ORIGINAL SAMPLE PROFESSIONAL TASK REQUEST 0002, 01/08/2015

Domestic Professional/Technical Support Services Center for Global Health

Independently provide for support services to satisfy the overall operational objectives of units within Center for Global Health (CGH), located in the CDC Atlanta office.

HIV Prevention Branch (HPB)

Service Requirement 1:

Assist CDC country programs with development, implementation and evaluation of quality assurance and improvement approaches for key population-focused peer education and outreach

Develop, pilot and evaluate training for health care providers to sensitize providers to working with key populations and improve quality of HIV testing, care and treatment service provision to key populations

Assist in the development of reports, protocols, training materials, guidance documents, literature reviews, survey tools, presentations and manuscripts in technical areas including HIV prevention among key populations, quality assurance and improvement, gender equity and gender-based violence response for key populations

Coordinate and implement, asrequired, activities for the prevention of HIV among key populations among USG agencies, CDC country teams and international partners involved in the President’s Emergency Plan for AIDS Relief

Plan and consult with team lead or project lead in the development and implementation of procedures/guidelines, methods and strategies for the implementation of programmatic activities and special projects.

Review and revise training materials and job aids for HIV prevention intervention programs to reach youth and their parents.

Exercise independent judgment and communicate to the highest levels of the US government as services herein require.

Coordinate complex communication coordination among multiple UGS agencies and international partners as services herein require.

Facilitate strategic communication inclusive of planning and execution

Meet short deadlines while managing multiple program priorities as defined herein.

Core Hours: This service requires 32 hours per week when not traveling TDY, and 40 hours per week during international travel in accordance with established period of performance.

Beyond Core Hours: NA

Period of Performance: July 1, 2015 through June 30, 2016

Place of Performance: CDC campus in Atlanta, GA. Point of Contact (POC) is Donna Doe at 404-555- 7777.

Domestic Travel: 1 trip to Washington, DC for an estimated total of 4 days of TDY.

International Travel: 2 trips to the continents of Africa and/or Asia for estimated total of 31 days of

TDY.

Minimum Experience:

Master’s degree in public health to include: Public Health policy, Public Health program management, Program evaluation, Health System Organization and Principle of health practices.

Minimum of 6 years’ experience in program management

Minimum of 4 years experience in or of international HIV/AIDS field

Minimum of 4 years experience designing and conducting trainins related to health care service provisions for as well as HIV prevention for key populations.

Minimum of 4 years experience in conducting key population rapid assessments using approved and proven assessment methodologies

Minimum 5 years supporting design and monitoring of programs for people who inject drugs

Minimum of 4 years communication experience in strategic communication including planning and execution.

Teleworking: This service is eligible for teleworking no more than 1 days of the week and not on Mondays or Fridays. The following Government Furnished Equipment is available for contractor’s use:

Laptop computer, external keyboard, monitor, mouse, multi-function printer/scanner/fax, expansion docking bar, key fob, and telephone handset.

Field and Applied Epidemiology Training Program Branch (FAETPB)

Develop, implement, and evaluate training programs; consult on health promotion activities; and identify, establish, and assess training needs in partner countries.

Make health education recommendations and suggestions based on experience and expertise in the development, implementation, and evaluation of educational and training programs designed to control disease and promote health.

Conduct quantitative and qualitative public health research and interpret findings for implementation via FETP program evaluations and other special studies as needed.

Establish and maintain effective working relationships with various external partners, including the Ministries of Health in partner countries.

Provide program expertise and technical assistance such as work plan development and implementation plans with CDC partners.

Establish indicators by which to monitor and evaluate project goals and accomplishments.

Conduct site visits for the placement of FETP trainees during their fieldwork as necessary and prepare/forward directives, instructional, procedural or other materials to ensure effective implementation of FETP goals.

Produce and use instructional media design to enhance existing training materials and insure effective development of future training material.

Participate in course planning and in presenting information through workshops and presentations to diverse audiences.

Core Hours: This service requires 40 hours per week in accordance with the established core duty hours.

Domestic Travel: Tasks may at times require local travel between Atlanta, CDC Campuses.

International Travel: 7 trips to the continents of Africa, Middle East, Americas and/or Asia for an estimated total of 70 days of TDY.

Bachelor's degree in business, health education or public heatlh.

Minimum of 3 years demonstrated mastery of contemporary concepts of public health education and health promotion.

Minimum of 5 years demonstrated skill in the development and refinement of workshop materials, and in promotion and the adoption of health education programs, including competence in writing, editing, and public speaking.

Demonstrated knowledge of key public health education and health promotion concepts, including principles of adult education, behavior modification techniques, instructional design, curriculum development, methods of workshop delivery and evaluation.

Teleworking: This service is eligible for teleworking no more than 1 day per week and not on Mondays or Fridays. The following Government Furnished Equipment is available for contractor’s use: Laptop computer, external keyboard, monitor, mouse, multi-function printer/scanner/fax, expansion docking bar, key fob, and telephone handset.

Vaccine Preventable Disease Eradication and Elimination Branch (DEEB)

Develop technical writing capacity among Atlanta-based and field staff in GID.

Serve as point of contact to advise and assist GID authors during the document development and review process to ensure quality of scientific/technical documents before they are input into clearance.

Oversee the finalizing and clearing of publications, including final reviews of documents for logic, clarity, style, consistency, and format consistent with the intended publication.

Write and/or edit documents utilizing extensive knowledge in global immunization subject areas to provide interpretation and explanation of a wide range of topics. Tailor written products for specific audiences with differing levels of interest and understanding of the subject matter.

Serve as point of contact in the document development and review process to ensure quality of scientific/technical documents (e.g., MMWR articles, guidance documents) before they are input into the official clearance system, including negotiating and incorporating pre-clearance comments.

Facilitate the quick turn-around for complex documents

Assist in the preparation of documents for international audiences

Core Hours: This service requires 40 hours per week in accordance with core duty hours.

Place of Performance: Roybal Clifton Campus, Atlanta, GA. Point of Contact (POC): TBD

Bachelor’s degree in Journalism, English, Communications, or Science.

Minimum of 5 years experience utilizing expert knowledge in technical and scientific writing and editing.

Possess immunization subject matter expertise

Minimum of 3 years experience working with public health staff at all organizational levels

Teleworking: This service is eligible for teleworking no more than 2 days per week. The following Government Furnished Equipment is available for contractor’s use, as applicable: Laptop computer, external keyboard, monitor, mouse, multi-function printer/scanner/fax, expansion docking bar, key fob, and telephone handset.

Office of the Director, Stop Transmission of Polio (STOP) Program

Screen all STOP applicants for accuracy and completeness.

Assign STOP applicants that meet minimum requirements to recruiter.

Enter applicant’s information into database

Notify applicants in writing when they do not meet minimum requirements.

Coordinate weekly recruitment meetings that are attended by the STOP Team Lead, STOP recruiters and other relevant GID staff.

Create Weekly Reports that document designated characteristics regarding the number of: applications received in the previous week, number of qualified and un-qualified applicants and the number of applications in process.

Interview Stop Transmission of Polio (STOP) STOP applicants, check references and draft descriptive summary of applicants

Attend recruitment events in the Atlanta, Georgia area to promote the STOP program and identify potential new STOP applicants.

Develop the STOP database to ensure that data can be utilized in decision making of the STOP program

Develop a system that permits applicants to directly input their information online for review by the database prior to a recruiter being assigned the file.

Provide support and guidance to all participants concerning procedures for travel, country assignments, visas, and overall procedures.

Assist with coordinating on-site logistics for STOP training, ensuring presentations are available and evaluations are distributed.

Travel to field sites in Africa, Americas or Southeast Asia to provide on-site support for STOP program and polio eradication activities.

Manage the receipt, tracking, proofing, requesting and delivery of MASO printing materials for the STOP training.

Prioritize competing requirements in a fast-paced high level office.

Analyze problems to identify significant factors, gather pertinent data, and recognize solutions.

Communicate in a professional manner with all levels of staff and external partners.

Exercise discretion about sensitive information at a center level.

Draft and prepare clear and concise documents, program and policy guidelines, proposal, directives, plans, and assessments.

Hours Beyond Core Hours: This service requires 60 hours beyond the established core hours throughout the established period of performance.

Period of Performance: July 1, 2015 through June 30, 2016

Place of Performance: Clifton/Roybal Campus, Atlanta, GA 30333. Point of contact: Dan Smith 404- 639-8154.

Domestic Travel: 2 trips to Washington, DC and/or Seattle, WA for an estimated total of 15 days of TDY.

Tasks may at times require local travel between Atlanta CDC campuses.

International Travel: 2 trips to the continents of Africa, Americas and/or Southeast Asia for an estimated total of 20 days of TDY. work days.

Master’s degree in Communications

Minimum of 3 years work experience in global public health management.

Minimum of 5 years experience with implementing public health training.

Minimum of 5 years experience with recruitment of public health professionals.

Level of education that ensure knowledge of polio eradication.

Demonstrate prior experience and knowledge of computer software, such as electronic mail, e-calendar, Excel, PowerPoint, and Word.

Teleworking: This service is eligible for teleworking no more than 2 day per week. The following Government Furnished Equipment can be made available for contractor’s use: laptop and key fob.

Global Health Security Branch (GHSB)

Collect, analyze, and synthesize diverse types of quantitative and qualitative data and information and apply the findings to the development of international guidelines and policy.

Perform and provide for critical analysis and thinking, advice and recommendations on issues relating to international influenza based on accepted scientific understanding of infectious and emerging diseases in a global context.

Collaborate with USG agencies and other global health partners to assist in the development of HHS positions and recommendations on key policy issues.

Develop and implement methods and systems for acquiring, compiling, synthesizing, extracting and reporting information and for improving the coordination of information flow.

Use qualitative and quantitative methods and strategies to assist in the planning, evaluation, and documentation of HHS global influenza and emerging disease program activities.

Conduct research, planning, and program information for use in developing international health policy.

Support international health diplomacy strategies and activities, such as the planning, coordination, and hosting of international conferences and workshops related to influenza and emerging diseases.

Collaborate and coordinate with international public health policy and programs, as well as multilateral organizations (e.g., WHO), ministries of health, and other global health partners (e.g., civil society organizations).

Write and/or review briefing and policy documents for high-level officials of the US Government (e.g., Secretary, Deputy Secretary, and Assistant Secretary level).

Assist in formulation of progress reports and related documents to assess program progress.

Hours Beyond Core Hours: N/A

Domestic Travel: 2 trips to Atlanta, GA for a estimated 6 work days of TDY. Tasks may at times require local travel in the Washington, DC area to include other U.S. Government departments and agencies, and global health partners.

International Travel: 2 trips to the continents of Africa, Asia, and/or Europe for an estimated 19 days of TDY.

Period of Performance: July 1, 2015 through June 30, 2016

Place of Performance: HHS Humphrey, Building Rm 636G, Washington, DC. Point of Contact: TBD.

Minimum Qualifications:

Master’s Degree in Epidemiology or Public Health.

Knowledge of the principles of epidemiology, biostatistics, influenza and emerging infectious diseases, the history and philosophy of global public health, as well as a strong science background to include cell biology, virology, or related field.

Minimum of 5 years field experience in laboratory technology, international medical commodities procurement, and in international health programs, especially in Africa

Minimum of 5 years experience in vaccine preventable disease programs, including epidemiologic studies (e.g., burden of disease in developing countries and tropical climates)

Demonstrated knowledge, understanding, and experience in international public health policy and programs

Demonstrated knowledge, understanding, and experience in public health preparedness, pandemic influenza, seasonal influenza, regulatory issues related to influenza vaccines and workforce development issues for influenza vaccine in developing countries

Proficient English and French language skills required.

Teleworking: This service is eligible for teleworking no more than 1day a week. The following Government Furnished Equipment is available for contractor’s use Dell Notebook computer; External Keyboard, mouse; Multi-function Printer/Scanner/Fax, Docking Station, Key Fob and Telephone handset.

Office of the Director, Management Office

Participates in budget, program, and management projects deemed appropriate by the Management Office; particularly, researching and analyzing obligations in IRIS Budget, ICE, and GovTrip.

Analyze spending plans and Status of Funds (SOF) reports; participate in financial reviews with OD Funding Resource Specialist, Program Management Officer, and FMO Budget Analysts to track spending progress.

Extracts, analyzes, and reconciles financial data using CDC financial systems.

Coordinates and resolves problems with appropriate internal and external CGH and CDC organization staff as needed.

Prepares and presents financial data by giving oral presentations or providing written reports and briefings on job related activities.

Reviews OD staffing lists and compares with Labor Distribution (the financial system that allocates salary and benefit costs to various funding streams) for salary projections.

Identifies potential issues and provides recommendations for resolution of budgetary processes, policies, and procedures.

Provide advice on existing or proposed systems and strategies in the organization.

Communicate in a professional manner with all levels of staff and external partners.

Domestic Travel: Tasks may at times require local travel between Atlanta CDC campuses.

Bachelor’s degree in accounting, finance, or business.

Minimum of 5 years’ experience in public accounting, budgeting and financial management.

Minimum of 5 year’s training in intermediate accounting, financial statement analysis, internal auditing, and accounting information systems.

Experience and knowledge of computer software, such as electronic mail, e-calendar, Excel, PowerPoint, and Word.

Teleworking: This service is eligible for teleworking no more than 1 day per week. The following Government Furnished Equipment is available for contractor’s use: keyfob, and laptop, as applicable.

Global Health Security Branch

Create and produce graphic communication public health products for dissemination to multiple international audiences, especially in the Africa Region.

Collaborate with the IDSR technical team weekly to collect program information, background literature, draft reports and presentations for graphic consultation.

Conceive, design and develop market products (for example, folders, policy briefs, brochures, posters, slide presentations, web-based products, and newsletters) for mobilizing commitment and resources for public health programs in the African region.

Update graphic presentation of technical elements included in technical guidelines, training materials, and advocacy material and advice on presentation for multi-national, multi-lingual audiences.

Prepare camera-ready electronic files for distribution, dissemination, and printing.

Prepare print proofs.

Produce specific products which will include layout and camera-ready copy for integrated disease surveillance and response training materials in at least English and French.

Design and produce posters for two scientific meetings

Perform consultation and plan development for scientific updating of an electronic archive of project documents and materials.

Provide graphic support to manuscripts and reports.

Develop overall strategy for needs assessment and the design, development and evaluation of e-learning and classroom training materials.

Develop needs assessment materials and curricula for management or leadership development.

Actively collaborate with piers as needed to complete tasks herein.

Core Hours: This service requires 10 hours per week in accordance with the established core duty hours.

Hours Beyond Core Hours: N/A

Period of Performance: July 1, 2015 through June 30, 2016

Bachelor’s degree in Graphics Art.

Advanced knowledge of adult learning theories and concepts, instructional design theory and methods, online learning methods, and delivery options.

Knowledge of internet and Web 2.0 tools (i.e., blog, wiki), MS® Office.

Minimum of 5 years experience with techniques to encourage and monitor participation in an online community.

Teleworking: This service is eligible for teleworking no more than 5 days of the week. The following Government Furnished Equipment is available for contractor’s use: Laptop computer, external keyboard, monitor, mouse, multi-function printer/scanner/fax, expansion docking bar, key fob, and telephone handset.

Special Notice: At any time any service within this task order PWS may no longer be required and a modification will be issued reflecting the removal of this particular service.

Return of Government Furnished Equipment: All equipment is to be returned to CDC upon completion of the award.

Telework Notification: Services already approved for teleworking within this task order are permitted to telework during instances for which CDC Facilities (i.e. natural disaster, water main break, etc.) are closed but teleworking is authorized/encouraged. Services not authorized for telework may or may not be authorized for “Situational Telework”. As such please reference each individual service for details.

Please note that services should not be provided for what so ever in the event that Atlanta CDC Offices are closed for business.

Government Furnished Property:

The Government will provide contractor personnel with an office environment typically provided to Government personnel that includes workstations, facsimile, telephones, and computers with access to the Internet and local area network (LAN). Government will issue a blackberry, printer, and laptop if deemed necessary to complete the requirements of the task order.

Core Hours of Operations for all services herein:

Monday – Friday, 8a.m.-4:30 pm excluding federal holidays (listed below) and weekends. The work day shall consist of 8 duty hours with a 30 minute lunch. The start and end times may be adjusted by assignment area, as deemed necessary to accommodate required support in the respective organization, as long as the 8 duty hours a day are met. Start times for all positions must occur between 7:00 a.m. and 9:00 a.m. The normal 8 duty hours shall be calculated from the start time agreed upon between the contractor and each individual contractor employee.

Clearances as required for all services herein:

Work under this task order is unclassified; however, all CDC individuals are required to undergo a National Agency Check and Inquiries (NACI) investigation, fingerprinting, and acquire a user ID for security-clearance work at CDC campuses. If necessary, the contractor will be required to provide clearances for personnel requiring access to Government computers and workstations.

Performance Requirements Summary

In general, the deliverables completed by the Contractor will be evaluated in terms of how well the requirements of the contract are satisfied. The Contracting Officer’s Representative (COR) will utilize Validated User Customer Complaints to ensure there is a match between actual and expected performances. If there are discrepancies, a Contract Discrepancy Report will be used to communicate these performance concerns to the Contractor, and follow through to ensure performance gaps are closed.
