte 5:35

Yes, please.

Sherry Brower 5:38

Wonderful. And then also, do you have like a a brick specific called out yet or is it just red?

Kevin 5:47

Let me look.

Sherry Brower 5:47

I didn't see if you had like a triangle, brick or a, you know, modular as an engineer, as a queen.

Kevin 5:53

Yeah, it's a. It just says Belden, brick company, Burgundy Blend, Mac color.

Sherry Brower 6:01

And then do you have like a mortar colored specified?

Kevin 6:11

I don't believe the mortar was specified, so I think that that probably just be something you'd work with the city on kind of some samples and.

Sherry Brower 6:17

OK, OK.

Perfect. And then also I did see well, I feel like the dimensional letters.

Kevin 6:27

No.

Sherry Brower 6:28

I didn't see a call out of the material. You just had three inch. Did you have a specific?

Like, did you want an aluminum?

Kevin 6:35

Yeah, I think it's brought.

Sherry Brower 6:36

Or sein foam.

Kevin 6:38

Well, no, it's.

M1 is the face, so M1 is brushed aluminum and then the returns are painted that blue.

Sherry Brower 6:49

So it's all an aluminum Stein there.

Kevin 6:52

Yeah, the the letters are aluminum.

The edges are painted and the faces are just the mushed aluminum.

Sherry Brower 6:56

Perfect. OK.

OK.

And I know I'll have like 1000 other questions. As I said, I apologize.

I haven't had a chance to look through all the plans.

Kevin 7:14

That's OK.

Anissa Pratte 7:14

It's all right. Just hit me up.

Sherry Brower 7:16

And oh, I know.

Do you guys have like a a a budget?

Radio silence.

Anissa Pratte 7:27

Holly, did you have a? Did you have a budget where you were thinking or?

Hallie Reid 7:32

Yes, I will have to pull that from our budget doc, but we'll add that in the agenda.

Sherry Brower 7:39

Because I think that I don't.

Anissa Pratte 7:39

We'll put that in the addendum.

Sherry Brower 7:40

Yeah, that would be very helpful because obviously I'm sure you guys are seeing like some prices have come down, some prices have gone up and it's like all over the board.

So if the budget was set in, you know, 2019, it may not necessarily be accurate now.

Anissa Pratte 7:56

OK. We'll put that out there.

Anybody else got any questions?

All right.

Like I said, my name is Nissan Pratt.

I'm going to be your part of contact on this. If any of you have any questions at all, please get with me between now and October 14th and I, like I said, we will answer everything via addendums, so hopefully by Monday I will be putting out our first.

One. And then with that I will attach kind of this transcript as well.

So just a reminder of of what was said.

And.

Thank holly. You got anything or Kevin you want to anything you want to add or?

Kevin 8:49

I don't think so.

Hallie Reid 8:50

No.

Anissa Pratte 8:52

Well, that was quick and easy.

Well, thanks everybody.

Sherry Brower 8:58

Thank you. Bye.

Anissa Pratte 9:00

Thanks, cap.

Chris Meurett 9:00

Thank you.

Kevin 9:00

Thanks.

Anissa Pratte 9:01

Stay on for a second.

Stay on for a second, Kevin.

Kevin 9:02

Anissa Pratte 9:04

Thanks everybody.

Kevin 9:04

Yep.

Anissa Pratte 9:08

How you doing buddy?

Kevin 9:09

Good. How are you?

Anissa Pratte 9:10

I can end this.
