Domestic Medical Support Services Performance Work Statement
Division of Public Health Systems and Workforce Development (DPHSWD)
Independently provide Medical/Scientific Support Services to satisfy the overall operational objectives of the Division of Public Health Systems and Workforce Development.
FELTP and Systems Branch, Asia and Americas
Service Requirement 1:
Provide support services to ministries of health with: prevention and control of emerging infections, and endemic communicable diseases; reducing the burden of disease related to non-communicable diseases, and environmental, toxicological and occupational health events; and assisting with disaster preparedness and response efforts.
Participate in the improvement or establishment of effective and sustainable public health surveillance in-country, and the application of public health science to the prevention and control of diseases.
Perform as the lead scientific technical advisor for the development and/or implementation of Field Epidemiology Training Programs that will develop cadres of field epidemiologists who can practice evidence-based public health and strengthen surveillance.
Utilize evidence-based information for decision making.
Ensure that MOH staff who participate in capacity-building programs achieve competencies in applied epidemiology, measured through performance indicators established in relation to their required field products –e.g. field investigations, analytic studies, surveillance system evaluations, etc.
Collaborate with the MOH to develop applied epidemiology curricula and materials, and provide ongoing mentorship to MOH FETP officers.
Collaborate with FETP faculty and trainees in the design and implementation of applied epidemiological research projects aimed at developing more effective public health interventions.
Supervise trainees during field activities, including outbreak investigations, surveillance system evaluations, etc.
Review all projects and work conducted by FETP trainees for scientific quality and appropriateness.
Collaborate with FETP trainees in preparing written and oral scientific presentations/publications.
Colaborate with MOH/FETP with the selection of FETP trainees, including assisting the MOH to implement guidelines for selection and placement of FETP trainees and identification of appropriate assignments and supervision.
Train FETP graduates to become mentors/supervisors for future FETP trainees.
Conduct periodic evaluation of the work conducted by FETP trainees.
Promote the institutionalization of the FETP within the MOH, by advising the MOH in the development of mid- and long-term sustainability plans and a career path for FETP graduates.
Perform services herein while maintaining a comprehensive knowledge of the range of laws, policies, regulations, and precedents applicable to research, develop, and evaluate key scientific public health policies, procedures, and guidelines.
Design and conduct comprehensive studies to identify and propose solutions that are characterized by their breadth, importance, and severity; of new or modified legislation for projected impact upon agency science programs and resources; and/or to translate basic legislation into program goals, actions, and services.
Provide critical advice and assistance in overcoming barriers to program delivery.
Develop, oversee, coordinate, and manage new initiatives impacting public health domestically or abroad; and/or plan, formulate, analyze, evaluate, and/or implement complex program policies and.strategies as required to meet new and novel conditions and improve or overcome shortfalls and deficiencies.
Establish and maintain effective and diplomatic working relations and secure support and cooperation.
Present findings and deliver briefings, explain and justify recommendations, and negotiate solutions to disputed recommendations.
Develop data collection tools and review, evaluate, survey, and improve domestic or international scientific public health program operations.
Prepare reports used as the basis for key-executive-level management decisions; Congressional testimonies and legislative proposals; policies; responses to inquiries; reports, marketing/outreach material; and other comparable documents.
Exercise team management techniques to plan, organize, and direct multi-disciplinary project teams and activities.
Perform services herein while exhibiting a knowledge of a wide range of qualitative and quantitative methods.
Perform services while exhibiting professional oral communication techniques.Knowledge of written communication techniques.
Perform services while exhibiting professional interpersonal relationship skills.
Core Hours: This service is full time requiring 40 hours per week in accordance with the established core duty hours.
Hours Beyond Core Hours: This service requires 20 hours above and beyond the core hours for the duration of the established period of performance.

Minimum Qualifications:
Masters in Public Health with Epidemiology Speciality
Minimum of 5 years in this field and performing services as outlined herein.
Expert knowledge of medicine and applied field epidemiology.
Comprehensive knowledge of an assigned scientific public health program
Teleworking: This service is eligible for teleworking no more than 1 day/week. The following
Government Furnished Equipment is available for contractor’s use: laptop computer, external keyboard, monitor, mouse, multi-function printer/scanner/fax, expansion docking bar and key fob, and telephone handset.
Field and Applied Epidemiology Training Program Branch
Perform as lead scientific technical advisor for the development and/or implementation of Field Epidemiology Training Programs that will develop cadres of field epidemiologists who can practice evidence-based public health and strengthen surveillance.
Strengthen public health workforce capacity by teaching coursework related to epidemiology to FETP trainees to effectively use science-based information for decision making.
Ensure that MOH staff actively participating in capacity-building programs achieve competencies that will lead to improvements in health outcomes and implementation of appropriate and effective public health interventions.
Develop training curricula and materials, and implement mentored training based on epidemiologic methods in collaboration with the MOH to strengthen outbreak detection and response and disease surveillance.
Collaborate with FETP faculty and trainees in the design and implementation of applied epidemiological research projects aimed at developing more effective public health interventions through results based interventions.
Supervise trainees during field activities, including outbreak investigations, surveillance system evaluations, etc.

Minimum Experience:
Masters in Public Health with Epidemiology Specialty
Minimum 3 years experience in this field and peforming services as outlined herein.
Expert knowledge of medicine and applied field epidemiology.
Comprehensive knowledge of an assigned scientific public health program.
Expert knowledge of Arabic and familiarity with the Public Health Systems of Yemen, Morocco, Iraq and other countries in the Middle East and North Africa.
Speak fluent Arabic.
Teleworking: This service is eligible for teleworking no more than 2 days per the week. The following Government Furnished Equipment is available for contractor’s use, as applicable: Laptop computer, external keyboard, monitor, mouse, multi-function printer/scanner/fax, expansion docking bar, key fob, telephone handset, and Blackberry (data only).
Global Immunization Division
Provide technical assistance and support for the delivery of routine immunization services in Africa.
Monitor and evaluate the impact of Routine Immunization in improving the national coverage of children;
Provide timely analysis and interpretation of the routine immunization data and its use for corrective actions.
Provide training in Routine Immunization activities to reduce large number of unvaccinated children.
Assist in organizing creative and innovative Routine Immunization activities.
Undertake operational research in order to improve Routine Immunization activities.
Produce reports and relevant documents on innovative Routine Immunization activities.
Support the development of the microplans for implementation of the Reach Every District approach.
Ensure the proper implementation of routine immunization service delivery through Capacity Building and supportive supervision.
Support the Ministry of Health (MoH) with the Coordination of partners on all the activities related to routine immunization.
Support the MoH to improve and participating in communication activities and ensuring community participation.
Core Hours: This service requires 40 hours per week in accordance with core duty hours.

Minimum Experience:
Bachelor of Science with biology specialty.
Minimum 7 years of experience in public health and performing services as outlined herein.
Background in epidemiology and disease knowledge.
Fluent in French.
Minimum of 3 years experience planning and evaluating immunization programs, including campaigns and routine immunization as well as working in complex collaborative environments and with multilateral organizations with partners such as ministries of health, the World Health
Organization (WHO), United Nations Children’s Fund (UNICEF) and Non-Governmental Organizations
(NGOs).
Minimum of 2 years experience living in third world countries and working in DR Congo.
Demonstrated comprehensive working knowledge of and experience working in immunization systems and familiarity with the specifics of these systems specifically in the Democratic Republic of
Congo (DRC) and other African countries.
Teleworking: This service is not eligible for teleworking.
Special Notice: At any time any service within this task order PWS may no longer be required and a modification will be issued reflecting the removal of this particular service.
Government Furnished Property:
The Government will provide contractor personnel with an office environment typically provided to Government personnel that includes workstations, facsimile, telephones, and computers with access to the Internet and local area network (LAN). Government will issue a blackberry, printer, and laptop if deemed necessary to complete the requirements of the task order.
Core Hours of Operations for all services herein:
Monday – Friday, 8a.m.-4:30 pm excluding federal holidays (listed below) and weekends. The work day shall consist of 8 duty hours with a 30 minute lunch. The start and end times may be adjusted by assignment area, as deemed necessary to accommodate required support in the respective organization, as long as the 8 duty hours a day are met. Start times for all positions must occur between
7:00 a.m. and 9:00 a.m. The normal 8 duty hours shall be calculated from the start time agreed upon between the contractor and each individual contractor employee.
Telework Notification: Services already approved for teleworking within this task order are permitted to telework during instances for which CDC Facilities (i.e. natural disaster, water main break, etc.) are closed but teleworking is authorized/encouraged. Services not authorized for telework may or may not be authorized for “Situational Telework”. As such please reference each individual service for details.
Please note that services should not be provided for what so ever in the event that Atlanta CDC Offices are closed for business.

Clearances as required for all services herein:
Work under this task order is unclassified; however, all CDC contractors are required to undergo a National Agency Check and Inquiries (NACI) investigation, fingerprinting, and acquire a user ID for security-clearance work at CDC campuses. If necessary, the contractor will be required to provide clearances for personnel requiring access to Government computers and workstations.
Performance Evaluation Summary
In general, the deliverables completed by the Contractor will be evaluated in terms of how well the requirements of the contract are satisfied. The Contracting Officer Representative (COR) will utilize Validated User Customer Complaints to ensure there is a match between actual and expected performances. If there are discrepancies, a Contract Discrepancy Report (below) will be used to communicate these performance concerns to the Contractor, and follow through to ensure performance gaps are closed.
