Question Answer

Section IV (Cost Proposal, page 15) and Appendix G: Please advise on your preferred format for submitting a cost proposal that covers the Initial Period of Performance and all Renewal Periods. The Cost Proposal Form includes one tab for case review.Bidder must provide an all-inclusive cost based on a maximum total of ninety (90) completed case reviews per review period (12-months). The all-inclusive cost per ninety (90) completed case reviews per review period must include all cost necessary for the Bidder to comply with all the requirements outline in the RFP.
Appendix G and Cost Form: Does the total of 90 cases per review period apply to a 12-month or 6-month review period (or both)?12-months
Appendix G, Instruction #3: The case file review is one component of a larger scope of work but appears to be the sole basis for scoring the cost proposals. How will the total cost be factored into the evaluation of proposals?Evaluation of the cost proposals will be based on an all-inclusive cost for a maximum total of ninety (90) completed case reviews per review period (12-months).
Part I, Contract Term and Part II, Scope of Services (Implementation Reviewer Required Services): For clarity, is Maine looking for the reviewer to complete 90 charts from 4/1/2026-3/31/2027; 90 charts from 4/1/2027-9/30/2027; 90 charts from 10/1/2027-3/31/2028At this time, the Department does not have a specific number of required completed reviews.
Appendix H (Performance Criteria): What is the lookback period for each chart - 12-months? 6-months? Or do they cover the entirety of the individual's tenure in foster care?Per the Settlement Agreement, "Sampling, data, and data analysis will be agreed to between the Parties and the Implementation Reviewer including the following for each criterion:

(i) a definition of the case reviews to measure performance based on a representative sample of Class Members, where aggregate administrative data is otherwise unavailable; and

(ii) the identification of the data source to be used to measure performance.

The Implementation Reviewer shall use their discretion to determine the appropriate margin of error and confidence level to ensure that the sample is representative."

Appendix G Cost Proposal, Is the "total cost for completing 90 cases per review period" intended to be inclusive of "the total cost for conducting all the functions specified in the RFP" for that period?Yes.
Part 1, C - Could you please confirm the total number of review periods for the entirety of the Implementation Review?Part I, C. of the RFP outlines the term of the anticipated contracts and includes an Initial Period of Performance (4/1/2026-3/31/2028), Renewal Period #1 (4/1/2028-3/31/2030); Renewal Period #2 (4/1/2030-3/31/2031); and Renewal Period #3 (4/1/2031-3/31/2032).

In addition, related to the reporting periods outlined in the Settlement Agreement: The first reporting period is twelve (12) months following the date the Implementation Reviewer’s contract begins. Each subsequent reporting period is six (6) months.

Part V, A2 - Given Maine's intent to assess "best value to the State" based on the total cost of all functions in the RFP, are you scoring cost only on the proposed price for 90 case reviews per review period?Yes; Bidder must provide an all-inclusive cost based on a maximum total of ninety (90) completed case reviews per review period (12-months). The all-inclusive cost per ninety (90) completed case reviews per review period must include all cost necessary for the Bidder to comply with all the requirements outline in the RFP. At this time, the Department does not have a specific number of required completed reviews. The contract amount will be adjusted as necessary based on the actual number of completed cases per year.
Appendix G #5 - Is your definition of "fairness in cost" based solely on the proposed price for 90 case file reviews per review period and does not include all other costs associated with meeting all the requirements of the Implementation Review?Bidder must provide an all-inclusive cost based on a maximum total of ninety (90) completed case reviews per review period (12-months). The all-inclusive cost per ninety (90) completed case reviews per review period must include all cost necessary for the Bidder to comply with all the requirements outline in the RFP.
Cost Form and Appendix G - Should the figure in the "proposed cost" box in Appendix G be the same figure as the "total cost for completing 90 case reviews per review period" (cell 30H) in the Cost Form?Yes.
Our organization has numerous distinct research/evaluation projects with the State and the Office of the AG, is that considered a conflict of interest?Bidders should seek legal counsel in order to determine whether or not there is a conflict of interest as outlined in the RFP. Refer to the Term/Definition of Conflict of Interest and Part II, A. of the RFP.
