About this file
This document is an Addendum No. 2 issued by the Great Lakes Water Authority (GLWA) Procurement Team for a contract involving the Southwest Water Treatment Plant Flocculation Improvements project. The addendum modifies the original solicitation, updates the project milestone schedule, and provides responses to 28 bidder questions. Key changes include extending the project due date to Monday, August 18, 2025, at 12:00 PM EST and revising the estimated construction cost to approximately $23M for the construction phase occurring between 2028 and 2031. The project milestones include a Preliminary Design Phase of 120 days, Final Design Phase of 270 days, Construction Bid and Award Phase of 270 days, Construction Phase of 850 days, and Project Closeout Phase of 90 days.
The addendum provides critical technical details about the project, including the current water treatment plant capacity of 156 MGD, which was reduced from earlier ratings due to various factors. The document emphasizes the need for the consultant to coordinate with GLWA and EGLE (Michigan's environmental regulatory agency) to ensure design compliance and acceptable modifications to the pretreatment process. The consultant is expected to consider plant operations with three flocculation basins in service and analyze additional scenarios, such as operating with two basins. The addendum also clarifies expectations for document submissions, design review processes, and provides guidance on hydraulic calculations, water quality reports, and potential reuse of existing infrastructure.

RESPONSES TO QUESTIONS
Question 1
Can a better resolution, clearer set of drawings for the 1997 flocculator improvements project for Southwest WTP be provided?
Response:
GLWA has provided the best scanned references readily available. Any available hard copies will be accessible to the successful proposer to finalize the design.
Question 2
What is GLWA's desired rating for the flocculation/sedimentation process by basin will be at the conclusion of this project?
Response:
See response to Question 3.
Question 3
In the pre-proposal meeting PowerPoint presentation, it was stated that EGLE has an approved capacity rating in the sanitary survey for the Southwest WTP. Please state EGLE's approved rating for the flocculation/sedimentation process by basin and any justification EGLE has provided to GLWA for that rating.
Response:
The Southwest Water Treatment Plant is currently rated for 156 MGD. The reduced capacity was caused by three major factors. The 2015 Water Master Plan reduced the required plant capacity to 180 MGD and allowed for removal of one flocculator and sedimentation train. The capacity was derated further in the 2015 Sanitary Survey to 160 MGD based on 40 filters operating at 2.55 gpm/sqft. The capacity was derated to 156 MGD in the 2022 Sanitary Survey based on 39 filters in-service.
The 2012 Sanitary Survey noted that the flow through velocity is 3.44 ft/min at 240 MGD with a 30-minute detention time, which deviates from 0.5 to 1.5 ft/min with a detention time of at least 30 minutes per “Recommended Standards for Water Works”. It was further noted that the deviation did not appear to be affecting water quality under current operations and such deviations should be considered when designing future modification to pretreatment. The Consultant should coordinate with GLWA and EGLE to ensure that any deviations with the revised design are acceptable.

The Consultant shall consider plant operation at the rated 156 MGD capacity with 3 flocculation basins in service. Additional analyses should consider other scenarios (such as having two basins in service with one in standby) and scenarios based on actual flowrates during operation.
Question 4
The project schedule in the scope of work states that the preliminary design phase and the final design phase both start from the notice to proceed. Please clarify if the schedule is correct as presented, or the 270 days for final design phase follows in its entirety the preliminary design phase.
Response:
See Item 2. CHANGES TO ATTACHMENT NO. 1 - GLWA Engineering Design Services Contract.
Question 5 approved capacity rating in the sanitary survey for the Southwest WTP. Please state EGLE's approved rating for the flocculation/sedimentation process by basin and any justification EGLE has provided to GLWA for that rating.
Question 6 approved capacity rating in the sanitary survey for the Southwest WTP. Please state EGLE's approved rating for the flocculation/sedimentation process by basin and any justification EGLE has provided to GLWA for that rating.

Response:
It is confirmed that this statement is for the electrical building that serve the flocculators. The Consultant shall evaluate and determine the condition of the MCC and associated conduits for reuse. This excludes small control switches and emergency shutdowns located inside the flocculator building used to control the old flocculators. The control switches and emergency shutdowns should be demolished as part of the project scope. Refer to Attachment 2 REQ-0002500 Photos (1).pdf.
Question 8
Is there a prioritized list of components GLWA prefers to reuse to control costs (e.g., MCCs, conduits, etc.)?
Response:
There is not a prioritized list of components GLWA prefers for reuse. It would be the responsibility of the Consultant to assess existing materials for potential reuse with the design.
Question 9
What version of the ovation SCADA platform is currently implemented?
Southwest Water Treatment Plant is on Ovation version 3.8.
Question 10
Does GLWA require provisions for permanent lifting devices (e.g., monorails, hoist), or is portable lifting acceptable?
Response:
It is anticipated that temporary lifting provisions would be adequate. However, it is the scope of the Consultant to ensure that new equipment is designed with consideration of operations and maintenance requirements.
Question 11
Are there seasonal operational constraints (e.g., high demand periods) that must be

Seasonal operational constraints should be considered during the design phase and proposed work restrictions should be coordinated with GLWA operations staff. Refer to Attachment 8 REQ-0002500 SWWTP Distribution of Hourly Flow Data (1).pdf for historical flow data and response to question 3 for capacities.
Question 12
Will GLWA require salvage or storage of any removed materials?
Response:
It is not anticipated that GLWA will require salvage or storage of any removed materials, but this will depend on what is demolished in the design. The consultant should coordinate this question with GLWA O&M staff during the design.
Question 13
Is there a specific format or platform GLWA prefers for tracking and resolving design comments (e.g., e-Builder)?
Response:
GLWA has a comment resolution word file that can be used for tracking and resolving design comments. Other approaches may be proposed for consideration.
Question 14
Is the $17M estimate inclusive of contingencies and what percentage, or will contingencies be added separately?
Response:
Disregard the $17M. The goal for construction costs is $23M inclusive of escalation, allowance and contingency. See Item 2. CHANGES TO ATTACHMENT NO. 1 - GLWA Engineering Design Services Contract.

Response:
This information can be made available, and the successful proposer shall coordinate with GLWA operations and engineering to obtain any necessary information to finalize the design.
Question 19
Also, for the physical modeling task – CFD may be sufficient to evaluate the flow characteristics of the basin; can this be included as an optional task to potentially reduce cost?
Response:
The intent was that CFD would be used to develop the design, and physical modeling would underpin the final design. This was to ensure the best chance that the Act 399 permit would be approved by the State of Michigan and to

If the Consultant believes that CFD alone would be sufficient based on their expertise, GLWA would be willing to consider this and should be reflected in the proposal. If physical modeling is captured as an optional task, the work plan in the proposal should explain when this would be used.
Question 20
What type of hydraulic calculations/information is available from the walking beam design of the plant?
Response:
The O&M for the walking beam flocculators has been uploaded to Bonfire as Attachment No. 14 as part of this addendum.
Question 21
Any limitations on which basin is to be decommissioned? Can the currently out of service basin be brought back online if necessary for construction sequencing?
Response:
Basin 1A has been decommissioned and ideally the construction sequencing would avoid having to restore. To bring Basin back into service, even on a temporary basis, may require manual sludge cleaning before and after usage and potentially could require that some level of flocculation be provided. Note that since Basin 1A was decommissioned, it will be the only basin at SW without a chain and flight system.
Question 22
What is the Minimum Qualifications Statement upload that is required in Bonfire?
Bidders are to provide statements demonstrating their ability to meet or exceed the requirements listed in the Solicitation Cover, Section 2 Minimum Qualifications.
Question 23
