Technical Specifications Summary

This document contains the technical specifications for a demolition (blight removal) project conducted by Kennedy Township in Coraopolis, Pennsylvania. The project involves the complete demolition of two residential structures located at 39 Herbst Road and 289 Forest Grove Road, along with all associated site improvements, utilities, and debris removal. The 39 Herbst Road property is a one-story frame structure built in 1935 with a full basement; an asbestos survey determined no asbestos-containing materials (ACM) were present in sampled materials. The 289 Forest Grove Road property is a one-story frame structure built in 1921 with a full basement in partial collapse; due to the structure's unsafe condition, a complete asbestos survey could not be performed, and the contractor must assume all debris is contaminated with asbestos and dispose of materials accordingly. The contractor must complete all demolition, removal, disposal, backfilling, and site restoration within sixty (60) calendar days following the Notice to Proceed. Submittals required include a schedule of building demolition activities, project schedule with sequence details, and demolition plans with proposed means and methods. A preconstruction video documenting existing conditions within a 25-foot radius of the work area is mandatory. The specifications encompass site mobilization and demobilization, utility disconnection with documentation, complete building and site demolition, asbestos abatement by a licensed contractor, lead-safe demolition compliance, erosion and sediment control, dust control, temporary facilities and security measures, and final site restoration with a minimum 4-inch layer of Dense Graded Aggregate (DGA) coverage.

The contractor must hold a current Commonwealth of Pennsylvania Department of Environmental Protection Hazardous Waste Transporter License and submit a copy with the bid. Davis-Bacon Act prevailing wage rates apply to the project, with wage determinations available through sam.gov. Contractors must comply with Allegheny County's Minority, Women and Disadvantaged Business Enterprise (MWDBE) Utilization Requirements, with established good faith effort goals of 13% MBE and 2% WBE participation. All work not specifically described but incidental to completion is included within scope, with extra work allowable only at the owner's discretion. The contractor bears all costs for debris disposal, site cleanup, dumpsters, temporary fencing for security, coordination with utility companies and regulatory agencies, traffic control, preconstruction video documentation, and compliance with federal, state, and local environmental and demolition regulations. The contract requires maintenance and protection of traffic, compliance with Section 202 of PennDOT Standard Specifications for demolition procedures, and coordination with Kennedy Township and the township engineer throughout all demolition activities. Records must be maintained for seven (7) years from the date of last payment.

Interior walls and ceilings are drywall, with flooring consisting of wood, floor tile, and concrete. The building is in poor physical condition. A NESHAP asbestos survey was performed by Allegheny Global Environmental, Inc. (AGE) on December 16, 2025. Eleven bulk samples were collected and analyzed; none of the sampled materials were determined to contain asbestos containing material (ACM) by PLM analysis. Notwithstanding the absence of detected ACM, the Allegheny County Health Department (ACHD) requires submission of a completed Asbestos Abatement and Demolition/Renovation Notification Form at least 10 working days prior to the commencement of demolition activities, regardless of ACM quantity. It is the responsibility of the Contractor to demolish and dispose of all building materials in accordance with all applicable federal, state, and local regulations.

b. Base Bid: The 289 Forest Grove Road, Coraopolis, Pennsylvania property contains a one-story frame structure with a full basement. The date of construction is 1921. The building is in a state of partial collapse. An asbestos survey was attempted by Allegheny Global Environmental, Inc. (AGE) on December 16, 2025; however, a complete ACM inspection could not be performed due to the unsafe physical condition of the structure.

AGE recommends that demolition be conducted in accordance with Asbestos NESHAP regulations and that all debris be disposed of at a facility permitted to accept asbestos waste. Due to the inability to safely and completely survey the structure, the Contractor shall assume all debris is contaminated with asbestos and shall dispose of all building materials accordingly, in full compliance with all applicable federal, state, and local regulations.

Plumbing permits and inspections are required. All work shall be inspected and approved by the Township Plumbing Inspector prior to backfilling.

Any evidence of sewer or water laterals being compromised and unable to be hermetically sealed shall be reported to Kennedy Township, the Township Engineer, and the appropriate utility company.

All water and sewer disconnects at the curb (or main if necessary) will be performed by a Pennsylvania licensed master plumber who individually owns 10% of the Contractor’s entity or a plumbing subcontract that has a licensed master plumber who owns 10% of the plumbing entity in accordance with Commonwealth of Pennsylvania requirements and/or by way of a plumbing permit issued by the Township building bureau.
