About this file
This document contains questions and responses related to solicitation number 127EAX21R0033 for renovating pavement at the Sabino Canyon Recreation Area. The solicitation requires pulverizing and repaving approximately 2.85 miles of existing pavement, performing full depth reclamation on additional segments totaling 3.74 miles, and conducting other roadway work such as clearing, grubbing, and drainage improvements. Questions address details such as the depth of pulverization, disposal of oversized materials, weekend work restrictions, and past performance requirements. Responses provide clarification such as defining pulverization depth as removing all existing asphalt, allowing for weekday-only work with an acceptable plan, and requiring three past performance examples as a prime contractor. The closing date for questions was September 1st and responses for proposals are due by September 15th. A bid bond of 20% is required. The Forest Service Southwestern Region is the contracting agency.

RFI No. Date Drawing Specification Question Designer Response
9/1/21 | Statement of Work (SOW) | The Statement of Work (SOW) requires the road to receive pavement pulverization. What is the depth of the existing asphalt to be pulverized? To what depth does the Government anticipate to blend the pulverized asphalt? | Existing asphalt pavement varies from as thin as a double chipseal on portions of Road 100A to as much as an anticipated 4" depth in some locations on Road 100. However the overall anticipated depth is 2-1/2". Pulverization and/or milling must only go through 100% of the existing asphaltic pavement--none must remain intact in areas receiving this treatment.
9/1/21 | SOW | The SOW mentions the removal of oversized pulverized pavement off of National Forest Land. What is the nominal size determined for the removals of the oversize pulverized material? | This will vary depending on how the contractor achieves an acceptable compacted, shaped base on which to pave.
9/1/21 | Is the intent to remove the pulverized asphalt cross section to accommodate the new 3-inch asphalt cross section, or is the intent to leave the pulverized material in place and to pave the new cross section on top of the pulverized material - this will raise the road slightly by the depth of the new cross section. | Both--in different places. Where concrete curb and riprap ditch exist they will control new finished mat elevation and will require some or total removal (some of which can efficiently be used in shouldering). Elsewhere the millings can be balanced between volume consumed in shoulders and additional finished grade. |
9/1/21 | Regarding the road closure(s), can each of the roads be closed 100% to all traffic during construction if the roads are constructed separately? | Please bid as originally described regarding closures and temp traffic control. |
9/1/21 | 157.13 | Does the Government have a Storm Water Pollution Preventio Plan (SWPPP) already developed for the project, or does the contractor need to develop a SWPPP? If a plan already exists, can the existing plan be provided to Offerors to estimate quantities? | The contractor must develop and impliment a SWPPP; the Government does not have one for this area.
9/1/21 | 202.04 | For 202.04 Special Clearing and Grubbing Ditchlines, Cutslopes as indicated by the COR, is the area a single area location, or is it made up of multiple areas throughout the project that aggregate to one acre? | Undoubtedly multiple areas. However they will be adjacent to the existing roads--no further than 50-feet from pavement edge. These areas have not yet been explicitly identified.
9/1/21 | 303.07 | For the roadway reconditioning per 303.07 -- Ditch, Shoulder, Road (approximately 2.85 miles), what is the road width that the Government is anticipating to perform road reconditioning to calculate the square yardage? | The pay unit is 'mile' not square yard. The existing paved roadway width is intended to be repaved at the same dimensions (hence the reference staking), and shoulders and ditches will occupy no more than the original disturbance footprint for those items.
9/1/21 | 304.01 | For the full depth reclamation of 2.85 miles / square yardage, is the reclamation a continuous 2.85 miles or spread out over multiple locations throughout the project? | Please see the Amendment "Key Pay Item Locations and Milesage" item for the multiple disjoint locations.
9/1/21 | 304.01 | What is the anticipated depth for reclamation? | Existing asphalt pavement varies from as thin as a double chipseal on portions of Road 100A to as much as an anticipated 4" depth in some locations on Road 100. However the overall anticipated depth is 2-1/2". Pulverization and/or milling must only go through 100% of the existing asphaltic pavement--none must remain intact in areas receiving this treatment.
9/1/21 | 418.04 | For the asphalt pavement full depth patch (Type 2), what is the depth of the existing asphalt that requires full depth patching? Should Offerors assume that the 250 square yards is a continuous area? | The existing asphalt pavement to receive the full depth patch is up to 4" thick to the best of our knowledge. The full depth patch can be expected to be used in up to 10 discontinous locations along the existing roadway, including in areas not to receive full depth reclamation. The intent of the full depth patching is to address localized persistent pavement edge breakage and base failure.
9/1/21 | 602.11 | Item Number 602.11 does not appear to be in the specifications. Please advise. Regarding the pipe ends, are piping plugs required per the specifications under 602.03, or just the pipe culvert with the flared section? Is the 60 feet of pipe a single run of pipeline? | The intent is to use specification 602 for galvanized steel corrugated drainage pipe without flared end sections. The actual pipe length is closer to 40-feet but bid as originally identified. Yes, this is a single run of pipe.
9/1/21 | 634.01 | The specifications under 634.03 calls to remove temporary pavement markings the same day permanent pavement markings are applied. How many days after the asphalt paving is completed shall the temporary markings be applied, and how many days following that for the thermoplastic markings to be applied? What are the time application frames for the application of temporary and permanent markings? | The Amendment has removed pay item 634.01 and 634.02.
9/1/21 | 637.02 | Per Specificaiton Section 637.02, the field office needs to be provided 14 days before the project starts until 21 days after final project acceptance. Is this entire duration accounted for and included in the 75 days identified in the Schedule of Items, or does the Contractor need to add additional days to the 75 days for a total of 110 days? | The Field Office should be considered an optional item that will be paid for at the originally shown number of days should the contractor elect to use this item. A Field Office may not be required for beginning and ending phases of the work.
9/1/21 | What is the location for the field office? What utility services are required for the field office? Does the proposed field office location have utility hookups? | Should contractor elect the field office will be located in the Sabino Canyon Warehouse 'yard' at near the northwest facet of the yard. No hookups (water, sewer) are available, however power may be arranged off an existing panelboard if the contractor elects to install breakers, and appropriate outlet and a suitable service cable (not buried) to their field office. A multi-person toilet is available in the Sabino Warehouse building. |
9/1/21 | Additive Bid #1 | Per Item 151.12 (Mobilization), this pay item does not have a quantity. Is the intent to perform the additive Bid Item #1 under the Base Bid Mobilization? | Base bid Mobilization has quantity '1'. The intent is that each Additive Bid Item should similarly have quantity '1' for each of their respective Mobilizations.
9/1/21 | Additive Bid #1 | Per Item 304.11 (Full Depth Reclamation) for approximately 0.740 miles, is the reclamation area continuous, or mulitple areas? What is the anticipated depth for the reclamation? | This length of road is continuous with an anticipated pavement depth of no more 4" (3" more likely).
9/1/21 | Additive Bid #2 | Per 303.27 (Roadway Reconditioning) at Mile 0.54, what is the road width that the Government is anticipating to be performed so that we can calculate the square yardage? | Shown as 20-feet pavement width in the Amendment's "Key Pay Item Locations and Milesage" document.
9/1/21 | The Solicitation has 120 calendar days to complete the scope of work. This number of days is conflicting with the number of days that the field office is needed per the Schedule of Items. Please clarify. | The Field Office should be considered an optional item that will be paid for at the originally shown number of days should the contractor elect to use this item. A Field Office may not be required for beginning and ending phases of the work. |
9/1/21 | Site Visit | Per the August 27th Site Visit, it was indicated that an Amendment would be posted to provide the informational document that identifies each area and the required work throughout the sites. Please provide. | Posted.
9/1/21 | Site Visit | Please confirm that the clearing and grubbing includes the removal of the roots on the vegetation within the six (6) feet from the road edge. | For all woody vegetation that is correct, with the exception of woody vegetation within riprapped and paved ditchlines. Grasses may be cut instead of grubbed.
9/1/21 | Site Visit | The SOW identifies that ditch, shoulder, pavement pulverization and repaving shall occur 7 days per week until completion due to closure. Working 7 days per week will not only add labor cost, but may incur material plant opening fees on weekends as well potential truck hauling logistical issues on weekends. It may be more cost effective for the Government to perform work Monday through Friday only. Will the Government consider weekday only working hours? | The Government is open to Value Engineering and would therefore consider this, but not at this stage. Please provide your assumption or plan of work to accomplish weekday work only.
9/1/21 | Section M, M.2.1 | Section M, Paragraph M.2.1 requires the contractor to provide at least three (3) projects of similar scope and magnitude to this requirement that were completed as a Prime Contractor within six (6) years of the solicitation closing date. Will the Government consider these projects as Offeror performance if we were a Subcontractor where we performed the entire scope of work, or must past performance projects be as a Prime Contractor? | The requirement is for the contractor to provide at least three (3) projects of similar scope and magnitude to this requirement that were completed as a Prime Contractor within six (6) years of the solicitation closing date.
