About this file

This is a Solicitation Question and Answer document for the City of Tomah's 2023-01 RFP for Shared Ride Taxi Service, dated September 18, 2023. The procurement seeks a contractor to operate a shared ride taxi service for the city. The service completed 68,343 annual trips in 2022, with ridership varying by weekday and weekend. The RFP requires that all personnel providing services be W-2 employees of the contractor rather than independent contractors, despite industry precedent in the Midwest. Key service requirements include addressing rider feedback regarding shorter wait times and cleaner, better-maintained vehicles. The RFP references specific sections for vehicle quantity requirements (section 6.1), service descriptions (section 1.1), and federal participation details (section 1.5).

The city has established a budget for this procurement and requests best pricing be submitted on the Pricing Proposal Excel Document as outlined in section 7.23. Fare revenues are currently collected by the contractor and credited back to the city on monthly service billings, and this arrangement is expected to continue. The city has indicated potential interest in proposals incorporating technology for trip optimization, rider-facing applications, driver applications with turn-by-turn navigation, and analytics capabilities, though this is not a firm requirement. Federal funding participation is referenced in the solicitation documents. The service does not interact with a paratransit service, as the city does not currently operate one.
