This announcement is issued as the Request for Qualifications for Architect and Engineering (A/E) firms interested in being evaluated to receive an A/E contract. Western Federal Lands Division (WFLHD) of the Federal Highway Administration (FHWA) anticipates awarding up to FIVE(5) Indefinite Delivery, Indefinite Quantity (IDIQ) Contracts for Architect-Engineer (A/E) Services under this announcement with THREE(3) Contracts reserved exclusively for Small Business Concerns.

Selected firms must comply with Equal Employment Opportunity requirements in accordance with FAR 22.8. The North American Industry Classification System (NAICS) code for this acquisition is 541330 (Engineering Services); the small business size standard is $16.5 million.

A/E firms meeting the requirements described in this announcement are invited to SUBMIT A COMPLETED SF 330. Firms responding should submit a single SF 330 and list their intended use of outside consultants or associates in Part I, Section C. Outside consultants can supplement a firms capabilities but shall not be used as a basis for your firm to meet the Minimum Requirements, Evaluation Factor 1 or 2. Discussion on use of outside consultants may be used in Evaluation Factor 3 and 4. The list of up to 5 projects included in Part I, Section F, of the SF 330 should be projects demonstrating the competence of the firm. Section F may not exceed 20 pages single-sided, and the minimum acceptable text size in Section F is 12 point. The business size status should be indicated in Part II, block 5b of the SF 330. No other type of submittal is desired and will not be considered in the evaluation.

This is NOT a request for proposal. A solicitation package is not available.

Description of the Proposed Contract Services: The contract will be for Construction Management/Inspection Support Services for selected highway and bridge construction projects awarded by the Western Federal Lands Highway Division (WFLHD) primarily located in the States of AK, WA, OR, ID, MT, WY and other States within the continental United States as required. Construction Management/Inspection Support Services include constructability reviews, construction phase management, construction inspection; and other miscellaneous services performed during the preconstruction phase, construction phase, or post construction phase.

Maximum potential IDIQ amount: The maximum potential amount of all task orders issued against all contracts awarded shall not exceed $80,000,000.00.

Estimated Task Order Amounts: Task orders awarded as a result of A/E Services under the contracts may range in dollar value from $1,000-$3,000,000.

Proposed Contract Type: Individual task orders will be Firm-Fixed Price.

OFFERORS MUST HAVE A CURRENT (APPROVED) SYSTEM FOR AWARD MANAGEMENT (SAM)

REGISTRATION PRIOR TO SUBMITTING AN OFFER.

If your firm is a Small Business, ensure your firm is self-certified as a small business concern in SAM 52.219-1 under NAICS code 541330.

MINIMUM REQUIREMENTS (PASS/FAIL Rating): Offerors not meeting these requirements will not be evaluated further. Submit information for the following minimum requirements criteria in Section F of the SF 330. A project is considered a single awarded Contract, Task Order, Delivery Order, Blanket Purchase Agreement (BPA) Call, Purchase Order or Subcontract. An Indefinite Delivery Indefinite Quantity (IDIQ) or BPA with multiple combined awards will not be considered as a single project. Complete one Section F per project, the Section F shall not exceed four (4) pages single-sided per project, minimum acceptable text size is 12-point, pages beyond the four(4) page limit will not be reviewed.

Services for the States of AK, WA, OR, ID, MT, and WY

Management/Inspection Support Services). All relevant experience identified shall have been performed between January 1, 2015 and submission of these qualifications with the project being 100% completed and at least 50% of the work self-performed. Projects of outside consultants will not be considered. The projects shall meet the following criteria:

i. Value of Construction Management/Inspection Support Services greater than $125,000.00; and

ii. Four (4) month minimum onsite performance duration.

B. Two (2) projects from item (A) must have included Construction Management/Inspection Support Services performed on the same project.

C. Three (3) of the projects from item (A) must be:

i. A road/highway project or a highway bridge project; and

ii. In a rural location (as defined by the U.S. Census Bureau); and

iii. Constructed for a Federal, state or county agency.

SOURCE SELECTION Criteria, factor ratings, and submission details for this A/E acquisition are as follows:

Evaluation Factor 1 - Professional Qualifications (15 points) Identify professional qualifications of the offerors key personnel for the satisfactory performance of the following positions. Resumes submitted for key personnel of outside consultants will not be considered. Submit information in Section E of the SF330. (See Draft SOW for position definitions)

A. Consultant Project Engineer (CPE)(s) B. Consultant Inspector(CI)(s) C. Consultant Management Firm Project Executive (CMEx) D. Personnel responsible for training and hiring personnel assigned to WFLHD projects (if different from the CMEx).

Submit Evaluation Factor 1 information in Section E of the SF 330. Complete one Section E for each key personnel identified. Additional supporting documentation may be included for each key personnel identified and shall not exceed two (2) pages single-sided, minimum acceptable text size 12-point. Additional pages over the two (2) page limit will not be reviewed. Submit a minimum of three (3) Section E’s for key personnel A and B listed above and one (1) Section E for key personnel C and D (if applicable). Do not submit more than fifteen (15) Section E’s total for the four (4) key personnel positions listed above. (Evaluation will include consideration towards the longevity of Key Personnel involved with the offeror, indicative of the stability and continuity of each offeror’s practice and will consider the depth and disciplines of staff who are professionally registered engineers).

What are we looking for here? Block 14.b tells us how long they have been with the firm. Block 18 relates to other professional qualifications.

Evaluation Factor 2 - Specialized Experience (35 points) Specialized recent experience and technical competence as the primary provider of onsite Construction Management/Inspection Support Services work on road/highway and/or highway bridge construction projects. A project is considered a single awarded Contract, Task Order, Delivery Order, Blanket Purchase Agreement (BPA) Call, Purchase Order or a Subcontract. An Indefinite Delivery Indefinite Quantity (IDIQ) or BPA with multiple combined awards will not be considered as a single project. Projects of outside consultants will not be considered. To be considered, projects must meet the requirements of section A in the minimum requirements section. Complete one Section F per project, up to 5 projects which shall include all of the projects identified for meeting the Minimum Requirements section. Section F shall not exceed four (4) pages single-sided per project; minimum acceptable text size is 12-point, pages beyond the four(4) page limit will not be reviewed.

Additional consideration will be given for offeror’s experience providing Consultant Project Engineer/Construction Inspection personnel for projects in Alaska. Offeror’s policies in relation to the projects for Construction Management/Inspection Support Services, travel and lodging, logistics coordination for remote locations and resource management. Offeror’s contract management and administration processes including management control, administration support and resources in relation to the submitted projects. Offeror’s QA/QC plan specific to the projects to address scheduling, training, placement, supervision, resolving personnel challenges, evaluating staff, security and background clearance processes and administration, and safety program management.)

Evaluation Factor 3 – Capacity to Accomplish Work (20 points) Provide a narrative which demonstrates the offeror’s overall capacity and capability to accomplish the project work in WFLHD’s geographic areas of AK, WA, OR, ID, MT and WY for the following items:

A. Task order administration for providing qualified on-site personnel; including situations such as when multiple clients under this and other contracts request personnel in excess of the Offeror's workforce.

B. Recruitment and support of personnel during periods of normal and increased workloads.

Identify the recruitment and retention plan for proposing and maintaining qualified staff.

C. QA/QC plan to assure qualified personnel are submitted. Include training, scheduling, placement, supervision, resolving personnel challenges, evaluating staff, security and background clearance processes and administration, and safety program.

Submit Evaluation Factor 3 information in Section H of the SF 330. Only information contained in Section H of the SF 330 will be used to evaluate Factor 3. Narrative submitted for Evaluation Factor 3 shall not exceed three (3) pages single-sided, minimum acceptable text size 12-point. (Evaluation will include consideration towards demonstrated capability to provide quality onsite staff, qualified onsite staff, ability to provide staff to multiple clients at the same time, use of subcontractors, experience in subcontracting and strategies for retention and recruitment during normal and increased workloads. Offeror's overall policies and processes for the contractor's quality assurance and quality control plan covering training, scheduling, placement, supervision, resolving personnel challenges, evaluating staff, security and background clearance processes and administration, and safety program.)

Evaluation Factor 4 – Logistics (20 points) Provide a narrative which explains the offeror’s processes, knowledge, capacity, and capability for the following items:

A. Support for CPE and CI personnel in rural locations (as defined by the U.S. Census Bureau).

Include policies for maximum daily travel distances, mileage, and logistics coordination for lodging.

B. Providing project office facilities and resources for CPE and CI services in rural locations (as defined by the U.S. Census Bureau) in Alaska, Washington, Oregon, Idaho, Montana, and Wyoming.

C. Managing field personnel equipment resources including but not limited to: vehicles, IT equipment, telecommunication and radio equipment.

Submit Evaluation Factor 4 information in Section H of the SF 330. Only information contained in Section H of the SF 330 will be used to evaluate Factor 4. Narrative for Evaluation Factor 4 shall not exceed one (1) page single-sided, minimum acceptable text size 12-point. Evaluation Factor 5 – Past Performance (10 points) The Government will obtain Past Performance from a review of records in the Contractor Performance Assessment Reporting System (CPARS) . If the Offeror has no past performance history in CPARS, the Offeror will be rated neutral (5 points).
