2008-N-09699: Technical and Management Support for Health Promotion Activities 2008 (TAMS 2008) Questions and Answers:

1. Have you considered Small business Set Asides?

Please see Synopsis 2008-N-10240 for our companion partial 8(a) set aside.

2. When are proposals due?

The proposals will be due around May 19, 2008. Please check with the released RFP for exact dates.

3. Is this a follow-on contract? Is this project considered a new requirement?

This solicitation is to replace expired Multiple Award Contracts 200-2002-00573, 200-2002-00574, 200-2002-00575 and 200-2002-00576.

4. Who are the incumbents?

The contractors awarded the expired contracts were Battelle Memorial Institute, RTI International, SAIC, and Macro International.

5. Do you know any companies that might be bidding on this effort?

Not at this time.

6. Is there a more detailed scope description available?

The Request for Proposal will include a Statement of Work that will have more details. The RFP is scheduled to be posted on or around April 3, 2008.

7. Are there page limits for the technical proposals?

Answer: We have not set any limits for the technical proposals, since that RFP is still being worked.

8. Will every task order be competed among approved contractors?

Answer: The IDIQ contract is being set up for competition between the contractors who are awarded the basic contract. There may be rare occurrences where a task order is not competed, based on the requirements of the need.

9. Will there be required labor categories?

Answer: In relation to the submission of budget proposals, a breakdown of labor categories is required.

10. Do you anticipate requiring offerors to develop a sample task?

Answer: At this time, we plan that the RFP will include three real task orders that will be submitted with the proposal. It is not mandatory to respond to all task orders. The plan at this time is to award the tasks with the IDIQ awards.

11. Since this is an IDIQ, what does the budget cover?

Answer: Your budget business proposal should reflect the cost to cover your task as prepared in your technical proposal.

12. How long do you expect respondents will have to put together their proposals? (I.e. when will proposals be due?)

Answer: We recognize that this is a complex acquisition. Therefore, we anticipate that we will have 45 days from release of the RFP until proposals are due.
