SABINO PAVEMENT REPLACEMENT AND PRESERVATION
Statement of Work
March 22, 2021
The contractor is responsible for supplying and providing all plant, equipment, labor, survey, submittals, conformance with approved schedules, and traffic control (including pedestrian and bicycle) to complete the work described in the contract package. The work involves segments of existing pavement to receive pavement pulverization, removal of oversized pulverized pavement off-National Forest land, reshaping and compaction of the pulverized pavement areas, and repaving with the specified hot mix asphaltic pavement. Ditch, shoulder, pavement pulverization and repaving shall occur 7-days per week until complete due to closure of the worked road segment(s) to public access during those phases of the work. Additionally, and as a prelude, the work involves vegetation clearing and grubbing, crack and surface cleaning, cracksealing and fog sealing identified segments of existing asphaltic pavement to remain in place. All crack and fog seal work shall be performed on half the width of each identified segment of road until such time as the crack and fog seal material has cured sufficiently to allow traffic back on the surface without noticeable tracking. Public access shall be allowed on the unworked lane during these operations through active traffic control (two flagmen and signage). Cleared and grubbed vegetation shall be removed from National Forest Land. One 24” culvert replacement under existing asphaltic pavement is required (junction of Roads 100A/100B), including pavement patching. Aggregate surfacing material supply and placement for shoulder reconstruction is included in select segments of the roadways. An additive bid item for the lower 0.74 miles of Road 100 (the main road) is included and involves pulverization and asphalt pavement replacement. An additive bid item for the first 0.54 miles of Road 100A pulverization and repaving is included. An additive bid item for Portland cement concrete ditch-lining in Upper Sabino Canyon, shaped to match the existing ditch lining, is included. Equipment for any work in Upper Sabino Canyon must be able to pass the narrow confines of the vented low water crossings in upper Sabino and Bidders much satisfy themselves that this is feasible for their operation— approximate narrowest width 9-feet. Close coordination of contractor and COR is required on work schedule to maximize visitor access in Sabino Canyon and combine work items requiring visitor exclusion into a single contiguous time period. No bypass roads are allowed or possible. When allowed one or more staging areas must be outside the direct watershed of Sabino Creek. Restrictions on timing (seasonal as well as with respect to official National Weather Service precipitation chances) apply to all aspects of the work. Contractor is responsible for securing and adhering to a SWPPP, and shall also take job-specific precautions when using emulsified asphalt within 50 feet of the wetted stream bank of Sabino Creek.
Full closure of Road 100 (the main Sabino Canyon Road within the Recreation Area) shall not occur during full closure of Road 100A. In other words at least flagman-controlled public and Shuttle access shall be allowed on one of those roads at all time. It is anticipated that Road 100A will be reconstructed first and reopened to public traffic when Road 100 becomes closed for reconstruction.
Specific environmental restrictions related to seasonality, precipitation, precautions to be taken when using emulsified asphalt, sediment control, invasive weed control, equipment parking, servicing (including fueling) are included in the included Environmental Constraints document.
Specifications are FHWA’s FP-14 as modified by supplemental specifications included in the Specifications document included as part of the bid/contract package.
Bidders shall provide a proposed Work Schedule with sufficient detail to show work completion by June 1, 2022, exclusive of survey and above-ground vegetation removal. Ideal start date for ground disturbance work (all other work) is April 1 but may occur earlier as necessary. Bidders shall provide Past Performance references on no less than two completed projects of similar complexity. Past Performance and a supportable proposed Work Schedule will be evaluated for bidding purposes.
