About this file

This is a Question & Answer Summary document for RFQ No. 24-033680 from Energy Safety regarding an Independent Evaluator List. The Statement of Qualifications (SOQ) submission deadline is January 5, 2025, at 5:00 PM. The document clarifies that Attachment A submissions should consist of three pages total - two pages for responses to bullet points 1-4, plus an additional page for the required statement. A bidders' meeting is scheduled for December 23, 2024, at 2 PM PT where potential applicants can ask questions.

The document provides technical submission guidance, stating that while one combined PDF is preferred for submissions, it is not required. There are no specific file size limitations beyond email server constraints. Questions about the RFQ should be directed to Matt Freeman or IEinfo@energysafety.ca.gov. Despite a request to extend the deadline due to its proximity to New Year's Day, the January 5, 2025 deadline appears to remain unchanged.

RFQ No. 24-033680

REQUEST FOR QUALIFICATIONS – INDEPENDENT EVALUATOR LIST

QUESTION & ANSWER SUMMARY

Question 1: Can you please clarify the due date schedule for submission in Table 1: Key Action Dates on pg. 3 of the RFQ?

Answer 1: The SOQ or response to the IE RFQ is due 1/5/25, which is a Sunday.

Question 2: Attachment A- The template provided does not provide enough space to adequately respond to bullet points 1-4 as required in the 2-page maximum stated. Since the RFQ states that no supplemental documentation will be reviewed, can applicants use additional Attachment A pages to sufficiently respond to the RFQ?

Answer 2: The intent of the MS Word document Attachment A was to provide two pages for your response and the required statement is excluded from the two pages.

There should be three final pages submitted for Attachment A. Please adopt the MS Word document to ensure you can do this.

Question 3: Can you please also clarify if the 2-pg. max includes or excludes the required statement that is on pg. 3 of the template provided, and if there is a font size requirement for Attachment A.

Answer 3: See response to Question 2.

Question 4: Do you want our final submission to be in one combined PDF?

Answer 4: One combined PDF would be ideal, but not required.

Question 5: Is there a file size limitation for our final submission?

Answer 5: Please try to make your submission file size as small as possible but there is no requirement other than what the email server will support.

Question 6: The RFQ states that the SOQ due date is January 5 at 5:00PM. Since January 5 falls on a Sunday, this would require most firms to submit on Friday, January 3, which is only two days after a National Holiday (New Years' Day). As a result, we respectfully request that the due date for SOQ's be extended to the following week, ideally Friday, January 10.

Answer 6: See response to Question 1.

Question 7: Can you please provide a link to the Cal eProcure website address where questions will be posted?

Answer 7: I checked the Cal eProcure site and it appears that questions should be emailed to Matt Freeman or IEinfo@energysafety.ca.gov. Also, we are hosting a meeting on December 23, 2024, at 2pm PT where you can ask questions. There should be a notice about the meeting in the IE RFQ package on Cal eProcure.
