REVISION 0001 SAMPLE PROFESSIONAL TASK REQUEST 0001, 03/20/2015
Domestic Professional/Technical Support Services Center for Global Health
Independently provide for support services to satisfy the overall operational objectives of units within Center for Global Health (CGH), located in the CDC Atlanta office.
Global Health Security Branch
Service Requirement GHSB-1:
Collaborate with the Deputy Branch Chief with the financial and budget aspects, and operations of GHSB and the Global Health Security Implementation Unit.
Perform macro-level review of GHSB-appropriated and reimbursable funding ($40+ million).
Develop/populate template document reflecting available funding, commitments against funding, balances.
Alert GHSB leadership of need for redirection, if applicable.
Prepare financial reports for funds managed in the Branch
Work closely with Division to ensure coordinated and timely sharing/submission of spend plans, quarterly reviews, and other financial
Collaborate with GHSB with budget development.
Meet with executive level GHSB staff to determine needs.
Determine estimated annualized obligations for various funding sources upon which salary and benefits of GHSB personnel, as well as a percentage applied to finance OD activities, is determined.
Monitor the monthly Status of Funds (SOF) reports to compare plans against spending.
Collaborate with executive level GHSB staff to exchange information and update plans for funds.
Analyze GHSB spending plans and SOF reports.
Participate in financial reviews with Division Program Management Officer, Branch Program Managers, and FMO Budget Analysts to track spending progress.
Coordinate the quarterly Un-liquidated Obligation (ULO) Review for GHSB.
Initiate steps to de-obligate items requiring liquidation.
Coordinate Labor Distribution (LDS) for GHSB employees (the financial system that allocates salary and benefit costs to various funding streams).
Assist in the development of budgets and spend plans (including calculation of compensation and benefit costs for civilian and commissioned corps personnel; travel, supply and equipment procurements, and prepare status of funds reports).
Work with and relate to people of international peoples and cultures

Process post award activities associated with the grant, cooperative agreement, and contract process.

Minimum Requirements:
Bachelor of Science in Business, Finance, or Management.
Minimum of 7 years experience performing services as outlined herein addition to working with International peoples and cultures, knowledge of USG budget processes, Federal accounting structure, knowledge of appropriation law, Federal Acquisition Regulations, and knowledge of public health funding sources inclusive of inter-agency agreement handling requirements.
Demonstrated skill in using computer systems and standard software applications (Microsoft Office, Excel, Word, and Outlook).
Teleworking: This service may be eligible for teleworking no more than 1 day of the week. The following Government Furnished Equipment can be made available for contractor’s use: laptop computer and key fob.
Emergency Response and Recovery Branch
Service Requirement EERB-1:
Provide language coaching to public health professionals who will be working with and around French and Spanish dialects during international deployments. Coaching will include the conduct of one-on-one practice sessions and the arrangement of mock presentations and question sessions with audiences in the target language.
Collaborate with public health professionals in the correct development, translation, back-translation, and editing of materials in French and Spanish. Materials include but are not limited to information sheets; survey materials (protocols, questionnaires, consent forms, results, etc.); surveillance forms;
PowerPoint slides; tool kits; journal articles; focus group materials; and training materials.
Provide simultaneous interpretation (English-French-Spanish) during international conference calls and for international visitors to CDC.
Core Hours: This service requires 40 hours per week in accordance with core duty hours. Note: If a service has domestic or international travel they must work 8 hours per day or 40 hours per week during trips.

Native-level fluency in oral and written French and Spanish.
Doctoral level training in linguistics and/or foreign language instruction.
8 years experience performing services as outlined herein as well as:
o Experience with public health and medical terminology in French and Spanish experience, including infectious and chronic diseases, nutrition, water and sanitation, reproductive health, injury, and complex humanitarian emergencies.
o Experience applying cultural and linguistic differences based on country/region (Central and
South American Spanish, West African and Haitian French) and audience (e.g., scientific language for highly educated adults vs. plain survey language for children and illiterate adults).
o Experience preparing public health professionals for real-world international assignments in global public health.

Office of the Director, Informatics/Information Resources
IIR Service Requirement 1:
Provide professional support to the Center Informatics/Information Resources Lead (IIR) and the in activities for which the IIR is responsible inclusive of:
Develop, implement, and promote procedures for achieving measurable and sustainable impact in the countries where IIR provides services, which will lead to CGH’s goal in shaping the US global health strategy.
Participate in budget, program, and management projects deemed appropriate by the IIR.
Develop program-specific objectives, operational approaches, and evaluation processes.
Develop reports, memoranda, and briefings on job related activities.
Utilize electronic systems to prepare analyses and reports for the IIR.
Provide advice on existing or proposed systems and strategies in the organization.
Plan and/or Consult on approaches to implement potentially complicated management, operations, and programmatic technical issues within the organization.
Devise and recommend methods and procedures to improve organizational efficiency and effectiveness inclusive of assisting management with the development and maintinance of SOPs for processes within the organization.
Analyze and enter data into spreadsheets for various projects for records and files and keep the analysis updated and accessible for recall and inspection upon request by management.
Collaborate in consultations and meetings as needed.
Coordinate and resolve problems with appropriate internal and external CGH and CDC organization staff as needed.

Office of the Director- Overseas Operations Office (OOO)
OOO Service Requirement 1:
Perform as a technical expert and demonstrate in depth understanding of current USOPM, DOS, HHS, and CDC policies and procedures relevant for international operations including the deployment and support of CDC staff assigned overseas.
Prepare requests for personnel actions for both civil service and commissioned corps deployments, promotions, extensions and/or terminations of appointments for employees serving at overseas duty stations.
Provide information to CDC programs and employees regarding entitlements for staff and dependents assigned to overseas duty stations.
Input global data into existing databases when required; prints reports from database when required;
validate existing data and correct if necessary; analyze information contained in the database to determine if improvements in the processing arena can be improved; modify already existing database if needed to develop new reports and capture new data.
Examine documents for completeness and accuracy in accordance with set global guidance.
Assist in the development of standard operating procedures (SOPs) for International new and existing functions.
Analyze complex international business processes and recommend changes to improve efficiency, including coordination with U.S. embassies worldwide, Department of State headquarters officials, and HHS headquarter staff.
Assist senior leadership with recruitment and hiring processes for OD overseas positions.
Maintain international business logs as required.
Collaborate with global health customers, to include field staff, other global partners, and visitors to keep all parties abreast of the status of the deployment of CDC staff assigned overseas.
Assist in the processing of Passport, Visas, Country Clearance Cables, Notification of Foreign Travel System; Short Term International Visitors, Funding Cables, and Misc. Cable activities.
Perform detailed analyses of complex functions that are ongoing to 60 plus countries around the globe.
Examples include examination of timelines for hiring and deployment processes and proposed changes in coding of overseas staff (supervisory coding, security clearance requirement, etc.) and the potential impact of such changes on overseas operations and employee deployments.
Perform as a subject matter expert in Global Health processes and affairs
Interact and provide assistance to Executive level government staff around the world

Parasitic Diseases Branch – Elimination and Control Team
Service Requirement 1:
Perform and assist with technical projects that require researching and/or analyzing problems, issues, or requirements and submit reports to senior staff to determine appropriate resolutions;
Perform as primary coordinator for various program projects which include setting up and convening meetings between laboratory/epidemiology project team members; taking, summarizing, and disseminating meeting notes to all project team members; ensuring that all project team members are up to date with project work plan and timeline; and following-up with agreed actions items;
Provide advice and assistance to team leaders/project leads in the development and implementation of procedures/guidelines as well as the methods and strategies for the implementation of programmatic activities.
Conduct program planning and the development of work plans and timelines.
Assist with the development of study protocols and the submission of these protocols through the CDC
IRB review process.
Provide programmatic and operational guidance to assure that assigned program projects meet established priorities and goals of the branch.
Perform as focal point for various program projects involving the development, preparation, and review of programmatic documents or correspondence required by CDC, project partners, and funding organizations.
Assume responsibility for disseminating information and documents;
Formulate budget projections (i.e., spend plans) and monitor budget obligations for program projects.
Originate the necessary forms and documents for the award of funds in support of program projects.
Conduct processes to ensure compliance with all provisions and applicable regulations regarding the award of funds.
Provide analytical and operational assistance related to extramural program activities.
Maintain effective working relationships with CDC’s national and international partner agencies and institutions, including CDC colleagues and officials, USAID and other U.S. government agencies, Ministries of Health and local health agencies, and other governmental and private organizations (e.g.
World Health Organization, the Bill and Melinda Gates Foundation, the Carter Center, the Global Network for Neglected Tropical Diseases).
Respond to important and urgent team needs as identified by the team leader such as assisting with development of technical briefings and reviewing team documents.
Organize and convene large meetings.
Participate in various budgeting processes including budget planning, cost estimation, budget execution, tracking of expenditures, and budget reconciliation.

o Knowledge of the structure and protocols necessary to work with Ministries of Health, Universities, other government or international organizations, and private industries.

Program Budget and Extramural Management Branch (PBEMB)
Service Requirement 1:
Perform as an International Program Management Consultant providing expert advice on analyzing existing or proposed systems and strategies for processing, monitoring and tracking cooperative agreements, contracts, interagency agreements and grants. Contractor will not be involved in pre-award functions nor can they actively represent the CDC and develop guidance, policy or make decisions on the
CDC’s behalf.
Consult on the Branch Tracking Systems for managing the workload, cooperative agreements, contracts, and other funding mechanisms used by the division for program activities.
Advise and provide support on international extramural issues for the Team Leads of the Program
Budget and Extramural Management Branch (PBEMB) and PBEMB Branch Chief.
Consult and assist with coordination of branch strategic planning and development of new strategies for improved customer service.
Collaborate with PBEMB and DGHA Senior Management to process Funding Opportunity
Announcements (FOA), convene objective review.
Monitor the tracking database used for tracking action steps in these processes, coordinate with branch specialists and management, and recommend action steps for any problems or issues.
Evaluate this DGHA grants management process and provide advice on methods that can be utilized to improve the process for future fiscal years.
Coordinate and consult on programmatic activities and tracking funds for data updates necessary for tracking information on cooperative agreements in DGHA country programs to ensure the U.S.
government makes effective use of resources for HIV/AIDS activities worldwide.
Advise and assist DGHA extramural staff on strategies to resolve grant or contract programmatic issues.
Coordinate and travel to DGHA country programs to conduct training and provide technical assistance on grants management and contracts. This includes training up alternate trainers for international project officer classes. Train and provide technical assistance to newly hired DGHA staff assigned to the international field programs. Track and manage data on international project officer training classes, participants completing the course, evaluations and improvements of the training and implementation of improved training materials.
Plan and/or consult on implementation of special projects, using a variety of approaches to perform assignments related to programmatic special project activities that have programmatic or technical issues with identified and unidentified complicating elements.
Conduct extensive research and compilation and tracking of data from diverse sources
Extract and assemble information, conduct analysis and develop reports or presentations
Independently coordinate and collaborate with appropriate internal and external organizations and staff around the globe. Identify and present problems to CDC.
Core Hours: This Service requires a total of 30 hours per week in accordance with the core duty hours while in non-travel status. This service requires a total of 40 hours per week while in travel status in accordance with the core duty hours.

HIV Prevention Branch (HPB), Service Requirement 1:
Collaborate with colleagues at a variety of levels (international and national non-governmental organizations, USG field staff, and host government Ministry staff) to build capacity to implement evidence based interventions
Provide technical advice, assistance, and guidance to country teams through on-site visits, teleconferences, and email to facilitate the design, adaptation, pilot-testing, implementation and evaluation of Evidence Based Interventions
Monitor and track the progress of country teams implementing evidence based interventions
Identify and recommend corrections to barriers impeding effective implementation by country teams of evidence based interventions
Provide technical advice, assistance, and guidance to country teams to coordinate trainings needed to adapt, implement, and evaluate Evidence Based Interventions
Assist country teams with:
Establishment of community advisory boards to determine the relevancy of program goals and materials
Conducting community needs assessments
Culturally adapting the Evidence Based Programs
Pilot-testing the Evidence Based Intervention to assess the feasibility and acceptability of the program
Coordinating and conducting trainings
Developing and implementing monitoring and evaluation plans
Develop program materials to assist countries with adaptation and implementation of Evidence Based Interventions
Assist management in establishing procedures and developing technical guidance (e.g., how to select appropriate implementing partners, how to conduct adaptation activities, how to select and interview facilitators) to assist country teams

Special Notice: At any time any service within this task order PWS may no longer be required and a modification will be issued reflecting the removal of this particular service.
Return of Government Furnished Equipment: All equipment is to be returned to CDC upon completion of the award.
Telework Notification: Services already approved for teleworking within this task order are permitted to telework during instances for which CDC Facilities (i.e. natural disaster, water main break, etc.) are closed but teleworking is authorized/encouraged. Services not authorized for telework may or may not be authorized for “Situational Telework”. As such please reference each individual service for details.
Please note that services should not be provided for what so ever in the event that Atlanta CDC Offices are closed for business.
Government Furnished Property:
The Government will provide contractor personnel with an office environment typically provided to Government personnel that includes workstations, facsimile, telephones, and computers with access to the Internet and local area network (LAN). Government will issue a blackberry, printer, and laptop if deemed necessary to complete the requirements of the task order.
Core Hours of Operations for all services herein:
Monday – Friday, 8a.m.-4:30 pm excluding federal holidays (listed below) and weekends. The work day shall consist of 8 duty hours with a 30 minute lunch. The start and end times may be adjusted by assignment area, as deemed necessary to accommodate required support in the respective organization, as long as the 8 duty hours a day are met. Start times for all positions must occur between 7:00 a.m. and 9:00 a.m. The normal 8 duty hours shall be calculated from the start time agreed upon between the contractor and each individual contractor employee.

Clearances as required for all services herein:
Work under this task order is unclassified; however, all CDC individuals are required to undergo a National Agency Check and Inquiries (NACI) investigation, fingerprinting, and acquire a user ID for security-clearance work at CDC campuses. If necessary, the contractor will be required to provide clearances for personnel requiring access to Government computers and workstations.
Performance Requirements Summary
In general, the deliverables completed by the Contractor will be evaluated in terms of how well the requirements of the contract are satisfied. The Contracting Officer’s Representative (COR) will utilize Validated User Customer Complaints to ensure there is a match between actual and expected performances. If there are discrepancies, a Contract Discrepancy Report will be used to communicate these performance concerns to the Contractor, and follow through to ensure performance gaps are closed.
